How Do I Apply for a Disabled Parking Bay?

What are the criteria?
In order to apply for a disabled parking bay, you must meet the following criteria:
- The applicant must be a Blue Badge holder.
- The applicant must not have access to private off-street parking facilities e.g. driveway, private garage.
- The vehicle for the use of the Blue Badge Holder must be registered at the same address as that of the Blue Badge holder. We will ask you to provide a copy of your V5 certificate
- If the application is being made on behalf of an organisation, the vehicle must be registered at the same address as the organisation and is used by, or on behalf of the organisation to carry disabled persons.
Once an application has been received a site visit will be made to determine a suitable location for a disabled parking place taking into account road safety issues, kerbside space availability and traffic management consideration within the area that could potentially affect the implementation of a disabled parking place. A maximum of 30% of the available kerbside space within the street can be allocated for disabled parking places.
Can I apply for a disabled parking space on the footway?
The parking space location assessment will consider all locations, this is normally restricted to the carriageway unless there is a Pavement Parking Exemption Order in force for the footway in question. More information on Exemption Orders can be found on the Pavement Parking page. There are a small number of disabled parking spaces currently on the footway, the majority of these will be covered by current proposed exemption orders. The remaining few will be moved to the carriageway the next time the bay is refreshed.
My road is maintained by my housing association or developer can I apply for a disabled bay?
Yes, you can apply but if the road is not adopted, the Council will have to ask the landowner for permission, and they can refuse. You can check if your road is adopted on our List of Public Roads map .
I have a Blue Badge but not a car. My son/daughter/friend however visits to take me to appointments, can I still request a bay outside my property for them to use?
The criteria states that a Disabled Parking Bay can only be installed if the vehicle is registered at the same address as that of the blue badge holder. So if the family member’s car is registered at their own address the criteria would not be met and therefore the application would be unsuccessful.
My Disabled Parking Bay lines are no longer very visible, can they be repainted?
Yes, a disabled bay refresh can be requested, please contact Customer Services.
I recently had a Disabled Parking Bay lined but haven’t had a pillar installed like my neighbours, will I get one?
Due to a change in legislation, Disabled Parking Bay Pillars are no longer required and therefore no longer installed. Existing pillars are not being removed unless the Disabled Parking Bay is being removed entirely, but no new pillars are being installed.
Someone has parked in my Disabled Parking Bay with a blue badge on display, can anything be done?
Unfortunately, there is nothing that the Council can do directly. A Blue Badge Holder can apply for a Disabled Parking Bay near their home, but this bay does not belong to them and anyone with a valid Blue Badge on display can use the space.
Someone is continually parking in my Disabled Parking Bay without a valid Blue Badge on display, what can I do?

I no longer need my bay, what do I do?
Please contact Customer Services and advise them you no longer need your bay and we will start the removal process.
My neighbour has moved house/passed away and they had a Disabled Parking Bay. Can this be removed to free up space on the street?
Yes. If you believe someone who was allocated a Disabled Parking Bay has since passed away or moved house, please contact Customer Services and we will investigate.

Yes, please use the Apply for a disabled parking bay form and we will investigate the current circumstances and assess your eligibility.
What is the Disabled Bay removal process?
A removal notice will be placed at the location for 2 weeks. The notice will advise that it is the Council’s intention to remove the disabled parking place unless there is an expression of interest from another blue badge holder to transfer the bay. If there is no expression of interest the bay will be burned off and pillar removed.
I have recently applied for a Disabled Parking Bay and had markings sprayed outside my property, when will it be fully lined?
Once a Disabled Parking Bay application has met all the necessary criteria and been approved, temporary markings are sprayed on site to mark the position of the bay. The provision of permanent markings may take several weeks, as the lining required is delivered in batches to provide best value for money.
I have had my application for a Disabled Bay refused what is the appeals procedure?
You can appeal. Please contact Customer Services, and ask for your application to be reviewed. A member of the Road Maintenance team will then review your application and inform you of the outcome. If you are still dissatisfied after your appeal, you can make a complaint to the Council, go to the Complaints to the Council page for full details on how to make a complaint online or contact Customer Services to assist.
