At a MEETING of the DUNDEE LOCAL LICENSING FORUM held at Dundee on 23rd July, 2019.

II MINUTE OF MEETING OF DUNDEE LOCAL LICENSING FORUM OF 19TH MARCH, 2019
The minute of the above meeting was submitted and approved.
III ACTIONS
(i) RED/YELLOW CARD INITIATIVE UPDATE
As there was no update available the Chair suggested that this item be removed from future agendas.
IV MATTERS ARISING
(i) ASK FOR ANGELA UPDATE
The Chair reported that he had made initial contact with Hayley Crawford from Lincolinshire County Council. Hayley had suggested the following:-
- Appoint Champions in each bar to ensure staff are completing recording sheets and that the data is fed into Pubwatch;
- Do a promotional campaign engaging Pubwatch, local support services, Council and Police;
- Use a human interest story;
- Liaise with local Police regarding stats has there been an increase in reporting of sexual violence incidents?;
- Carry out a public survey do people feel safer?
Following discussion, it was agreed that the Chair would make contact with Police Scotland on behalf of the Forum asking for statistics etc.
(ii) DUNCAN SCHEME UPDATE
The Chair asked if licensed premises were still participating in the scheme. David reported that they were not but in Broughty Ferry, as a courtesy, neighbouring pubs were contacted to report any incidents.
It was agreed that the Chair would ask Police Scotland for an update before deciding if this item would be removed from the agenda.
(iii) TRAINING AND REFRESHER SCHEME UPDATE
A discussion took place about the refresher training and renewal scheme. It was acknowledged that there was still some confusion about these. It was, therefore, agreed that Simon would provide Forum members with a flowchart explaining the processes.
V NOTE FROM DISCUSSION HELD ON 18TH JUNE, 2019
The Chair reported that although the last meeting had not been quorate, a good discussion had taken place with those present.
VI DUNDEE LOCAL LICENSING FORUM OBJECTIVES FOR 2019
Following discussion about objectives, the following was agreed:-
- Dundee City Licensing Board Statement of Licensing Policy 2018-2022 all members would familiarise themselves with the Policy. A copy will be issued to members. Further consideration would be given to considering the Policies of other Licensing Boards across Scotland in the future.
- Training the Chair would pursue training for Forum members with Alcohol Focus Scotland. The Chair reported that Morag had offered to provide personal licence holder training to members of the Forum who would find it beneficial. The Chair would pursue this with Morag and interested members. Simon reported that Alcohol Focus Scotland had an on-line toolkit available for use by communities. - Overprovision Policy Simon would consider the best way to present the density map to Forum members.
- Establishment of a National Forum this would not be pursued meantime.
- Community Roadshows this would be raised at the joint meeting with the Licensing Board in September.
The Chair encouraged Forum members to put forward any further ideas.
VII JOINT MEETING WITH THE LICENSING BOARD
The Chair confirmed that the joint meeting with the Licensing Board would take place on Wednesday, 11th September, 2019 at 2.00 pm in Committee Room 1, 14 City Square, Dundee.
The Chair encouraged members to attend the joint meeting and reminded them that they could send a substitute if they could not attend.
The Chair would liaise with Councillor Hunter, Chair of the Licensing Board, regarding the agenda.
