I APPLICATION FOR CONSTRUCTION CONSENT - NEW ROADS

 

The Committee approved the undernoted applications for construction consent subject to conditions which had been agreed with the Contractors:-

Furthermore, it was also agreed that on the satisfactory completion of these roads, and if requested by the applicants, they be entered on the List of Public Roads for the purposes of management and maintenance in terms of the Roads (Scotland) Act 1984.

 

II NON-STATUTORY PLANNING POLICIES IN RELATION TO TELECOMMUNICATIONS MASTS

 

On a reference to Article XII of the minute of meeting of this Committee of 26th March, 2001 there was submitted Report No.526-2001 by the Director of Planning and Transportation.

 

The Committee approved the undernoted recommendations:-

 

(i)adopted the revised non-statutory planning policies in relation to telecommunications masts and other apparatus as outlined in Appendix 2 to this report;

 

(ii)agreed to the publication of the policy document and make it available to Code System and other operators, their consultants, Community Councils and other consultees; to the issuing of a suitable explanatory leaflet; and to placing the policy documentation on the Council's website;

 

(iii)has regard to the non-statutory policy document as a material consideration in the determination of planning applications;

(iv)adopted the revised non-statutory planning policies as a basis for the definition of an appropriate policy approach in the review of the Dundee Local Plan;

 

(v)remitted the contents of this report and specifically recommendation (iii) to the Development Quality Committee at its meeting on 29th October, 2001.

 

In addition it was remitted to the Director of Planning & Transportation to write to the Scottish Executive and again raise the issue of health concerns.

 

III REVIEW AND UPDATE OF DEVELOPMENT BRIEFS

 

After considering Report No.528-2001 by the Director of Planning and Transportation, the Committee noted the current status of the planning briefs listed in the appendix to the report.

 

IV THE FUTURE FOR SCOTLAND'S WATERS - CONSULTATION DOCUMENT

 

There was submitted Report No. 532-2001 by the Director of Planning and Transportation regarding the Consultation Document issued by the Scottish Executive on The Future for Scotland's Waters.

 

The Committee approved the report and agreed that it be forwarded to the Scottish Executive as this Council's response to the Consultation Document.

 

V NORTH OF SCOTLAND WATER AUTHORITY INVESTMENT PLAN 2001/2202

 

There was submitted Report No.539-2001 by the Director of Planning and Transportation outlining details of the North of Scotland Water Authority's Investment Plan for the period 2001/2002.

 

The Committee noted the general terms of the North of Scotland Water Authority's Investment Plan and in particular the proposed investment in Dundee.

 

VI WEST MARKETGAIT/LONG WYND BRIEF - CONSULTANTS

 

On a reference to Article VI of the minute of meeting of this Committee of 25th June, 2001, there was submitted Report No.541-2001 by the Director of Planning and Transportation outlining the outcome of the consultation process in respect of the above brief.

 

The Committee approved the planning brief without amendments and agreed that it be remitted to the October meeting of the Development Quality Committee as a material consideration in the determination of any planning application.

 

VII ALBERT STREET/HILLTOWN AND CITY CENTRE FACADES ENHANCEMENT GRANT SCHEME

 

After considering Report No.544-2001 by the Director of Planning and Transportation the Committee awarded the undernoted grants:-

 

(i) 124-126 Albert Street 12,000

(ii) 140-152 Hilltown 1,805

 

VIII SWALLOW JUNCTION UNDERPASS IMPROVEMENTS

 

There was submitted Report No. 543-2001 by the Director of Planning and Transportation and Director of Leisure and Parks advising the Committee of the arrangements to progress improvements for pedestrians at the Swallow junction.

 

The Committee approved the proposals and joint working arrangements for improvement of the underpass and the financial arrangements required to construct a path at this location.

 

IX CYCLE PARKING PROVISION

 

There was submitted Report No.547-2001 by the Director of Planning and Transportation outlining a range of immediate opportunities and need for cycle parking facilities within the Dundee area.

