I HOUSING DEPARTMENT - ANTI-SOCIAL BEHAVIOUR TEAM

 

On a reference to Article III of the minute of meeting of the Housing Committee of 16th September, 2002, there was submitted Joint Report No. 641-2002 by the Directors of Housing and Personnel and Management Services reviewing the operations and staff requirements of the Anti-Social Behaviour Team.

 

The Committee approved the undernoted recommendations:-

 

(a)The redesignation of one temporary post of Senior Investigation Officer, AP3, to one post of Senior Investigation Officer, AP3

 

(b)The redesignation of one temporary post of Investigation Officer, AP2, to one post of Investigation Officer, AP2.

 

(c)The establishment of one additional post of Investigation Officer, AP2.

 

(d)The deletion of one post of Housing Officer, AP3, in the Housing Quality Unit.

 

(e)The deletion of one post of Clerical Officer, GS1/2 in the Finance and Administration Unit.

 

(f)The deletion of one post of Keyboard Operator, GS1/3 in the Finance and Administration Unit.

 

(g)That the posts referred to at (a), (b) and (c) above to be filled by advertising internally within the Housing Department and be restricted to applications from permanent employees, and temporary employees with more than one year's service; and

 

(h)That, if an employee is selected for interview for more than one post, every effort will be made to ensure that the employee only has to attend one interview.

 

II SOCIAL WORK DEPARTMENT - PRACTICAL SUPPORT SERVICES - PROVISION OF MEALS AT HOME ANDSHOPPING SERVICES

 

On a reference to Article III of the minute of meeting of the Social Work Committee of 16th September, 2002 there was submitted Joint Report No. 639-2002 by the Directors of Social Work and Personnel and Management Services, providing detailed financial and staffing requirements to implement the report referred to in Article VIII of the minute of the Policy and Resources Committee of 10th June, 2002 and Article VI of the minute of meeting of the Social Work Committee of 17th June, 2002 and advising the Committee of changes to the Home Care staffing establishment to facilitate the provision of delivery based services for meals and shopping, and to develop escorted shopping services for people unable to travel to shops on their own.

 

The Committee agreed to the establishment of the undernoted posts:-

 

(a) 565.2 Driver hours, MW3 (5.36 per hour)

 

(b) 547.2 Attendant hours, MW3 (5.36 per hour)

 

(c) a post of Home Care Organiser, AP3 (16,673-18,296)

 

(d) a post of Clerical Assistant, GS1/2 (9,680-12,899)

 

III HOUSING WITH CARE

 

On a reference to Articles II and IV of the minutes of meeting of the Housing and Social Work Committees of 16th September, 2002 there was submitted Joint Report No. 640-2002 by the Directors of Housing, Social Work and Personnel and Management Services advising of the further development of accommodation choices for older people who might otherwise require institutional forms of care.

 

The Committee agreed to:-

 

(a)establish a post of Social Care Organiser, Residential Grade SCP27-30, 18,878-20,897;

 

(b)establish 15, Social Care Worker posts, 30 hours per week, Residential Grade SCP16-23, 13,976-16,673; and

 

(c) establish 0.5 Clerical Assistant post, grade GS1/2, 9,680-12,899

 

IV ADDITIONAL FUNDING FOR MONEY ADVICE PROVISION

 

On a report to Article VI of the minute of meeting of the Social Work Committee of 16th September, 2002 there was submitted Joint Report No. 691-2002 by the Directors of Social Work and Personnel and Management Services outlining proposals for the use of funds allocated to Dundee City Council to provide additional money advice services.

 

The Committee approved the establishment of a post of Welfare Rights Officer (Money Advice) graded AP4 (18,878-20,897) for a period of two years.

 

V PPP PROJECT FOR SCHOOLS - MANAGEMENT STRUCTURE AND FUNDING DURING DEVELOPMENT PHASE

 

On a reference to Article II of the minute of meeting of the Policy and Resources Committee of 16th September, 2002 there was submitted Report No. 679-2002 by the Director of Finance advising of preparations for the establishment of the PPP for Schools Project Team, seeking to appoint the legal, financial and technical external consultants and identifying the funding necessary to take the Council's PPP for Schools Project forward to financial closure.

 

The Committee agreed to

 

(a)establish the Project Team management structure for the development of the PPP Project for Schools, as detailed in the report.

 

(b)establish the undernoted temporary posts for the period up to 31 July 2004;
