III DUNDEE CITY COUNCIL (NORTH BALMOSSIE STREET) (PROHIBITION OF DRIVING) ORDER 2000
Reference was made to Article X of the minute of meeting of this Committee of 28th February, 2000 which authorised the preparation of an Order to improve safety by preventing vehicular conflict situations in North Balmossie Street.
The Committee having noted that no objections had been received to the proposed Order, agreed that it be formally published.
IV DUNDEE CITY COUNCIL (STOPPING UP OF ROADS) (ARTILLERY LANE, DUNDEE) ORDER 2000
Reference was made to Article VIII of the minute of meeting of this Committee of 27th March, 2000 which authorised the above Order to stop up the section of road at Artillery Lane to allow for an extension to the Repertory Theatre.
The Committee having noted that no objections had been received, agreed that the Order be confirmed.
V DUNDEE CITY COUNCIL (BALGOWAN AVENUE, DUNDEE) (VARIATION OF CYCLE ROUTES) ORDER 2000
Reference was made to Article X of the minute of meeting of this Committee of 27th March, 2000 which authorised the preparation of an Order to improve the safety of the cycle route by taking the opportunity of being able to provide a wider facility on part of the north side.
The Committee having noted that no objections had been received, agreed that the Order be confirmed.
VI ELIZA STREET/MAINS LOAN DEVELOPMENT BRIEF
There was submitted Report No. 308-2000 by the Director of Planning and Transportation relative to the above.
The Committee approved the terms of the Eliza Street/Mains Loan Development Brief and remitted to the appropriate Officers to consult with the local community and interested parties and thereafter to report back to Committee on the outcome of these consultations.
VII KIRKTON AREA ENVIRONMENTAL IMPROVEMENTS 2000/2001
There was submitted Report No. 337-2000 by the Director of Planning and Transportation relative to the above.
The Committee approved the implementation of the projects and related fee expenditure at a cost of 170,555, which sum would be met from Scottish Enterprise Tayside (145,555), Scottish Homes (15,000) and ERDF (25,000), it being noted that the tender offers would be reported to Committee.
VIII VICTORIA STREET/ALBERT STREET - DEVELOPMENT BRIEF
There was submitted Report No. 339-2000 by the Director of Planning and Transportation relative to the above.
The Committee approved the terms of the Victoria Street/Albert Street Development Brief and remitted to the appropriate Officers to consult with the local community and interested parties and to report back to Committee.
IX FOREBANK ROAD - ONE-WAY TRAFFIC
There was submitted Report No. 342-2000 by the Director of Planning and Transportation relative to the above.
The Committee approved the preparation of a Traffic Regulation Order to introduce one-way traffic in the entire length of Forebank Road in a southerly direction.
X FACADE ENHANCEMENT GRANT SCHEME
There was submitted Report No. 351-2000 by the Director of Planning and Transportation relative to the above.

XI URBAN DESIGN STRATEGY FOR DUNDEE
There was submitted Report No. 354-2000 by the Director of Planning and Transportation relative to the above.
The Committee noted the positive feedback received from the consultees and the strong statements of support for the Strategy from the Royal Fine Art Commission and Dundee Civic Trust in particular and further noted that the significant issues raised by some of the responses would be fully considered by Officers in seeking to refine Urban Design Policy Guidelines.
XII LOCAL TRANSPORT STRATEGY
There was submitted Report No. 361-2000 by the Director of Planning and Transportation relative to the above.
The Committee endorsed the policy statements in the Draft Local Transportation Strategy for Dundee and approved its submission to the Scottish Executive in October 2000 and authorised the Director of Planning and Transportation to use the Local Transport Strategy as a basis for advancement of external funding bids and for consultation purposes with appropriate bodies.
XIII BROUGHTY FERRY STUDY
There was submitted Report No. 363-2000 by the Directors of Planning and Transportation and Economic Development relative to the above.
The Committee approved the additional areas of research outlined in the report and remitted to the Directors of Planning and Transportation and Economic Development to investigate the formation of a community focus group for the study area as part of the ongoing consultation/implementation process.
XIV MID CRAIGIE AND LINLATHEN INTEGRATED REGENERATION STRATEGY
There was submitted Report No. 367-2000 by the Director of Planning and Transportation relative to the above.
The Committee approved the recommendations in the report that:-
(a) environmental improvement projects be prepared within the vicinity of the Hub and Brooksbank centres at Pitkerro Road, Happyhillock Road, Pitkerro Road and Midmill Road, Longtown Road junction with Kingsway East, Afton Place, Kingsway East (Pitairlie Road to Pitkerro Road) and Rainbow House at Mauchline Road;
(b) tenders for the necessary works be invited; and
(c) expenditure of 10,000 from the Transportation budget be approved towards the cost of a light controlled pedestrian crossing at Happyhillock Road.
XV PUBLIC TRANSPORT CHALLENGE BID 2000 - NORTH WEST ARTERIAL ROUTE
There was submitted Report No. 414-2000 by the Director of Planning and Transportation relative to the above.
