I DEPARTMENT OF TRADE AND INDUSTRY - FUNDING BIDS
There was submitted Agenda Note AN127-2002 by the Director of Environmental and Consumer Protection about the Department's two successful bids for funding to the Department of Trade and Industry from their Modernisation Fund for Trading Standards 2002-03.
The first bid was for 7,500 to fund an investigation into the availability of prescription medicines through the internet. The main outcomes would be based around checking compliance with existing legislation, the availability of counterfeit medicines and medicines advertising. The Council's Trading Standards Service would be partnered by the Medicines Control Agency in undertaking this project.
The second bid for 10,000 was also granted and this would be used to fund help for businesses who would be setting up online to ensure they were aware of the applicable legislative requirements. Aberdeenshire Council would be the lead authority for this project, but the Council's Trading Standards service were participating locally through e-business events at the Small Business Gateway.
The Committee noted the two successful bids for funding and how the monies would be allocated.
II LEASE OF SHREDDING MACHINE
There was submitted Report No. 529-2002 by the Director of Environmental and Consumer Protection seeking authorisation to enter into leasing arrangements for one shredding machine for use at the Baldovie Waste Recycling Plant within ECPD.
The Committee agreed to accept an offer amounting to 78,404 for the supply of one shredding machine from Ulster Engineering Limited.
III LEASE OF WASTE MATERIAL HANDLER
There was submitted Report No. 528-2002 by the Director of Environmental and Consumer Protection seeking authorisation to enter into leasing arrangements for one waste material handler for use at the Baldovie Waste Recycling Plant within the Environmental and Consumer Protection Department.
The Committee agreed to accept an offer amounting to 105,000 for the supply of one waste material handler from Hydrex Equipment (UK) Limited.
IV PURCHASE OF PORTABLE FLAME IONISATION DETECTOR FOR THE MEASUREMENT OF VOLATILE ORGANICCOMPOUNDS IN ENVIRONMENTAL APPLICATIONS
There was submitted Report No. 527-2002 by the Director of Environmental and Consumer Protection seeking approval for the Environmental and Consumer Protection Department to purchase portable flame ionisation detection equipment.
The Committee agreed to accept an offer amounting to 7,365 for the purchase of portable flame ionisation detection equipment from ThermoONIX.
V THE INTRODUCTION OF A NATIONAL PERFORMANCE FRAMEWORK FOR TRADING STANDARDS SERVICE
There was submitted Report No. 214-2002 by the Director of Environmental and Consumer Protection on the introduction of the National Performance Framework for Trading Standards Services and the Trading Standards Service Delivery Plan for Dundee City Council.
The Committee
(i) noted the introduction of the National Framework; and
(ii) approved the Trading Standards Service Delivery Plan as detailed in the appendix to the Report.
The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the public be excluded for the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7(A) of the Act.
VI FOUNDRY LANE AND GELLATLY STREET
There was submitted Report No. 541-2002 by the Director of Environmental and Consumer Protection on the disposal of the Foundry Lane Depot and the development of a replacement depot at Gellatly Street.
The Committee approved the sale of the Environmental and Consumer Protection Depot in Foundry Lane and the carrying out of works at Gellatly Street on the terms detailed in the report.
