I DECLARATION OF INTEREST

II HOUSING (HRA) REVENUE BUDGET 2020/2023 AND REVIEW OF RENTS AND OTHER HOUSING CHARGES FOR 2020/2021
On a reference to Article II of the minute of meeting of the Neighbourhood Services Committee of 28th October, 2019, there was submitted Joint Report No 39-2020 by the Executive Director of Corporate Services and Executive Director of Neighbourhood Services advising members of the outcome of the rent consultation exercise in order to approve the Housing (HRA) Revenue Budget and rent and other housing charges for the financial year 2020/2021.
The Committee:-
(i) noted the outcome of the rent consultation exercise as detailed in Section 6 and Appendix 3 of the report;
(ii) approved the Housing (HRA) Revenue Budget for 2020/2021 as detailed in Appendix 1 of the report;
(iii) noted the Provisional Revenue Budgets for 2021/2022 and 2022/2023 as detailed in Appendix 1 of the report;
(iv) approved rents be increased by 3.00% equal to an average increase of 2.28 per week and subject to a maximum increase of 3.00 with effect from 6th April, 2020;
(v) approved that all other housing charges be set as outlined in Appendix 2 of the report with effect from 6th April, 2020;
(vi) agreed that the level of rents held on the Housing (HRA) Revenue Budget be similarly applied to miscellaneous houses ie the properties which were leased to the Richmond Fellowship, Dundee Health and Social Care Partnership and City Development, subject to categorisation where appropriate;
(vii) agreed that tenants allowances remained unchanged, with the exception of the decant allowances for tenants making their own arrangements for alternative accommodation, where the limit of three weeks could be extended in exceptional circumstances and where it was more economical than the alternatives; and
(viii) agreed that in future any changes to tenants allowances would be at the discretion of the Executive Director of Neighbourhood Services and Executive Director of Corporate Services.
III RISK MANAGEMENT UPDATE
On a reference to Article III of the minute of meeting of this Committee of 10th December, 2018, there was submitted Report No 29-2020 by the Executive Director of Corporate Services updating the Committee on progress achieved in implementing the Risk Management Improvement Plan (RMIP), the stage reached in development of service level risk registers, analysis of service level risk registers relative to the Councils Corporate Risk Register (CRR), the introduction of a Risk Management Procedural Guide, and ongoing risk management activity.
The Committee:-
(i) noted the content of the report and the progress made with the RMIP; and
(ii) remitted the report to the Scrutiny Committee for further consideration.
