I MINUTES OF MEETINGS OF PERSONNEL APPEALS SUB-COMMITTEE
The undernoted minutes were submitted for information:-
(i) 9th November 2000 (Appendix I);
(ii) 9th November 2000 (Appendix II);
(iii) 14th December 2000 (Appendix III);
(iv) 22nd and 31st January and 19th February 2001 (Appendix IV);
(v) 7th February 2001 (Appendix V); and
(vi) 6th March 2001 (Appendix VI).
The Committee approved the establishment of a temporary post of Project Leader, graded AP4 (18,378 - 20,397), and a temporary post of Housing Officer, graded AP2 (14,484 - 15,717), in the Improvement Maintenance Unit, for a temporary period of 19 months.
The Committee noted that the temporary posts were required for a 19 month programme of concrete floor strengthening in the Watson Street and Wellgate developments and that the housing planning and maintenance budget in 2001/2002 and 2002/2003 would fund the costs of the posts of 63,941.
The Committee approved the establishment of an additional post of Social Worker in the Choice Project, graded SCP27-35 (18,378 - 23,430), increasing the total number of Social Worker posts in the Section to four.
The Committee noted that this post would replace a temporary post of Social Worker in the Section, which had demonstrated that the level of work justified an additional permanent post in this area.
IV EDUCATION DEPARTMENT
(a) BILINGUAL ASSISTANTS - INCREASE IN WORKING HOURS
Reference was made to the minute of meeting of this Committee of 6th December 1999, wherein it was agreed to change the conditions of the two Bilingual Assistants within the Bilingual Pupils Service from a 39 week year to a 52 week year.
This proposal was agreed following a service review and consultation with nurseries and schools, which identified a need for Bilingual Assistants to undertake:-
(i) ongoing home-school liaison outwith school hours and during holidays;
(ii) attendance at open nights and parents evenings;
(iii) work with outside organisations during holiday periods to aid in the creation of parents and children's groups; and
(iv) work with ethnic minority parents whose children have special education needs by providing an ongoing link during the holiday period
It was reported that operational experience had indicated that this service would be more effectively delivered by increasing the existing hours of the Bilingual Assistants.
The Committee agreed that working hours of the two Bilingual Assistants be increased from 30 hours to 36.25 hours per week, it being noted that the cost of increasing the hours of 6,000 may be met from the Education Revenue Budget provision for the Bilingual Support Service.
(b) APPLICATION FOR REGRADINGS - SENIOR SCHOOL TECHNICIANS AND SCHOOL TECHNICIANS
There was submitted Report No. 203-2001 by the Director of Personnel & Management Services relative to the above.
The Committee approved the recommendation in the Report that the grounds of the applications had not been substantiated and that the applications be refused.