 

The Committee approved the installation of cycle parking at the undernoted locations.

X BAXTER PARK/STOBSWELL AREA - CONSULTANT'S BRIEF

 

On a reference to Article XVIII of the minute of meeting of this Committee of 4th December, 2000 there was submitted Report No.464-2001 by the Director of Planning and Transportation seeking approval for a contribution to the advancement of a study looking at a key neighbourhood within the City.

 

The Committee approved the undernoted:-

 

(i)the City Council to contribute 5,000 to the advancement of the Partnership Brief as prepared;

 

(ii)the Director of Planning and Transportation to proceed to tender for the study and report back on tenders received;

 

(iii)the Director of Planning and Transportation to report back to the Committee once stage 1 of the proposed study was undertaken.

 

XI REVIEW OF STRATEGIC PLANNING - CONSULTATION PAPER FROM THE SCOTTISH EXECUTIVE

 

There was submitted Report No.562-2001 by the Director of Planning and Transportation regarding the Consultation Document issued by the Scottish Executive on the Review of Strategic Planning.

 

The Committee approved the report and agreed that it be forwarded to the Scottish Executive as this Council's response to the Consultation Document.

 

XII WINTER MAINTENANCE POLICY AND LEVEL OF SERVICE 2001/2002

 

There was submitted Report No.570-2001 by the Director of Planning and Transportation explaining the winter maintenance operations.

 

The Committee approved the policy and level of service for winter maintenance as outlined in the report.

 

XIII DUNDEE CENTRAL WATERFRONT

 

On a reference to Article VIII of the minute of meeting of this Committee of 26th February 2001 there was submitted Report No. 602-2001 by the Director of Planning & Transportation setting out the Development Masterplan for the Central Waterfront.

 

The Committee:-

 

(i)noted the results of the final consultation exercise on the Central Waterfront Project proposals and approved the finalised Development Masterplan.

 

(ii)referred the finalised Development Masterplan to the Development Quality Committee for information as a material consideration for future planning applications.

 

(iii)remitted to the Director of Planning & Transportation to liaise with Scottish Enterprise Tayside, the Tay Road Bridge Joint Board and other relevant Council Departments on the preparation of an Implementation Plan for the Central Waterfront proposals and report on this by April 2002.

 

(iv)remitted to the Director of Planning & Transportation to widely publicise the finalised Development Masterplan including making it available on the Council's website.

 

XIV KINGSWAY EAST EXTENSION TO ENVIRONMENTAL IMPROVEMENTS

 

Reference was made to Article XI(B) of the minute of meeting of the Housing Committee of 20th November 2000 wherein the City Engineers report on offers to carry out environmental improvement works to front and rear garden spaces within street frontages conforming to the Dundee Ambassador Route Design Guide and expenditure were approved.

 

It was reported that approval was now sought to accept a negotiated offer of 94,039.98 from T & N Gilmartin (Contractors) Ltd to carry out a continuation of the street frontage works conforming to the Dundee Ambassador Route Design Guide, from the southern boundary of the site to the northern boundary of the Milton of Craigie Retail Park, together with allowances of 13,823.13 for professional fees including Planning Supervisor duties, and 2,136.89 for contingencies, giving an overall expenditure of 110,000.00.

 

In addition, it was noted that parts of the scheme were on verges of the A90 trunk road, and subject of negotiation with BEAR, the trunk road operator, regarding the maintenance of the proposed works.

 

The Committee approved accordingly,

 

XV 21 - 25 UNION STREET - COMPULSORY PURCHASE ORDER

 

Reference was made to Article IV of the minute of meting of this Committee of 25th June 2001, wherein it was agreed to dispose of four flats, which were to be acquired under the above order to Dundee (Blinshall Street) Property Company Limited/Hillcrest Housing Association.

 

It was reported that the principals of the aforementioned limited company, had set up a new company SL Development Limited, specifically to redevelop 21 - 25 Union Street and therefore it was recommended the flats be disposed, after acquisition to SL Development Limited.

