The free Dundee ECO Stars scheme is open to all operators of vans, trucks, buses and coaches regardless of fleet size who are:

based in the Dundee City Council area, or
-
based outside the Dundee City Council area but have vehicles that operate in the Council area on a regular basis.
Your fleet can:

be any size – from just 1 vehicle up to large fleets,
-
include all types of commercial vehicles – vans, LGV, buses and coaches,
-
be from any industry sector - own account, hire and reward, private and public sector, retail, road haulage, industrial, parcel and courier, community transport, bus and coach service to name but a few.
So in other words, if you are a commercial operator with a fleet of at least 1 vehicle in Dundee, or your vehicles regularly operate in Dundee, you are able to join the ECO Stars scheme in Dundee.
