The minute of meeting of this Committee of 12th December, 2022 was held as read.
Unless marked thus * all items stand delegated.
Prior to the commencement of business, the Council observed a minute's silence as a mark of respect for the tens of thousands that had devastatingly lost their lives in the Turkish/Syrian earthquakes and for those affected by this disaster.
I DECLARATION OF INTEREST
There were no declarations of interest.
II PLANNING APPLICATIONS
(a) 22-00669-FULL - CHANGE OF USE TO HOLIDAY LET - 28 MARINE PARADE, DUNDEE - FOR MR GRANT HUGHES
The Committee acceded to a request for deputations to address the Committee relative to objections to the above application which was recommended for approval. After the deputations had stated their cases and answered questions from members of the Committee, they were thanked for their attendance and withdrew.
Thereafter, having considered objections received, the Convener, seconded by Councillor Flynn, moved approval of the application, subject to the conditions recommended by the Head of Planning and Economic Development.
As an amendment, Bailie Macpherson, seconded by Councillor Duncan, moved refusal of the application on the grounds that it is contrary to Tourism Policy 30e of National Planning Framework 4 in that the proposal would have an unacceptable impact on local amenity and the character of the neighbourhood and area and the loss of residential accommodation where such loss is not outweighed by demonstrable local economic benefits.
On a division, there voted for the motion - the Convener, Lord Provost Campbell, Bailies Sawers, Keenan, and Wright and Councillors Alexander, Flynn, Hunter, Lynn, Rome, Finnegan, McIrvine, Malone, Scullin and Coleman (15); and for the amendment - Depute Lord Provost Cordell, Bailies Roberts, Macpherson and Scott and Councillors Anderson, Smith, Cruickshank, McHugh, Shears, Crichton and Duncan (11) - whereupon the motion was carried and the application was approved.
(b) 22-00845-FULL - SECTION 42 APPLICATION TO VARY CONDITIONS 1, 16, AND 22 OF PLANNING PERMISSION 21-00338-FULL FOR A CHANGE OF USE AND ASSOCIATED ALTERATIONS TO PROVIDE 310 PURPOSE-BUILT STUDENT ROOMS - FORMER DUNDEE COLLEGE, 30 CONSTITUTION ROAD DUNDEE - FOR MR JESSE STOKES SCODD LTD
The Committee approved the application, subject to the conditions recommended by the Head of Planning and Economic Development.
