All Dundee City Council homes set to be assessed as part of major survey

Plans to survey 100% of the council’s housing stock will be considered by councillors.
A tender to survey 100% of the council’s 12,645 social housing properties and the external and internal structures (including common parts) is to go before the Neighbourhood, Housing and Communities Committee.
Councillors are being recommended to approve a £1,141,410.00 tender from Hardies for a period of 2 years with the option to utilise the extension options.
The survey will provide up-to-date Scottish Housing Quality Standards (SHQS) and Energy Performance Certificate (EPC) data, as well as capture major component data, including remaining lifespans.
The data gathered will help shape the council’s ability to plan for the future and target investment in housing stock where it will bring the greatest improvements for tenants.
Neighbourhood, Housing and Communities Depute Convener Lynne Short said: "This survey will give us an up-to-date assessment of the condition of all council properties.
"Having accurate information will enable us to make informed decisions on where investment will have the biggest impact for our tenants.
"We want to ensure that all council homes are safe, warm and fit for the future, and this survey will help us do that."
Eight tenders were returned in response to an open invitation through Public Contracts Scotland.
The Neighbourhood, Housing and Communities Committee will meet on Monday 26 October 2026.
