I DECLARATIONS OF INTEREST

 

Councillor Steven Rome declared a non-financial interest in Article V by virtue of being a Council representative on TACTRAN.

II SCOTTISH FIRE AND RESCUE QUARTERLY PERFORMANCE REPORT - 1ST JANUARY, 2021 TO 31ST MARCH,2021

 

There was submitted Report No 168-2021 by Area Commander Wood providing information for the Committee regarding the performance of the Scottish Fire and Rescue Service against the priorities, outcomes and performance indicators detailed within the Local Fire and Rescue Plan for Dundee 2020/2023, to facilitate local scrutiny.

 

The Committee agreed to note, scrutinise and question the content of the report.

 

III DUNDEE LOCAL POLICING AREA QUARTERLY POLICE REPORT 1ST JANUARY, 2021 TO 31ST MARCH, 2021

 

There was submitted Report No 169-2021 by Chief Superintendent Todd providing information for the Committee regarding the performance of Police Scotland against performance indicators that would facilitate local scrutiny.

 

The Committee agreed to note and scrutinise the operational report.

 

IV ANTI-SOCIAL BEHAVIOUR - JANUARY-MARCH 2021

 

There was submitted Report No 124-2021 by the Executive Director of Neighbourhood Services providing an overview on the reporting figures to the Neighbourhood Services - Anti-Social Behaviour (ASB) Team for the period 1st January to 31st March, 2021.

 

The Committee agreed to note the content of the report.

 

V LOW EMISSION ZONE - PROPOSED OPTION FOR STATUTORY CONSULTATION

 

There was submitted Report No 164-2021 by the Executive Director of Neighbourhood Services advising the Committee of the preferred option for a Dundee Low Emission Zone (LEZ) Scheme, and seeking approval to carry out consultation, in line with the Transport (Scotland) Act 2019, the Low Emission Zones (Scotland) Regulations 2021, and the Low Emission Zones (Emission Standards, Exemptions and Enforcement) (Scotland) Regulations 2021.

 

The Committee agreed to approve the report and remitted the Executive Directors of Neighbourhood Services and City Development to carry out the statutory consultation, in line with the requirements of and with the Transport (Scotland) Act 2019, Low Emission Zones (Scotland) Regulations 2021, and the Low Emission Zones (Emission Standards, Exemptions and Enforcement) (Scotland) Regulations 2021.

 

VI AIR QUALITY UPDATE

 

There was submitted Report No 165-2021 by the Executive Director of Neighbourhood Services providing a summary of the results of the most recent full years (2020) air quality monitoring data and providing an update on the measures linked to the Councils Air Quality Action Plan.

 

The Committee noted the content of the report and agreed to:-

 

(i) remit the Executive Director of Neighbourhood Services to continue to take forward the Councils Air Quality Action Plan (AQAP) measures during 2021, and commence a review of these actions for an updated AQAP; and

 

(ii) submit the 2021 Air Quality Annual Progress Report to the Scottish Government and the Scottish Environmental Protection Agency.

 

VII USE OF REGULATION OF INVESTIGATORY POWERS (SCOTLAND) ACT 2000 AND REGULATION OF INVESTIGATORY POWERS ACT 2000

 

There was submitted Report No 136-2021 by the Executive Director of Corporate Services advising the Committee of the use made by the Council of the powers under the Regulation of Investigatory Powers (Scotland) Act 2000 and the Regulation of Investigatory Powers Act 2000 from 1st April, 2019 to 31st March, 2021.

 

The Committee noted the use which the Council had made of powers contained in the Regulation of Investigatory Powers (Scotland) Act 2000 and in related powers contained in the Regulation of Investigatory Powers Act 2000 between 1st April, 2019 to 31st March, 2021.

 

The Committee also approved the Council's continued proportionate use of the powers, where necessary, in the areas of crime prevention and detection or preventing disorder, in the interests of public safety and for the purpose of protecting public health. In particular, the Committee agreed to approve the continuation of the use of powers to prevent and detect anti-social behaviour.
