I DECLARATION OF INTEREST

 

There were no declarations of interest.

 

II EMPOWERING SCHOOLS A CONSULTATION ON THE PROVISIONS OF THE EDUCATION (SCOTLAND) BILL

 

There was submitted Report No 27-2018 by the Executive Director of Children and Families Service sharing with the Committee the response to the Scottish Government's future proposed amendments to the Education (Scotland) Bill as detailed in the consultation paper "Empowering Schools : A Consultation on the Provisions of the Education (Scotland) Bill."

 

The Convener, seconded by Councillor Smith, moved that the Committee:-

 

(i) agree the response to the consultation;

 

(ii) further instruct the Executive Director of Children and Families to incorporate appropriate comments from head teachers;

 

(iii) further instruct the Executive Director of Children and Families Service to provide a future report on the outcome of the consultation; and

 

(iv) further agreed to amend Section 18 of the consultation document to read: Dundee City Council would welcome the involvement of the proposed Educational Workforce Council of Scotland in any future review of areas such as conditions of service, contractual obligations and professional learning for teaching and support staff.

 

As an amendment, Mr Baxter, seconded by Mrs Leck, moved to defer the report.

 

On a division, there voted for the motion - the Convener, Lord Provost Borthwick, Depute Lord Provost Campbell, Bailies Roberts, Sawers, Scott and Macpherson, Councillors Alexander, Cordell, Dawson, Flynn, Hunter, Lynn, Rendall, Ross, Short, Smith, Hay, Philip Scott and Duncan (20); and for the amendment - Bailies Keenan and Wright, Councillors Cruickshank, Gordon, McCready, Malone, Marra and Richardson and Miss Mands, Mrs Leck and Mr Baxter (11) - whereupon the motion was declared carried.
