The minute of meeting of this Committee of 15th January 2001 was held as read.

I TENDERS RECEIVED

 

(a) MAGDALEN BOWLING GREEN PAVILION - DEMOLITION

 

The City Engineer submitted Report No. 118-2001 giving details of offers received to carry out the above works.

 

The Committee agreed to accept the lowest offer by Safedem Limited amounting to 2,222 to which required to be added allowances of 500 for contingencies and 1,300 for professional fees making a total expenditure of 4,100.

 

(b) PARKS AND CEMETERIES - ROAD AND FOOTPATH REPAIRS

 

It was reported that following the preparation of a report by the Finance Department Insurance Section and inspections carried out by Leisure & Parks Officers, urgent road and footpath repair works had been found necessary throughout various sites including Parks and Cemeteries within Dundee.

 

The Committee agreed to accept the offer of 10,631.25 from Tayside Contracts to which required to be added an allowance of 1,368.75 for professional fees making a total expenditure of 12,000.

 

II CITY OF DUNDEE SPORTS COUNCIL - GRANT AID

 

On a reference to Article II of the minute of meeting of this Committee of 16th December 1996 the Committee agreed that there be no transfer of funds from the Leisure & Parks Department to The City of Dundee Sports Council for the financial year and that the situation be further considered at a future meeting of this Committee.

 

On the recommendation of the Convener, the Committee further agreed that a sum of 3,000 be made available to Dundee City Sports Association for the Disabled to be used in arranging the Discovery Games which had proved a major success in the previous year.

 

III RIVERSIDE PARK AND CAIRD PARK - APPLICATIONS TO HOLD CARNIVALS

 

The Director of Leisure & Parks reported that he had received applications from John Evans to operate a carnival between 15th and 30th July 2001 and from Charles Horne for 31st July to 12th August 2001.

 

Due to the potential damage to grass pitches that might occur from two carnivals over a period of approximately one month the Director recommended that only one carnival be accepted.

 

The Committee agreed that it be remitted to the Director of Economic Development to invite offers from the two Operators for a maximum stay of 14 days during the period 1st June to 31st August 2001 on condition that such offers would have to comply with all the Council's conditions and the Operators would have to ensure that the appropriate licence had been granted by the Council's Licensing Committee. The offers would be reported to a future meeting of this Committee.

 

The Committee also remitted to the Director of Economic Development to negotiate a licence fee with Charles Horne for a Carnival at Caird Park from 10th to 20th May 2001 inclusive subject to the Council's normal conditions of let which included the closing down of the carnival operations each evening by 9.30 p.m.

 

IV CAMPERDOWN PARK - APPLICATIONS FOR USE

 

(a) DUNDEE MILITARY SHOW

 

It was reported that a request had been received from the Armed Forces Career Office to provide a military show at Camperdown Country Park on 1st July 2001.

 

The Committee approved the request and remitted to the Director of Economic Development to enter into a lease agreement for the event which would be subject to the necessary insurances being provided indemnifying the Council against damage to property, injury or loss of life etc. to members of the public in addition to any services being provided by the Department being paid for by the applicant. In addition an acceptable risk assessment would have to be forwarded to and approved by the relevant Council Officer prior to the event going ahead.

 

(b) THE COBWEBB FOUNDATION

 

It was reported that a request had been received from the charity, The Cobwebb Foundation, working for the benefit of the sick, disabled and underprivileged to hold a balloon launch and have a small stall on site on 15th April 2001.

 

The Committee approved the event subject to the Council's normal conditions with any services requested or damage caused being paid for by the charity with the provision that the balloons should be environmentally friendly and biodegradable.

 

V CAIRD PARK - APPLICATION FOR USE - MOSCOW STATE CIRCUS - 8TH - 12TH AUGUST 2001

 

The Committee granted the request for a Circus at Caird Park on the above dates and remitted to the Director of Economic Development to negotiate an appropriate lease with the Circus.

 

The Committee also noted that approval be based on strict adherence to the "no performing animals" policy and subject to the Council's conditions including insurance etc.

 

VI DUNDEE FLOWER SHOW 2001 - HIRE, ERECTION AND DISMANTLING OF MARQUEES, FRAME, TENTS,MOBILE BUILDINGS AND TOILETS

 

The Director of Leisure & Parks submitted Report No. 76-2001.

 

The Committee agreed to accept the lowest offers as undernoted:-

 

(a) BLACK & EDGINGTON, GREENOCK

 

Deliver, erect, dismantle and remove all aluminium framed tents for a total cost of 23,691.00.

 

(b) FIELD & LAWN MARQUEES, BROXBURN

 

Deliver, erect, dismantle and remove all traditional marquees for a total cost of 2,000.00.

 

(c) FIELD & LAWN MARQUEES, BROXBURN

 

Hire of tables and chairs including delivery and removal for a total cost of 1,200.00.

 

(d) WERNICK HIRE

 

Delivery and uplift of two jackleg offices and three mobile offices together with furniture for the total sum of 556.

 

(e) CASTLECROFT SECURITIES, PERTH

 

Delivery, uplift and servicing of mobile toilets for a total cost of 2,375.00.

 

VII GOLF MEMBERSHIP - GUEST CARD

 

The Director of Leisure & Parks submitted Report No. 119-2001 seeking approval for the introduction of a Guest Card Scheme as part of the Golf Membership on a trial basis whereby individuals purchasing the full membership would be allowed six discounted passes which could be used by a guest and would allow a reduced entry fee for a round of golf.

 

The Committee agreed that the Scheme be introduced on a trial basis for financial year 2001/2002 allowing a full senior membership six discounted passes which could be redeemed by their guests over the season allowing discounted entry, the guest being present with the member.

 

This reduction would result in a proposed fee of 7.00 for a resident and 9.00 for a non-resident for a single round of golf.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the public and press be excluded from the meeting for the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7(A) of the Act.

 

VIII 14.85 SQ. METRES SITE ADJACENT TO 13 KENNOWAY PLACE, BROUGHTY FERRY

 

It was reported that the owner of 13 Kennoway Place, Broughty Ferry wished to purchase an area of ground extending to 14.85 sq. metres or thereby lying adjacent to the property for use as garden/car parking.

 

As the Director of Leisure & Parks had no objection to the proposed disposal the Committee approved the request with the purchaser being responsible for the erection and maintenance of boundary enclosures and payment of the Council's legal fees and expenses.
