The minute of meeting of this Committee of 24th April, 2017 was held as read.
Unless marked thus * all items stand delegated.
The Convener and Committee paid tribute to Monsignor Ken McCaffrey who had stepped down as the Roman Catholic representative on the Committee and wished him well for the future.
I DECLARATION OF INTEREST
There were no declarations of interest.
II CHURCH AND TEACHER REPRESENTATION ON THE CHILDREN AND FAMILIES SERVICES COMMITTEE
There was submitted Agenda Note AN58-2017 where reference was made to Article V of the Statutory Meeting of the City Council held on 22nd May, 2017 where it was agreed that the current Church and Teacher representatives continue for a further period of six months to allow arrangements to be made for new representatives to be appointed to the Committee.
Nominations had been received on behalf of the Church of Scotland, the Roman Catholic Church and 3rd Religious Representative:
Miss Kathleen Mands (Church of Scotland)
Mrs Moira Leck (Roman Catholic Church)
Mr Bashir Chohan (Third Religious Representative)
All of the above had agreed to abide by the Code of Conduct in accordance with the Standard Commission's Guidance.
The Council approved the appointments.
III TAYSIDE PLAN FOR CHILDREN, YOUNG PEOPLE AND FAMILIES 2017-2020
There was submitted Report No 231-2017 by the Executive Director of Children and Families Service providing the Committee with an outline of the Tayside Plan for Children, Young People and Families 2017-2020.
The Committee agreed to:-
(i) note the content of the Tayside Plan for Children, Young People and Families 2017‑2020; and
(ii) instructed the Executive Director of the Children and Families Service to provide an update report in 12 months.
IV FUTURE SKILLS COLLEGE
There was submitted Report No 229-2017 by the Executive Director of Children and Families Service containing the formal proposal to establish the Future Skills College (FSC).
The Committee:-
(i) noted the contents of the report;
(ii) agreed to the formation of the Future Skills College (FSC); and
(iii) instructed the Executive Director of Children and Families Service to proceed with the proposal.
V BREAKTHROUGH DUNDEE
There was submitted Report No 228-2017 by the Executive Director of Children and Families Service advising the Committee of the proposed introduction of the BREAKTHROUGH Dundee programme.
The Committee:-
(i) noted the contents of the report; and
(ii) approved the implementation of the programme in 8 mainstream secondary schools.
VI RESIDENTIAL AND CONTINUING CARE BUDGETARY PRESSURES
There was submitted Report No 230-2017 by the Executive Director of Children and Families Service providing information on resourcing for Looked After and Accommodated Children including the provision of the new Continuing Care legislation.
The Committee:-
(i) noted the position and the actions being taken to address the issues highlighted in the report; and
(ii) instructed the Executive Director of Children and Families Service to provide, in addition to regular reports through the ongoing revenue monitoring to Policy and Resources Committee, an additional report to Children and Families Services Committee in October 2017 with an update on progress being made.
