I FIREWORK DISPLAYS - 5TH NOVEMBER 2002

 

There was submitted Agenda Note AN223-2002 advising that it was intended to hold two firework displays this year, the venues being Lochee and Baxter Parks.

 

The Committee approved accordingly and agreed to accept an offer for the supply and delivery, setting off and associated training for the displays from the specialist supplier, Alan Hilary Events, Gateshead, amounting to 20,000.

 

II McMANUS GALLERIES - RESTORATION AND DEVELOPMENT

 

The Director of Leisure and Arts submitted Report No 675-2002 informing the Committee on the progress of the McManus Galleries restoration and development and requesting approval for the technical services work to be undertaken.

 

The Committee:-

 

(a)noted the progress with regard to McManus Galleries restoration and development;

 

(b)agreed to the undertaking of technical services by the Architectural Services Division of Dundee City Council to a value of 35,000;

 

(c)agreed to the purchase of the Hanwell Environment Monitoring System at a cost of 1,999; and

 

(d)agreed to remit to the Director of Leisure and Arts to carry out further investigation into design and display options available.

 

III ROYAL SCOTTISH NATIONAL ORCHESTRA

 

The Director of Leisure and Arts submitted Report No 517-2002 seeking approval to award a grant to the Royal Scottish National Orchestra towards the cost of concerts at the Caird Hall.

 

The Committee authorised a grant of 18,000.

 

IV LEISURE MEMBERSHIP AND LOYALTY SCHEMES

 

The Director of Leisure and Arts submitted Report No 674-2002 seeking approval for the Leisure Membership and Loyalty Schemes identified in the report of operation within the Leisure and Arts Department facilities and to remit to officers to monitor and further develop the implementation of the schemes in the future.

 

The Committee approved the introduction of the schemes identified in the report.

 

V MAJOR PROJECT GRANTS AND SMALL PROJECT GRANTS

 

The Director of Leisure and Arts submitted Report No 658-2002 seeking approval to award grants to a range of arts and heritage organisations.

 

The Committee authorised the payment of 650 for the grants detailed in the appendix to the report.

 

VI SHOE EXHIBITION, McMANUS GALLERIES

 

The Director of Leisure and Arts submitted Report No 680-2002 informing the Committee of the above exhibition from 4th October 2002 to 5th January 2003.

 

The Committee noted the report and the pre-exhibition audience development project and the evening opening on Thursday, 3rd October with a special community preview to be held on Friday, 25th October 2002 to celebrate St Crispins Day.

 

VII CAMPERDOWN PLAY COMPLEX REFURBISHMENT - PHASE 1 - TENDER REPORT AND PLAY AREA CONTRACTADMINISTRATION

 

On a reference to Article IV of the minute of meeting of this Committee of 17th June 2002 the Director of Leisure and Arts submitted Report No 593-2002 seeking approval for Dundee Contract Services to undertake the implementation of the Phase 1 Tender and for Architectural Services of the Support Services Department and the Landscape Design Team of the Leisure and Arts Department to provide contract administration technical services.

 

The Committee:-

 

(a)agreed to accept the offer from Dundee Contract Services amounting to 81,676.06;

 

(b)agreed to accept the offer from the Architectural Services of the Support Services Department to undertake the contract administration and quantity surveying services for the eight play area upgrades as well as the same services for Camperdown Play Complex Refurbishment Phase 1 for 12,400; and

 

(c)agreed to accept the offer from the Landscape Design Team of the Leisure and Arts Department for the planning supervisor services for the eight play area upgrades and Camperdown Play Complex Refurbishment Phase 1 for 1,250.

 

VIII TENDERS RECEIVED

 

The City Architectural Services Officer submitted Report No 646-2002 giving details of a negotiated offer with Dundee Contract Services to carry out the construction of the new Lemur Enclosure and electrical alterations at Camperdown Zoo for the sum of 14,607 to which required to be added an allowance of 2,462 for professional services, making a total of 17,069.

 

IX CAIRD HALL REFURBISHMENT - APPOINTMENT OF CONTRACTORS

 

Reference was made to Article I of the minute of meeting of the Arts and Heritage Committee of 18th March 2002 when approval to invite and accept tenders for seating and partnering contracts was given.

 

There was submitted Agenda Note AN224-2002 advising that an offer had been accepted for seating from Audience Systems Limited, Wiltshire, for 175,966 to which required to be added an allowance for professional services of 22,858, making a total expenditure of 198,824.

 

It was also reported that partnering procurement procedures had been implemented resulting in the selection of Hall and Tawse Limited, Dundee, who traded as Mansell to carry out mainly refurbishment works for the sum of 838,000 to which required to be added allowances of 108,856 for professional services, and 10,000 for public art, amounting to a total of 956,856.

 

The Committee noted that the two contracts accepted amounted to 1,023,966 with a total of 1,155,680 inclusive of fees and allowances.
