I ARTS AND HERITAGE SERVICE PLAN 1999/2002

 

The Director of Arts and Heritage submitted Report No. 365-2000 informing members of the Department's performance against current Performance Indicators and seeking permission to bring those Performance Indicators into line with the National Benchmarking Pilot for Performance Indicators, 2000/2001.

 

The Committee noted the Department's current performance against current Performance Indicators and approved the adoption of amended Performance Indicators in line with the National Benchmarking Pilot. The Committee also noted that any Statutory Performance Indicators required by the forthcoming National Cultural Strategy for Scotland would be considered to be incorporated at Appendix 2 of the report.

 

II DUNDEE INDUSTRIAL HERITAGE LIMITED - REVENUE GRANT 2000/2001

 

The Director of Arts and Heritage submitted Report No. 262-2000 requesting the renewal of revenue funding for Dundee Industrial Heritage Limited in 2000/2001.

 

The Committee approved a grant of 25,000 which would be contained within a funding agreement between Dundee City Council and Dundee Industrial Heritage Limited

 

III MILLENNIUM HANDBAG EXHIBITION

 

The Director of Arts and Heritage submitted Report No. 386-2000 informing the Committee of the Millennium Exhibition Handbag being held at the McManus Galleries from 15th July to 3rd September, 2000.

 

The Committee noted the report.

 

IV MEN AT WORK: "PHOTOGRAPHS BY JOE McKENZIE" - MILLENNIUM EXHIBITION

 

The Director of Arts and Heritage submitted Report No. 385-2000 informing the Committee of the above Millennium Exhibition with photographs by Joe McKenzie to be held at the McManus Galleries from 15th July to 3rd September, 2000.

 

The Committee noted the report.

V GRANTS TO NATIONAL ORGANISATIONS AND OTHER OUTSIDE BODIES AND INDIVIDUALS

 

The Director of Arts and Heritage submitted Report No. 364-2000 seeking approval to award grants to a range of Arts and Heritage organisations and individuals.

 

The Committee authorised payment of 950 for grants as detailed in the Appendix to the report.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the public and press be excluded from the meeting during discussion of the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part 1 of Schedule 7(A) of the Act.

 

VI ESTABLISHMENT OF DUNDEE CULTURAL QUARTER DEVELOPMENT COMPANY

 

The Director of Arts and Heritage submitted Report No. 243-2000 seeking members' agreement to the establishment of the Dundee Cultural Quarter Development Company whose purpose would be the management and development of cultural quarter initiatives and facilities which would enhance cultural provision in the City.

 

The Committee -

 

(a) Agreed to the establishment of Dundee Cultural Quarter Development Company, limited by guarantee.

 

(b) Remitted to the Director of Support Services to establish the company including framing the Companies Memorandum and Articles of Association, with authority to engage private solicitors for all or any part of the work, as appropriate.

 

(c) Remitted to the Chief Executive to enter into service level agreements with Dundee Cultural Quarter Development Company in respect of any services they might require from the Council.

 

(d) Remitted to the Director of Arts and Heritage to invite appropriate bodies and persons to become members and directors of the Cultural Quarter Development Company.

 

(e) Authorised the Director of Finance to pay an interest free loan as detailed to the Cultural Quarter Development Company as soon as the company had been properly constituted.

 

(f) Agreed that all projects which require support from the Council's loan would require to be approved in advance by the relevant Committee.
