III TRAVEL CONCESSION SCHEME

 

It was reported that as part of the revenue budget review for 2000/01, the payments to bus operators in respect of the Travel Concession Scheme for children aged 14 to 16 years of age had been withdrawn it being noted that Dundee was one of the few Councils in Scotland still to administer a half fare concession for this age group. It was recognised that this decision would impact on the bus companies and indeed to childrens carers in as much that this action would result in a fares increase to children by as much as two thirds of the adult fare.

 

It was reported that following discussions with the bus companies however, a partnership had been formed with the children, the bus companies and the Council whereby the Council would issue a travel pass to children aged 14-16 years in return for an undertaking that they would respect other bus users around them and the vehicle in which they were travelling and in return the bus companies would continue to offer a half fare.

 

The Committee noted accordingly.

 

IV CLAYPOTTS AMBASSADOR ROUTE: ARBROATH ROAD, DUNDEE

 

Reference was made to the minute of meeting of this Committee of 17th December, 1998 wherein approval was given to a contribution of 100,000 towards a total Dundee Partnership Budget of 330,000 for the enhancement of the Claypotts Ambassador Route.

 

It was reported that an underspend in the SET allowance for Riverside Esplanade had allowed works to be undertaken on the Claypotts route beyond that programmed originally. In addition, further costs had been incurred as a result of high levels of vandalism, replacement trees of a sturdier girth had been planted and polycarbonate veneers had been fixed to the new parks signs.

 

The Committee approved additional expenditure in respect of the foregoing works of 14,250 to which would be added a contribution from SET of 36,000 to meet the overall additional spend of 50,250.

 

V EUROPEAN HERITAGE DAYS - DOORS OPEN DAY EVENT - 23RD AND 24TH SEPTEMBER, 2000

 

The Committee approved the expenditure of 3,000 associated with the organisation of Doors Open Day, which sum would be met from the departmental revenue budget, the purpose of which was to allow members of the public to visit buildings they would not normally see, which have interiors of architectural, educational or technological interest.

 

VI COUNCILLOR INVOLVEMENT IN DEVELOPMENT PLAN PROCESS FOR CALENDER YEARS 2000/2001

 

There was submitted Report No.86-2000 by the Director of Planning and Transportation relative to the above.

 

The Committee agreed to develop a proposal on a formal basis for a Working Group as outlined in the report with a remit and membership structure as detailed, and endorsed the remit and timetable for such a Working Group as outlined in the report.

 

VII CITY CENTRE FACADES ENHANCEMENT GRANT SCHEME - ANNUAL UPDATE AND STRATEGY RECOMMENDED FOR FINANCIAL YEAR 2000/2001 AND EXTENSION OF SCHEME INTO ALBERT

 

There was submitted Report No.128-2000 by the Director of Planning and Transportation relative to the above.

 

The Committee noted the progress being made by the City Centre Facades Enhancement Grant Scheme and agreed to a strategy which continued to target Union Street, Reform Street, Castle Street, Commercial Street, Peter Street, Nethergate and Cowgate for 2000/2001 and further to initiate a Fagade Enhancement Grant Scheme with the Albert Street and Hilltown area.

 

VIII ARDLER REDEVELOPMENT - STOPPING-UP

 

There was submitted Report No.200-2000 by the Director of Planning and Transportation relative to the preparation of Stopping-Up Order for the roads and footpaths in the Ardler area which were affected by the redevelopment of the estate.

 

The Committee approved the recommendation in the report that Orders be prepared to stop-up lengths of road and footpaths affected by the redevelopment of Ardler Housing Estate using the powers under the Town and Country Planning (Scotland) Act 1997 and to delete them from the list of public roads where applicable.

 

IX STREET EVENT - DUNDEE CITY CENTRE - REQUEST TO CLOSE VARIOUS CITY CENTRE STREETS

 

The Committee approved report No.202-2000 by the Director of Planning and Transportation seeking authority to close various streets in the central area in conjunction with a charity fun/running event in the City Square and various City Centre streets on Sunday 30th April, 2000.

 

X FIFE STRUCTURE PLAN - CONSULTATIVE DRAFT

 

There was submitted Report No.228-2000 by the Director of Planning and Transportation relative to the above.

 

The Committee approved the recommendations in the report that:-

 

(a)it be remitted to the Director of Planning and Transportation to submit comments to Fife Council generally welcoming the contents of the Structure Plan insofar as they were of strategic relevance to Dundee City Council; and

 

(b)agreed to support in principle the Structure Plan proposals to identify land for the development of a new rail station at Wormit and establishment of a park and ride facility at the Tay Bridgehead.

 

XI AMBASSADOR ROUTES STRATEGY - 2000/2001

 

There was submitted Report No.236-2000 by the Director of Planning and Transportation outlining the Ambassador Routes Strategy for 2000/2001.

XII DRUMLANRIG DRIVE TO LONGCROFT ROAD FOOTPATH - STOPPING UP

 

There was submitted Report No.244-2000 by the Director of Planning and Transportation relative to the necessity to stop-up the Drumlanrig Drive to Longcroft Road footpath.

 

The Committee approved the preparation of a Stopping-Up Order under the powers of the Town and Country Planning (Scotland) Act 1997 to stop-up the entire length of the Drumlanrig Drive - Longcroft Road footpath to allow for the redevelopment of a derelict site.

 

XIII PROPOSED LOCAL NATURE RESERVE DESIGNATIONS AT SHIELL STREET

 

There was submitted Report No.235-2000 by the Directors of Planning and Transportation and Leisure and Parks relative to the above.

 

The Committee approved the recommendations in the report so far as its interests were concerned.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act, 1973, that the public be excluded from the meeting for the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7A of the Act.

XIV LAND AT PERTH ROAD ADJACENT TO 58 MENZIESHILL ROAD

 

The Committee agreed to sell 71 sq.m. of ground to the south of 58 Menzieshill Road, Dundee on terms and conditions reported by the Director of Economic Development.
