The minute of meeting of this Committee of 16th April, 2001 was held as read.

 

Unless marked thus * all items stand delegated.

 

I APPLICATIONS FOR USE

 

(a) CAMPERDOWN COUNTRY PARK

 

It was reported that a request had been received from the Tayside Branch of the British Red Cross to hold a Simulation Exercise Day on Saturday 26th May, 2001.

 

The Committee agreed to the application subject to the organisation meeting the normal conditions and general arrangements.

 

(b) MAGDALEN GREEN

 

It was reported that an application had been received to hold an Evangelistic Mission on Magdalen Green between 9th to 13th July, 2001 inclusive, the mission to be housed in a marquee and involving Churches and Christians from different denominations in the City.

 

The Committee agreed that permission be granted for the use of the area subject to the necessary insurances being provided indemnifying the Council against damage to property, injury or loss of life etc. to members of the public and in addition to meeting all other normal conditions required by the Council.

 

(c) DOWNFIELD PARK

 

It was reported that an application had been received from the Black Watch to site a static display on 24th May, 2001 involving a number of vehicles and a recruitment caravan.

 

The Committee agreed that permission be granted for the use of the area subject to the necessary insurances being provided indemnifying the Council against damage to property, injury or loss of life etc. to members of the public and in addition to meeting all other normal conditions required by the Council.

 

II RIVERSIDE DRIVE PITCHES - APPLICATION FOR USE FOR CARNIVAL

 

On a reference to Article III of the minute of meeting of this Committee of 19th February, 2001 the Director of Leisure and Parks submitted Report No. 257-2001 regarding previous offers for Carnivals at Riverside Park and seeking approval for acceptance of the offer from Hornes Pleasure Fairs.

The Committee

 

(a)Noted the background to the report and approved the offer from Hornes Pleasure Fairs Dunfermline to hold a carnival at Riverside Park from 31st July to 12th August, 2001 and

 

(b)Recommended that it be remitted to the Director of Economic Development to enter into a Lease Agreement with Hornes Pleasure Fairs.

 

II DOUGLAS AND LYNCH SPORTS CENTRES - REPLACEMENT FITNESS EQUIPMENT

 

The Director of Leisure and Parks submitted Report No. 283-2001 requesting approval to accept the offer from the specialist supplier for replacement fitness equipment at the Douglas and Lynch Sports Centres.

 

The Committee agreed to accept the offer from Power Sport International Ltd, Bridgend amounting to 94,837 as undernoted:-

 

Douglas Sports Centre - Resistant cardiovascular fitness and free weight equipment and satellite system - 53,925 including part exchange allowance.

 

Lynch Sports Centre - Resistant cardiovascular fitness equipment - 40,912.50 including part exchange allowance.

 

IV CYCLE MAP FOR DUNDEE

 

The Director of Leisure and Parks submitted Report No. 297-2001 requesting approval for the printing, distribution and sale of a map of Dundee showing the cycle routes developed to date.

 

The Committee agreed to the printing of 3,000 copies of the cycle map from Stirling Surveys of Stirling and the distribution for sale through approved outlets in Dundee.

 

V PATHS FOR ALL IMPLEMENTATION PROGRAMME 2001 - 2002

 

On a reference to Article I of the minute of meeting of this Committee of 20th September, 1999 the Director of Leisure and Parks submitted Report No. 296-2001 requesting approval for the proposed programme of works to implement the above initiative.

 

The Committee agreed

 

(a)The proposed programme for the Paths for All Initiative as itemised for 2001 to 2002 and

 

(b)The expenditure of 3,500 for the employment of Scottish Participatory Initiatives from Dunbar to undertake training and a pilot study on community consultation for the Paths for All Initiative.

 

VI ANIMAL EXCLUSION ZONE SIGNAGE TO BROUGHTY FERRY BEACH - TENDERS

 

On a reference to Article II of the minute of meeting of this Committee of 17th April, 2000 and Article I of the minute of meeting of the Environmental and Consumer Protection Committee of 17th April, 2000 the Director of Leisure and Parks submitted Report No. 304-2001 seeking approval for a contractor to supply and erect signage at Broughty Ferry Beach.

 

The Committee agreed to accept the lower offer by T.R.L. Sign Erectors, East Kilbride, amounting to 2,904.

VII RESTORATION OF CEMETERY HEADSTONES AND MONUMENTS

 

On a reference to Article III of the minute of meeting of this Committee of 21st February, 2000 the Director of Leisure and Parks submitted Report No. 43-2001 on offers received for the restoration of headstones and monuments in the Eastern Cemetery and Western Cemeteries.

 

The Committee agreed to accept the most advantageous tender from R.B.S Muir amounting to 22,080 to which required to be added contingencies of 7,920 making a total expenditure of 30,000.

 

The Committee also agreed to negotiations being undertaken with R.B.S. Muir for an additional 15,000 worth of work minus contingencies to be undertaken as part of this contract.

 

VIII DUNDEE CITY SPORTS ASSOCIATION FOR THE DISABLED

 

On a reference to Article III of the minute of meeting of this Committee of 16th April, 2001, the Committee noted that the above Association, after their Annual General Meeting, had now adopted the name of Dundee City Disability Sport.

 

IX TENDERS RECEIVED

 

The City Architectural Services Officer submitted Report No. 301-2001 giving details of an offer by Dundee Contract Services to carry out replacement of fresh air inlets at the Dundee International Sports Centre under the Schedule of Rates for the sum of 9,000 to which required to be added allowances of 1,350 for professional services, making a total expenditure of 10,350.

 

The Committee agreed to accept the offer.

 

X URBAN WOODLAND CONSULTANTS' SURVEY, DUNDEE 2000

 

The Committee noted for their interest Report No. 5-2001 by the Director of Planning and Transportation summarising the main findings of the Phase I Urban Woodland Survey and outlining the next stages involved in preparing an Urban Woodland Strategy for Dundee to assist the ongoing regeneration of the City.

 

XI PUBLIC CONSULTATION PHASE IN THE DEVELOPMENT OF A CULTURAL STRATEGY FOR DUNDEE

 

There was submitted Joint Report No. 280-2001 by the Director of Arts and Heritage and the Director of Leisure and Parks seeking approval to the circulation of the document "Dundee Cultural Strategy 2001 - 2006, Public Consultation".

 

The Committee noted the contents of the draft and proposals for public consultation and authorised the Director of Arts and Heritage and the Director of Leisure and Parks to proceed to finalise a Cultural Strategy for Dundee after appropriate consultation for submission to the Council.
