The Board, having heard from an agent on behalf of the applicant, a Licensing Standards Officer, the Chief Constables representative and the Boards Legal Adviser, agreed to approve the application, subject to the conditions that core hours shall commence at 9:00 am but only for activities relating to the Dundee Cooking Academy or other Cook School that may operate from the premises and not for the general public or in respect of the Howff Supper Club or other restaurant activities and that all amplified music and vocals should be inaudible in the nearest residential accommodation.

The Board, having heard from an agent on behalf of the applicant, a Licensing Standards Officer and the Boards Legal Adviser, agreed to approve the application, subject to the conditions that that all sales be online only.
II OCCASIONAL LICENCES
(i) GULISTAN HOUSE INDIAN RESTAURANT AND TAKEAWAY, QUEEN STREET, BROUGHTY FERRY
The Board, having heard from the Boards Legal Adviser, noted that these premises were now closed and agreed to take no further action.
III PREMISES LICENCE - REQUESTS FOR REVIEW
(i) DEXYS
The Board agreed to hold Premises Licence review hearings in respect of Dexys.
(ii) In accordance with Schedule 3, Paragraph 10 of the Licensing (Scotland) Act 2005, each Premises Licence holder must pay the annual fee by the 1st October each year. The Licensing Department by law, have to send a reminder letter out before the annual fee is due. This letter was sent out to the registered address of the premises or their legal agent during August, 2021. If people had failed to pay by the 1st October, 2021, then a second letter reminding them to pay immediately was sent out, a third letter was sent in November, 2021. During the month of November, 2021, LSOs contacted premises who had still failed to pay. The premises that have still not paid are listed below.
Normally LSOs would visit each of the premises or the registered address of the premises. However, due to Covid-19 restrictions LSOs were not permitted to do this and attempts were made to either speak with the licence holder or, if this failed, a voicemail was left with the telephone number the department has on record.
The Board agreed to hold Premises Licence Review Hearings in respect of the undernoted premises:-
(i) McAlpine Bar and Function Suite, 101 Camperdown Road
(ii) Shaheen Bangladeshi Restaurant, 89 Commercial Street
(iii) Shotz Dundee, 1 Douglas Street
(iv) The Dragon's Den, 21 Princes Street
(v) Westport Serviced Apartments, 138 West Marketgait
IV PERSONAL LICENCE - NOTIFICATION OF CONVICTIONS
The Board agreed to hold a Personal Licence Review Hearings in respect of Marc Adrian Jackson.
V PERSONAL LICENCE - REQUESTS FOR REVIEW
The Board agreed to hold Personal Licence Review Hearings in respect of Helen Moncrieff and Hannah Barclay.