 

The Committee approved accordingly.

 

XVI SOCIAL INCLUSION PARTNERSHIP - SOCIAL SURVEY

 

Reference was made to Article IX of the minute of meeting of this Committee of 22nd January, 2001 wherein the Committee was informed that the Social Inclusions Partnership Socio-economic survey undertaken in 1995 and prepared on behalf of the Dundee Partnership was scheduled to be repeated in 2001.

 

It was reported that TL Dempster Strategy and Research had been appointed to carry out the Social Inclusion Partnership Social Survey 2001 and that the contractor was in consultation with the Social Survey Working Group devising a draft questionnaire and that the fieldwork would be carried out during the period October/November with final results being made available in February 2002.

 

The Committee noted accordingly.

XVII PUBLIC ART PROPOSALS FOR RIVERSIDE ESPLANADE, THE EAST DOCK STREET RETAIL DEVELOPMENT PROPOSAL AND A PUBLICATION FOR PUBLIC ART IN DUNDEE

 

It was reported that three new public art based projects were requiring financial assistance to investigate their potential, to provide ideas and proposals for their development and to research potential funding.

 

The Committee agreed to allocate 3,000 to cover the cost of the projects.

 

XVIII PERTH ROAD

 

Reference was made to Article XVIII of the minute of meeting of this Committee of 4th June, 2001 wherein the Director of Planning and Transportation was remitted to bring to this Committee a report on traffic management issues and proposals for the Perth Road area between the Sinderins and Marketgait.

 

It was reported that since this request the Perth Road had been subject of various road closures to accommodate a manhole replacement programme being carried out by the North of Scotland Water Authority.

 

These orders and works had given rise to much public debate and meetings and valuable input from residents, retailers and West End Community Council.

 

As a direct result of these discussions, the Community Council had prepared a questionnaire on traffic and parking issues and, given the wide level of this consultation, it was suggested that it would be beneficial to await the outcomes and incorporate the findings of the questionnaire into the Perth Road Study. Indeed, this could be seen as a platform to take forward plans that had been endorsed by the local community into traffic management issues. The questionnaire would be returned to the Community Council by the end of September and giving time for analysis and a further public meeting to discuss the findings it was envisaged that an outline report could be brought to this Committee in January 2002.

 

The Committee approved accordingly.

 

XIX DUNDEE CITY COUNCIL (OFF-STREET CAR PARKS) (ABERCRAIG CAR PARK) (VARIATION) ORDER 2001

 

Reference was made to Article XIV of the minute of meeting of this Committee of 25th June, 2001 wherein it was agreed to authorise the preparation of an Order to include Abercraig Car Park, which was situated adjacent to Riverside Drive between Discovery Point Visitor Centre and Discovery Quay Restaurant and Hotel in the Off Street Car Parks Order for the purpose of control and charging.

 

It was reported that the proposed Order was duly drafted and during the statutory consultation period no adverse comments were received.

 

The Committee authorised publication of the Order as drafted.

 

XX DUNDEE CITY COUNCIL (CARBERRY CRESCENT, DUNDEE) (STOPPING-UP) ORDER 2001

 

Reference was made to Article XI of the minute of meeting of this Committee of 25th June 2001 wherein it was agreed to stop up the sections of roads and footpaths at Carberry Crescent to allow for a new housing development following the demolition of old housing stock.

 

It was reported that the Order was duly prepared and advertised in the Dundee Courier and Advertiser and The Edinburgh Gazette, and the relevant statutory undertakers were consulted and no objections were received.

The Committee agreed to authorise the confirmation of the Stopping Up Order, and to authorise formal publication of the confirmation, after which the Order would become operative.

 

XXI TENDERS RECEIVED BY CITY ENGINEER - CITY CENTRE SIGNAGE WORKS

 

After considering Report No. 629-2001 by the City Engineer detailing offers for this work the Committee agreed to accept the lowest offer received being that from H B Sign Company amounting to 102,266.89 together with the undernoted allowances:-
