Catering Enquiries

The Council encourages proposals for hot and cold food/drink developments to be located in permanent buildings within the city’s existing network of centres.  These are the City Centre; and the Albert Street, Broughty Ferry, Hilltown, Lochee and Perth Road District Centres.  Those areas are available to view on the Council's Local Development Plan Proposals Map.

You will likely require permission/consent from several different people and Council departments.  These are listed below.  Please note that It is your responsibility to obtain all necessary permissions/consents for your proposal.

Landowner
You will require permission from the landowner.  The Council is not able to assist in identifying a suitable site for you. 

It should be noted that the council does not currently have any pitches available for rent and is therefore not able to offer any Council-owned land for temporary catering vans.  However, if you propose to occupy a Council owned building,  details of property are available on the Commercial Property Search area of our website.  Please contact property@dundeecity.gov.uk for further information.

Licencing
With regards to licensing, an application for a street traders licence should be made by completing the online application, conditions etc can be found on the licensing area of this website or you can call the office on 01328 433444 for further information. 

Food Safety
Once you have sought approval from the landowner and you should then contact the council’s Food Safety and Health & Safety Team for advice about what facilities must legally be provided in a temporary/mobile food unit by emailing food.safety@dundeecity.gov.uk

Pollution Control
Lastly, it must be ensured that a statutory nuisance is not caused by noise either from fixed plant and equipment or from the use of generators.  Additionally, odour control is required in the form of suitable and effective ventilation systems with suitable discharge points and with the use of filtration systems, if necessary.  Advice may be obtained by emailing pollution.control@dundeecity.gov.uk.

Planning
Planning permission may also be required if you wish to change the use of any building or area of land, regardless of whether it is within an identified centre or not.  Please contact planning@dundeecity.gov.uk or 01382 433105 if you require advice on whether your proposal requires planning permission.

Where the proposal relates to temporary building(s) or catering van(s), planning permission may still be required to change the use of the land; unless the use of the site is only for a short period before moving to a different site (for instance, mobile ice cream vans).  Applications for planning permission will be determined on their own merits in accordance with the development plan and relevant material considerations.  However, you should be aware that, in order to protect the viability of Dundee’s existing network of centres and businesses within them, permission may not be granted.
