I DECLARATION OF INTEREST
The Executive Director of Neighbourhood Services declared a non-financial interest in relation to the item of business at Article III of this minute by virtue of a family member being in the employment of Hillcrest Housing Association.
II DUNDEE LOCAL HOUSING STRATEGY 2019/2024
There was submitted Report No 260-2019 by the Executive Director of Neighbourhood Services advising that the Local Housing Strategy 2019/2024 was the strategy for the provision of housing and associated services to meet the needs of the citizens within Dundee. The Strategy set out the Councils aims and objectives to address the housing issues which had been identified.
The Committee agreed to approve the Local Housing Strategy and noted that this would be submitted to the Scottish Government.
III STRATEGIC HOUSING INVESTMENT PLAN 2020/2025
There was submitted Report No 307-2019 by the Executive Director of Neighbourhood Services seeking approval of the Strategic Housing Investment Plan 2020/2025.
The Committee agreed to approve the content of the Strategic Housing Investment Plan 2020/2025.
IV SCOTTISH ENVIRONMENT PROTECTION AGENCY COMPLIANCE SCHEME ENVIRONMENTAL PERFORMANCE 2018
There was submitted Report No 326-2019 by the Executive Director of Neighbourhood Services providing an update on the Scottish Environment Protection Agency final assessment of environmental performance for 2018 for licensed waste management sites within Dundee.
The Committee agreed:-
(i) to note the content of the report; and
(ii) that the Executive Director of Neighbourhood Services continued to report back annually to the Committee with the ongoing progress and performance of the licensed waste management sites.
V PAS 100 COMPOST CERTIFICATION 2019
There was submitted Report No 321-2019 by the Executive Director of Neighbourhood Services providing an update on PAS 100 certification for the composting process carried out by Neighbourhood Services at Riverside.
The Committee agreed to note that Neighbourhood Services had recently achieved accreditation to the PAS 100 quality standard for the eleventh year in succession and that accreditation had been held since 2008.
VI ENVIRONMENTAL IMPROVEMENT PROGRAMME
Reference was made to Article V of the minute of meeting of the Policy and Resources Committee of 7th December, 2015, wherein it was agreed to introduce a programme of capital expenditure projects focussed on environmental improvement.
There was submitted Report No 323-2019 by the Executive Director of Neighbourhood Services seeking approval for further environmental improvements as part of the 2019/2020 programme.

The Committee agreed to accept the lowest offer from Caltech Lifts Ltd, Dundee in the sum of 149,525.00, together with allowances of 15,000.00, giving a total expenditure of 164,525.00.
(b) CRAIGIE STREET SHELTERED COMPLEX LIFT REPLACEMENT
The Committee agreed to accept the lowest offer from Caltech Lifts Ltd, Dundee in the sum of 167,916.00, together with allowances of 17,200.00, giving a total expenditure of 185,116.00.
