I TEACHER REPRESENTATIVES - EDUCATION COMMITTEE

 

There was submitted Agenda Note No AN506-2003 regarding teacher representation on the Education Committee.

 

Reference was made to Article IX of the statutory meeting of the Council held on 15th May, 2003 where it was agreed that the current teacher representatives would continue for a further period of six months to allow arrangements to be made to seek nominations.

 

Three nominations were received and following a ballot of all teachers, the following candidates were successful:-

 

Mr Eric Baillie, Braeview Academy

Mrs Helene Millar, Forthill Primary School

 

The Committee agreed that the above named persons be appointed as members of the Education Committee with immediate effect.

 

II MINUTE OF MEETING OF SCHOOL ATTENDANCE SUB-COMMITTEE OF 21ST OCTOBER, 2003

 

The minute of the above meeting (Appendix I) was submitted for information.

 

III HM INSPECTORATE OF EDUCATION - INSPECTION OF STANDARDS AND QUALITY IN HILLSIDE PRIMARYSCHOOL

 

There was submitted and noted the report by HM Inspectorate of Education on Hillside Primary School.

IV TENDERS RECEIVED - CITY ARCHITECTURAL SERVICES OFFICER

 

There was submitted Report No 715-2003 by the City Architectural Services Officer detailing tenders received and requesting a decision thereon:

 

(i) HARRIS ACADEMY - OVERHAUL/REPLACE RAINWATER GOODS

 

The Committee agreed to accept the schedule of rates offer from Dundee Contract Services for overhauling/replacing rainwater goods at Harris Academy for 6,520.00 together with allowances of 980.00 giving a total of 7,500.00.

 

(ii) HARRIS ACADEMY - OVERHAUL/REPLACE WINDOW IRONMONGERY

 

The Committee agreed to accept the schedule of rates offer received from Dundee Contract Services for overhauling/replacing window ironmongery at Harris Academy for 8,471.23 together with allowances of 1,500.00 giving a total of 9,971.23.

 

The Committee noted that Dundee Contract Services had listed the undernoted Sub-contractor:-

 

WM Brown & Co Ltd, Glasgow - Window Opening Gear.

 

(iii) VARIOUS EDUCATION PROPERTIES - WATER HYGIENE PHASE 3A

 

The Committee agreed to accept the negotiated offer from Building Environmental Hygiene Ltd, Dundee for carrying out water hygiene phase 3A in various education properties for 41,700.00 together with allowances of 8,300.00 giving a total of 50,000.00.

 

V REPLACEMENT OF KINGSPARK SCHOOL

 

There was submitted Report No 725-2003 by the Director of Education, seeking approval to build a new Kingspark School on an appropriate site to be selected from amongst those to be freed up as a consequence of school mergers and closures arising from the Dundee Schools PPP Project.

 

The Committee:-

 

(i) approved the proposal to build a new Kingspark School on a vacated Dundee Schools PPP Project site;

 

(ii) remitted the Director of Education to identify options for an appropriate site for the new Kingspark School from amongst those described at (i) above; and

 

(iii) instructed the Director of Education to bring forward a further report which sizes the new school following consultation with the Director of Education in Angus Council and identifies site options.

 

VI DUNDEE SCHOOLS PPP PROJECT - PLAYING FIELD PROVISION ASSOCIATED WITH THE NEWDENOMINATIONAL SECONDARY SCHOOL

 

There was submitted Report No 726-2003 by the Director of Education proposing an interim and permanent arrangement for playing fields as part of the proposal to construct a new denominational secondary school on the Kirkton Park site.

 

The Committee authorised the Director of Education to temporarily replace the five community use grass pitches at Kirkton Park by utilising the three grass pitches at Balfield presently covering the short-term loss of pitches at Ardler and by the formation of two additional grass pitches at the St Saviour's site for community use.

VII EDUCATION DEPARTMENT - NUTRITION IN SCOTTISH SCHOOLS

 

Councillor Don declared a financial interest in this item in that his wife might benefit from the scheme by virtue of her employment.

 

There was submitted Report No 727-2003 by the Director of Education and Assistant Chief Executive (Management) advising the Committee of funding which will be made available by SEED to local authorities to implement the recommendations contained in "Hungry for Success" and to seek approval for a proposed implementation plan and the establishment of forty one part-time posts.

 

The Committee agreed to approve the proposal described in paragraph 8.0 of the report.

 

VIII VARIOUS EDUCATION PROPERTIES - WATER HYGIENE PHASE 3 - EXTENSION TO CONTRACT

 

There was submitted Report No 729-2003 by the City Architectural Services Officer requesting Committee approval for extending the existing contract.

 

The Committee agreed to extend the existing contract and incurring estimated additional expenditure of approximately 30,000.

 

IX CHILDCARE STRATEGY GRANTS TO CRAIGIEBARNS OUT OF SCHOOL CARE CLUB AND KIDS UNLIMITED

 

There was submitted Report No 741-2003 by the Director of Education seeking approval to provide funding to support the establishment of a new Out of School Care Club at Gardyne Road and to continue the funding of Kids Unlimited.

 

The Committee agreed to approve proposals to provide match funding to support the establishment of a new out of school care club at Craigiebarns Primary School and approved the continued funding to Kids Unlimited.
