The minute of meeting of this Committee of 26th February, 2001 was held as read.

I NON-DOMESTIC RATES

 

The Convener referred to discussions he had had with the Chamber of Commerce at which concerns had been raised on the disparity between Town Centre and Out of Town non-domestic rates.

 

The Committee agreed that the Convener research this matter further with the aid of the Director of Finance and the Assessor.

III DUNDEE CITY COUNCIL (CITY QUAY DEVELOPMENT) (ONE-WAY TRAFFIC) ORDER 2001

 

Reference was made to Article V of the minute of meeting of this Committee of 14th July, 2000 instructing and authorising the preparation of an Order to formalise the existing entry and egress arrangements into the City Quay Development.

 

The Committee having noted that no objections had been received during the advertising period, agreed that the Order be published.

 

IV DUNDEE CITY COUNCIL (CITY QUAY DEVELOPMENT) (20 MPH SPEED LIMIT) ORDER 2001

 

Reference was made Article V of the minute of meeting of this Committee of 14th July, 2000 which instructed and authorised the preparation of an Order to improve safety by limiting speed to 20 mph in conjunction with traffic calming measures in an area where it was difficult to physically protect vehicles adjacent to the dock.

 

The Committee, having noted that during the consultation period, one objection had been received which was later withdrawn, agreed that the Order be published.

 

V DUNDEE CITY COUNCIL (FOREBANK ROAD, DUNDEE) (ONE-WAY TRAFFIC) ORDER 2001

 

Reference was made to Article IX of the minute of meeting of this Committee of 26th June, 2000 instructing and authorising the preparation of an Order to improve safety by removing vehicular conflict situations from this narrow street.

 

The Committee, having noted that during the consultation period no adverse comments had been received, agreed that the Order be made.

 

VI BROUGHTY FERRY STUDY

 

Reference was made to the minute of meeting of this Committee of 4th December, 2000 wherein approving Report No. 630-2000 it was agreed to take a range of Traffic Orders to the public consultation stage.

 

The confirmed that in addition to the recommendations in the report it was the intention to include the removal of all traffic except servicing and buses from Brook Street, between Gray Street and Fort Street.

 

VII TRAFFIC MANAGEMENT - NORTH EAST CORRIDOR

 

There was submitted Report No. 175-2001 by the Director of Planning and Transportation relative to the above.

 

The Committee authorised the preparation of the Traffic Regulation Orders necessary to create further restrictions to cross city traffic movement in order to improve the environment for walking, cycling and operating conditions for public transport. It was noted that the proposals were complimentary to the new road under construction at Middle Street and would encourage car drivers to use the inner ring road in preference to city centre streets.

 

VIII ROAD MAINTENANCE ANNUAL TENDERS FROM 1ST APRIL 2001 TO 31ST MARCH, 2002

 

There was submitted Report No. 68-2001 by the Director of Planning and Transportation relative to the above.

 

The Committee approved the acceptance of the road maintenance annual tenders for the period of 1st April, 2001 to 31st March, 2002 as submitted by contractors from the Road Maintenance Annual Contracts Section of Dundee City Council's current select tender list of contractors building and engineering works as detailed in Appendix 1 to the report.

 

IX REVIEW OF THE DUNDEE LOCAL PLAN

 

There was submitted Report No. 136-2001 by the Director of Planning and Transportation relative to the above.

 

The Committee approved the recommendations in the report that:-

 

(a)The review of the Dundee Local Plan 1998 be commenced and it be remitted to the Director of Planning and Transportation to publish the statutory notice of intention to start preparation of a replacement Local Plan during April 2001.

 

(b)The proposed timescale for the preparation of the draft Local Plan be endorsed.

 

(c)The decision to incorporate the review of the Urban Nature Conservation Subject Local Plan into the Wider Local Plan Review be noted and

 

(d)The proposed arrangements as outlined in paragraphs 6.8 to 6.10 of the report for the involvement of stakeholders in the preparation of the Local Plan Review be approved.

 

X DESIGNATION OF OVERGATE CENTRE AS AN AREA OF SPECIAL CONTROL UNDER THE TOWN AND COUNTRY PLANNING (CONTROL OF ADVERTISEMENTS) (SCOTLAND) REGULATIONS 1984

 

There was submitted Report No. 145-2001 by the Director of Planning and Transportation relative to the above.

 

The Committee endorsed the designation of the Overgate Centre as an area of special advertisement control for the area identified on the plan attached to the report and authorised the Directors of Support Services and Planning and Transportation to undertake the necessary procedures to designate the proposed area of special control.

 

XI FACADE ENHANCEMENT GRANT SCHEME

 

There was submitted Report No. 154-2001 by the Director of Planning and Transportation relative to the above.

XII DRAFT NON-STATUTORY PLANNING POLICIES IN RELATION TO TELECOMMUNICATIONS MASTS AND OTHER APPARATUS

 

There was submitted Report No. 149-2001 by the Director of Planning and Transportation relative to the above.

 

The Committee approved the recommendations of the report that:-

 

(a)The Council adopt draft non-statutory policy planning guidelines outlined in Appendix 1 to the report as a basis for consultation with Code System Operators, their consultants, business and environmental interest groups and community councils and the general public.

 

(b)The results of the consultation exercise referred to above be reported to a future meeting of the Committee and thereafter guidelines be drafted and made available to Code System and other operators and their consultants, community councils and other relevant groups and that a suitable explanatory leaflet be issued and the guideline documents be made available in the Council's website.
