I DECLARATIONS OF INTEREST

 

Lord Provost Borthwick and Councillor Dawson declared a non-financial interest in Article III by virtue of a family member being a serving Police Officer.

 

II SCOTTISH FIRE AND RESCUE QUARTERLY PERFORMANCE REPORT - 1ST JULY TO 30TH SEPTEMBER,2019

 

There was submitted Report No 391-2019 by Area Manager Pryde providing information for the Committee regarding the performance of the Scottish Fire and Rescue Service against the priorities, outcomes and performance indicators detailed within the Local Fire and Rescue Plan for Dundee 2017/2020, to facilitate local scrutiny.

 

The Committee agreed to note, scrutinise and question the content of the report.

 

III DUNDEE CITY POLICING AREA PERFORMANCE RESULTS - 1ST JULY TO 30TH SEPTEMBER, 2019

 

There was submitted Report No 392-2019 by Chief Superintendent Todd providing information for the Committee regarding the performance of Police Scotland against performance indicators that would facilitate local scrutiny.

 

The Committee agreed to note and scrutinise the operational report.

 

IV COMMUNITY CUSTODY UPDATE

 

There was submitted Agenda Note AN78-2019 whereby reference was made to Article II(ii) of the minute of meeting of the Planning Committee of 22nd October, 2018, whereby the Committee approved the application by the Scottish Prison Service (SPS) to build a Community Custody Unit (CCU) for 16 females in Dundee, on the site of the former Our Ladys Primary School in Coldside.

 

The Unit would build on the well-established approach to women delivered through the Justice Centre based at Friarfield. In anticipation of the opening of the new CCU, a Project Board had been established, chaired by the Executive Director, Neighbourhood Services.

 

The purpose of the Project Board was to provide an oversight of the planning arrangements between SPS and local agencies for the delivery of the health and social care services required by the women in the CCU. It would ensure stakeholder engagement was in place across wider partnerships including third sector, the local community and elected representatives. Members included elected members, the SPS and representatives from the third sector, Perth and Kinross Council, the Dundee Health and Social Care Partnership and NHS Tayside.

 

The Project Board had established three sub-groups on Health Needs, chaired by the Head of NHS Prisoner Healthcare; Social Needs Group, chaired by the Senior Manager Community Justice Service; and Communications, chaired by the SPS Head of Corporate Affairs. It was acknowledged that there were important points of overlap between the groups and a joint planning day was planned for Health and Social Needs Groups in November, 2019 to develop consistent approaches.

 

In respect of engaging with wider stakeholders, the Project Board was committed to keeping local communities involved. A meeting was being planned with the community before Christmas to show an electronic flythrough of how the CCU would look once it had been built and keep them abreast of developments. In addition, a community representative would be invited to join the Board.

 

The Project Board would continue once the unit was open and have a watching brief, influence changes and check that all was being delivered as expected. Further reports would be submitted as the development progressed.
