The minute of meeting of this Committee of 24th June 2002 was held as read.

I DISC - SUPPLY OF "ARTIFICIAL PITCH" SWEEPER

 

There was submitted Agenda Note AN169-2002 advising that a quotation of 7,185 had been received from specialist supplier Alpha Plus (Scotland) Limited for a high capacity ride-on sweeping machine which was gas powered.

 

The Committee agreed to accept the offer.

 

II CAIRD PARK - APPLICATION FOR USE

 

There was submitted Agenda Note AN170-2002 advising that the European Entertainment Corporation had requested permission to hold circuses at Caird Park as undernoted:-

 

Cottle and Austen's Circus - 19th to 24th August 2003; and

The Moscow State Circus - 10th to 15th August 2004.

 

The Committee agreed that permission be granted for the events subject to them meeting the Council's normal conditions particularly as they relate to the policy of "no animals" to be used in their performances and authorised the Director of Economic Development to negotiate an appropriate lease agreement.

 

III UNIVERSITY OF ABERTAY - ACCESS AGREEMENT TO LEISURE FACILITIES

 

Reference was made to Article VIII of the minute of meeting of the Leisure Services Committee of 20th August 2001 when the Committee approved an Access Scheme with Abertay University for students who were members of their Sport and Recreation Club.

 

There was submitted Agenda Note AN171-2002 advising that the agreement and partnership during 2001/02 had been successful for both the University and the Council.

 

The Committee agreed to note the continuous success of the Scheme and remitted to the Director of Leisure and Arts to enter into formal agreements for 2002 to 2003 curricular year on the basis of a 50,000 income, inclusive of VAT, and to renegotiate should the number of students fluctuate outwith the 800 to 1000 numbers.

 

Councillors Grant and Rolfe declared an interest in this item.

IV GOLF STUDENT MEMBERSHIP

 

The Director of Leisure and Arts submitted Report No 563-2002 recommending the introduction of a Student Golf Membership Card at Camperdown and Caird Park Golf Courses.

 

The Committee agreed to the introduction of the above card from September 2002.

 

V DUNDEE INDUSTRIAL HERITAGE - REVENUE SUPPORT 2002-2003

 

The Director of Leisure and Arts submitted Report No 600-2002 requesting the renewal of revenue funding to Dundee Industrial Heritage for the year 2002 to 2003.

 

The Committee approved the level of grant funding amounting to 27,000 as set our in the report.

 

VI USE OF DUDHOPE PARK

 

On a reference to the minute of meeting of the Recess Sub-Committee of 15th July 2002 the Director of Leisure and Arts submitted Report No 652-2002 updating the Committee on the outcome of the event held on 27th July 2002 by the Scottish Socialist Party at Dudhope Park and recommending any changes in the arrangements for such events in the future.

 

The Committee noted the contents of the report.

 

VII MAJOR PROJECT GRANTS AND SMALL PROJECT GRANTS

 

The Director of Leisure and Arts submitted Report No 577-2002 seeking approval to award grants to a range of arts and heritage organisations.

 

The Committee authorised the payment of 500 for the grants detailed in the appendix to the report.

 

VIII DUNDEE FESTIVAL OF DANCE 2002 - GRANT

 

The Director of Leisure and Arts submitted Report No 576-2002 seeking approval to award a grant to Dundee Dance Partnership towards the cost of programming Dundee Dance Festival 2002 to take place from Friday, 30th August to Saturday, 28th September 2002.

 

The Committee authorised the payment of 3,000 for the grants detailed in the appendix to report.

 

IX TENDERS RECEIVED

 

The City Architectural Services Officer submitted Report No 587-2002 giving details of offers received to carry out air conditioning to Activity Room 1 at the Douglas Sports Centre.

 

The Committee agreed to accept the most advantageous offer amounting to 9,753.46 to which required to be added an allowance of 1,645 for professional services, making a total expenditure of 11,398.46.

 

The Committee also noted that Taylor Mechanical Services Limited had listed the undernoted sub-contractors:-

X IMPACTING ON OUR COMMUNITIES - SADLS CONFERENCE - 4TH AND 5TH SEPTEMBER 2002 -DUNKELD

 

There was submitted an Agenda Note AN172-2002 intimating that an invitation had been received for delegates to attend the above Conference by the Scottish Association of Directors of Leisure Services.

 

The Committee authorised the attendance of the Convener, or his nominee, and one member of the Major Opposition Group.

 

XI outdoor access strategy, action plan and pilot project

 

On a reference to Article VII of the minute of meeting of the Leisure Services Committee of 19th November 2001 the Director of Leisure and Arts submitted Report No 629-2002 requesting approval for Dundee's draft Outdoor Access Strategy and Action Plan to go out to public consultation and for the commissioning of external consultants to undertake a pilot project on community involvement.

 

The Committee agreed that:-

 

(a)Dundee's draft Outdoor Access Strategy and Action Plan be circulated for public consultation; and

 

(b)Land Use Consultants undertake a pilot project as an extension to the contract for the Outdoor Access Strategy to a cost of 26,310.