The Committee approved the recommendations in the report that a Public Transport Challenge Fund Bid be submitted in respect of the undernoted:-
(a) The realignment of Loons Road and Ancrum Road including traffic signal renewal at their junctions with Logie Street to enable all turning manoeuvres and priorities for buses particularly serving Ninewells Hospital and the Technology Park;
(b) Similar improvements on Lochee Road between Rankine Street and Polepark Road to introduce priorities for buses;
(c) Other complementary works on Lochee Road and at Tullideph Road to benefit public transport infrastructure and minor works such as revised road markings and signage to improve lane discipline to improve the passage of buses;
(d) To equip the buses in the operators' fleet on routes in this area with the technology to interact with the bus priority facility within the Urban Traffic Control system;
(e) To expand the real time information;
(f) To improve conditions for pedestrians and cyclists in all parts of the design and implementation; and
(g) To star the process of developing a Quality Partnership Scheme as proposed in the recent Transport (Scotland) Bill.
XVI PEDESTRIAN CROSSINGS ON COUPAR ANGUS ROAD AND LOCHEE HIGH STREET
There was submitted Report No. 380-2000 by the Director of Planning and Transportation relative to the above.
The Committee approved the recommendations in the report that:-
(a) traffic signals inclusive of a pedestrian crossing facility be installed across Coupar Angus Road at High Street and Liff Road;
(b) a bus only lane for right turns be introduced northbound from High Street, Lochee; and
(c) a zebra crossing be installed across High Street, Lochee to the south of Bright Street
it being noted that the cost of the works were estimated at 30,000 for the controlled crossing on Coupar Angus Road and 10,000 for the zebra crossing on High Street, Lochee, provision for which would be made within the Planning and Transportation Department's 2000/2001 Capital Estimates for Traffic Signals and Pedestrian Safety.
XVII SERVICE PERFORMANCE 1999/2000
The Committee noted the contents of Report No. 384-2000 by the Director of Planning and Transportation relative to the above.
XVIII PUBLIC ART PROJECT - PUBLIC ART FOR THE CITY CENTRE
It was reported that Dundee Partnership had been developing a proposal for the installation of life-size statues of Desperate Dan and Minnie the Minx to be located in the High Street and in order to forward this proposal an agreement regarding copyright and ownership responsibilities between Dundee City Council and D C Thomson's required to be entered into.
The Committee agreed that an appropriate agreement be entered into between D C Thomson's and the City Council to allow the statues to be installed within the High Street, the estimated cost of drawing up the agreement being 100, which sum would be funded from the Planning and Transportation Department's 2000/2001 Revenue Budget (Dundee Public Arts).
XIX TELECOMMUNICATIONS DEVELOPMENTS - REPRESENTATION ON WORKING PARTY
It was reported that a Working Party had been formed by the Scottish Executive to prepare Planning Policy Guidelines for local authorities with regard to telecommunications developments.
The Royal Town Planning Institute had nominated Iain Ross, Team Leader, Development Quality to be its representative on the Working Party which would involve attendance at a number of meetings in Edinburgh over approximately the next six months with attendance being at no cost to the Council.
The Committee agreed that Mr Ross be authorised to serve on the Working Party.
XX COAST PROTECTION ACT 1949 - EXCAVATI0N OF MATERIAL ON THE FORESHORE - STANNERGATE TOTHE DOUGLAS TERRACE
It was reported that an application be made by Catchment Tay Limited for a licence in terms of Section 80 of the Coast Protection Act 1949 to carry out excavation works in connection with the laying of a 900mm rising main and a 1,050mm gravity sewer on the foreshore between Stannergate and Douglas Terrace.
The Committee approved the application in terms of the Order subject to conditions to be imposed by the City Engineer.
The Committee further agreed that an application by Catchment Tay Limited for a licence in respect of the foreshore in front of Douglas Terrace be deferred.
XXI CAR PARKING ENFORCEMENT IN ANGUS
It was reported that Angus Council had requested that Officers of Dundee City Council enforce the parking conditions in their off street car parks throughout the Angus area as this authority had the hardware and software in place to administer the process.
The Committee remitted to the Directors of Support Services, Finance and Planning and Transportation to agree a service level agreement with Angus Council to enforce parking regulations in off street car parks in Angus.
XXII ROYAL TOWN PLANNING INSTITUTE NATIONAL AWARDS FOR PLANNING ACHIEVEMENT 2001
The Committee noted that the Planning and Transportation Department had put forward an entry for the above award on the same "Dundee City Centre - Planning for Enterprise".
XXIII TRAFFIC SIGNALS MAINTENANCE CONTRACT
Reference was made to Article XII of the minute of meeting of this Committee of 28th February 2000 which approved Report No. 66-2000 relative to the above.
It was reported that in preparing the tender document for this contract in conjunction with Angus and Perth & Kinross Councils it was agreed that the most appropriate tender procedure would be for the tenderers to return their bids for works for each of the authorities as one submission to Dundee City Council. Tenders would be opened by this authority, evaluated by all three Councils and the successful tender accepted by Dundee. A legal agreement between the authorities prior to acceptance of the tender under which each Council would undertake contractual responsibility for their area would be prepared.
The Committee approved the foregoing.
