I TAY WASTEWATER PROJECT - OPERATION AT DOUGLAS TERRACE, BROUGHTY FERRY
Reference was made to the minute of meeting of this Committee of 28th August 2000 wherein conditional consent was given to Catchment Tay Limited for the construction of below ground pumping main, pumping station, stormwater storage tank, etc at the above location, subject to the condition that no construction works would take place within the application site between the hours of 1900 hours and 0800 hours, Monday to Friday, and no construction would take place on any weekend unless with the prior written approval of the Council.
There was submitted a request from the contractors for a variation in the hours of operation beyond the weekday evening cut-off and into weekend working.
The Committee, having noted that requests for deputations to be heard relative to this matter had been withdrawn, agreed that the condition be varied as undernoted:-
Monday to Friday, 0800 to 1900 hours - all necessary activities associated with construction of the works;
Monday to Friday, 1900 to 2100 hours - limited quiet activities without the use of mechanical equipment (except for suitably silenced generators for the provision of power);
Saturday, 0800 to 1300 hours - limited construction activities including the placing of concrete (excluding installation of sheet piles, excavation and transport of excavated material); and
Saturday, 1300 to 1700 hours - limited quiet activities without the use of mechanical equipment (except for suitably silenced generators for the provision of power),
subject to the conditions that:-
(a) the extended hours of operation would be withdrawn should any breach of the hours or breach of the types of machinery used occur; and
(b) the Council would monitor the operation of extended hours and if, in the opinion of the Council, the operation was causing a detrimental effect upon the quality of the amenity enjoyed by the residents of the surround area, the extended hours would be withdrawn.
ROBIN PRESSWOOD, Convener.
