III VICTORIA STREET/ALBERT STREET DEVELOPMENT BRIEF

 

Reference was made to Article VIII of the minute of meeting of this Committee of 26th June, 2000 where it was remitted to the Director of Planning and Transportation to consult with the local community and other interested parties to obtain their views on the above Development Brief.

 

The Committee having noted that the consultation had raised no objections to the Council's proposals approved the Victoria Street/Albert Street Development Brief as remitted to the Planning & Transportation Committee on 26th June, 2000.

 

The Committee further commended the Brief to the Development Quality Committee as a material consideration for development control purposes.

 

IV ELIZA STREET/MAINS LOAN DEVELOPMENT BRIEF

 

Reference was made to Article VI of the minute of meeting of this Committee of 26th June, 2000 wherein it was remitted to the Director of Planning & Transportation to consult with the local community and other interested parties to obtain their views on the above Development Brief.

 

The Committee, having noted that no objections had been raised to the Council's proposals approved the Eliza Street/Mains Loan Development Brief as submitted to the Planning & Transportation Committee on 26th June, 2000.

 

The Committee further commended the Brief to the Development Quality Committee as a material consideration for development control purposes.

 

V CASTLEHILL ENVIRONMENTAL IMPROVEMENTS

 

Reference was made to Article XV of the minute of meeting of this Committee of 27 September, 1999 which approved expenditure on Castlehill of 620,000 to be jointly funded by Scottish Enterprise Tayside (425,000 and Dundee City Council 195,000).

 

It was reported that due to additional works expenditure had increased by 82,655 due to various additional works, details of which were submitted to the Committee.

 

The Committee approved the additional expenditure of 62,655, it being noted this sum would be partly funded by Scottish Enterprise Tayside (25,000) and that the Dundee City Council contribution would be met from within the 2000/2001 Capital Budgets of the Planning & Transportation Department and the General Services Programme.

 

VI APPRAISAL OF URBAN NATURE CONSERVATION SUBJECT LOCAL PLAN 1985

 

Reference was made to Article X of the minute of meeting of this Committee of 30th August 1999 wherein it was remitted to appropriate officers to assess the performance and effectiveness of the Urban Nature Conservation Subject Local Plan since its adoption in June 1995 and to report back to this Committee in September 2000.

 

The Committee noted that as part of the appraisal process NAIAD Environmental Consultancy of Ladybank, Fife had been appointed to conduct a habitats and species survey and accordingly it was appropriate to await results of this survey and incorporate these in a Report to be submitted to the Committee later in the year.

 

The Committee noted accordingly.

 

VII REDEVELOPMENT OF SHOPPING PRECINCT - TURNBERRY AVENUE

 

It was reported that the redevelopment of the shopping precinct in Turnberry Avenue was a vital component in the plan to revitalise the Ardler area.

 

In this connection, the City Council had approved the making of a Compulsory Purchase Order covering the precinct and owner occupied flats above as a fallback position.

 

The Committee noted that objections which had been submitted to the Order had been withdrawn and the Council had received notification on 3rd August, 2000 that the Order had been confirmed and that the General Vesting Declaration was currently under preparation and expected to be finalised by 30th November, 2000.

 

VIII DUNDEE TECHNOLOGY PARK - REQUEST FOR ADDITIONAL BUS SERVICES

 

It was reported that requests had been received from a major existing employer for additional bus services in the evening to accommodate their shift patterns. It was further reported that no commercial solution had been found to meet this request and accordingly a de-minimis agreement had been entered into with Strathtay Scottish Omnibuses for a Monday to Friday service at times which were reported to the Committee.

 

The Committee approved accordingly, it being noted that the service would start on Monday, 16th October, 2000 at a cost of 35 per day, which sum would be contained within the Planning and Transportation revenue budget.

 

IX REVIEW AND UPDATE OF DEVELOPMENT BRIEFS

 

There was submitted Report No. 521-2000 by the Director of Planning & Transportation relative to the above.

 

The Committee noted the current status of the planning briefs detailed in the Report and agreed to withdraw the Briefs relating to Aberlady Crescent, Barns of Claverhouse Road, Baxter Park, Camperdown Road and Dalmahoy Drive.

 

X MENZIESHILL RESIDENTS' PARKING SCHEME

 

There was submitted Report No. 541-2000 by the Director of Planning & Transportation relative to the above.

 

The Committee approved the recommendation in the Report that the necessary Orders associated with the introduction of a controlled parking zone for residents be authorised on the terms detailed in the Report.

 

XI SAFER ROUTES TO SCHOOLS

 

There was submitted Report No. 544-2000 by the Director of Planning & Transportation relative to the above.

 

The Committee approved the recommendations in the report that:-

 

a.Engineering measures be implemented to assist in developing safer routes to school projects in respect of Morgan Academy, Rosebank Primary School, Clepington Primary School, Longhaugh Primary School and St Matthews and St Luke's Primary School;

 

b.One pair of fibre optic speed activated warning signs be purchased and these signs be rotated around four locations on main distributor roads outside school entrances, and

 

c.that a number of minor works such as school warning signs, flashing amber lights and kerb build-outs be implemented as finance allowed, It being noted that the Scottish Executive had made available the sum of 145,000 additional Capital Consent for the year 2000/01 for Safer Routes to School.

 

XII DOUGLAS TRAFFIC CALMING - TRAFFIC STUDY

 

There was submitted Report No. 547-2000 by the Director of Planning & Transportation relative to the above.

 

The Committee noted the findings of the traffic study and remitted to the Director of Planning & Transportation to monitor traffic volumes and speeds on Balbeggie Street and Balerno Street for one week per annum over the period 2001/2003.

 

XIII CITY CENTRE FACADE ENHANCEMENT GRANT SCHEME

 

There was submitted Report No. 548-2000 by the Director of Planning & Transportation relative to the above.

 

The Committee approved the undernoted grants:-

c. 39 Union Street 10,800

 

XIV NORTH EAST UNIT TRUNK ROAD CONTRACT

 

There was submitted Report No. 597-2000 enclosed by the Director of Planning & Transportation relative to the above.

 

The Committee approved the recommendations in the report that:-

 

a.a joint venture (NEUlink) be formed with the other local authorities within the North East Trunk Road Unit and with Mouchel Consultancy Limited, and to execute an appropriate Minute of Agreement to constitute the joint venture and regulate its operation;

 

b.the submission of a tender by NEUlink for the North East Trunk Road Unit to the Scottish Executive be authorised and

 

c.the Managing Director of Tayside Contracts be authorised to sign the tender on behalf of the local authority partners, it being noted that there were no direct costs associated with the Report's recommendations.

 

XV TRAFFIC SAFETY ISSUES - BALLINARD ROAD AND SURROUNDING AREA, BROUGHTY FERRY

 

The Committee having heard Councillor Scott relative to the above item agreed that it be remitted to the Director of Planning and Transportation to carry out a traffic study to determine the impact Claypotts Junction has had on residential streets in the surrounding area.
