I DECLARATION OF INTEREST
No declarations of interest were made.
II ABC TICKET
There was submitted Agenda Note AN86-2016 asking Committee to note the development and recent launch of a multi-operator smartcard bus ticket for Dundee and its surrounding area. The multi‑operator ticket was branded as the ABC (All Bus Companies) ticket.
Three participating bus operators had signed up to the agreement - Xplore Dundee, Stagecoach and Moffat and Williamson Ltd. Participating operators were required to appoint an independent scheme administrator to manage certain elements of the scheme and redistribute ticket revenue according to usage.
Dundee City Council had been invited by the participating operators to take on the role of independent scheme administrator and provide the administrative services as detailed in the scheme agreement. It had been agreed that a management fee (expected to be 2% of total ticket sales) would be paid to Dundee City Council to cover administration costs.
The scheme administrator role was twofold. As an independent honest broker, the Council would be responsible for redistribution of sales revenue to participating operators using a pre-agreed formula. Secondly, the Council would call meetings of the schemes management committee and undertake related administrative tasks, including the acceptance of new operators into the scheme.
The availability of a multi-operator, smartcard ticket was a long held objective of Dundee City Council and the Scottish Government. Outcome 9 of the Single Outcome Agreement Delivery Plan referred to the development of a successful multi-operator travel ticket by 2017.
The Committee noted the foregoing.
III TREE PRESERVATION ORDERS
There was submitted Agenda Note AN84-2016 relative to the undernoted Tree Preservation Orders.
(a) 01/2016 - 33 RERES ROAD, BROUGHTY FERRY, DUNDEE, DD5 2QD
It was reported that on 3rd May, 2016 the Council made a Tree Preservation Order (TPO) on the above-mentioned site. The site was located within Reres Hill Conservation Area. The owners wanted to undertake significant felling on garden ground located to the east of the dwelling to allow for the creation of an Astroturf football pitch. An application for planning permission for the football pitch was submitted to the Council on 25th April, 2016 and was invalid pending the submission of further information.
No objections had been received.
(b) 02/2016 - LAND AT 48 ADELAIDE PLACE, DUNDEE
It was reported that on 20th June, 2016 the Council made a Tree Preservation Order (TPO) on the above-mentioned site. Prior to the TPO being made, the trees had no protection because the site was not located within a Conservation Area. Planning permission was granted on 22nd June, 2016 for the erection of two dwellinghouses in place of the existing derelict cottage, including areas of associated terraced landscaping and garden works. The TPO was required to ensure the Council had powers to protect the trees and ensure any damaged trees were replanted to protect and preserve the visual and arboreal amenity of the area.
No objections had been received.
The Committee authorised the Head of Democratic and Legal Services and Executive Director of City Development to undertake the necessary procedures and confirm the above Tree Preservation Orders.
IV CRAIGIE HIGH SCHOOL - UPGRADE OF GAS SUPPLY TO HOME ECONOMICS BLOCK
On a reference to Article IX of the City Development Committee of 28th March, 2016 there was submitted Agenda Note AN88-2016 reporting that the above mentioned works were required as the existing gas distribution pipework serving the school required to be upgraded.
With the approval of the Chief Executive, an offer was negotiated with Construction Services to carry out these works over the October, 2016 school holidays and outwith school hours thereafter.
In view of the limited timescales available, the Executive Director of City Development, in consultation with the Convener, Labour Group Spokesperson, Bailie Borthwick, Bailie Scott and Councillor Macpherson had accepted the offer from Construction Services. The contract amount was for 69,930.17 which, together with other allowances of 10,699.32, made a total expenditure of 80,629.49.
The Committee noted the foregoing.
V PROPOSED COMMUNITY ASSET TRANSFER OF THE SITE OF THE FORMER DOUGLAS HOME CARE UNIT/DOUGLAS HOUSE
Reference was made to Article IV of the minute of meeting of the Policy and Resources Committee of 19th August, 2013, wherein the Community Asset Transfer Strategy was approved. There was submitted Report No 322-2016 by the Executive Director of City Development seeking approval for the transfer, as a Community Asset Transfer, of the 0.723 hectare site of the former Douglas House, 8 Balunie Drive, Dundee.
The Committee agreed the proposed transfer to Scotland Yard Adventure Centre, Scottish Charity Number SC0025348, on the terms and conditions detailed in the report.
VI PROPOSED COMMUNITY ASSET TRANSFER OF THE FORMER BOTHY, BALUNIE DRIVE, DUNDEE
Reference was made to Article IV of the minute of meeting of the Policy and Resources Committee of 19th August, 2013, wherein the Community Asset Transfer Strategy was approved. There was submitted Report No 323-2016 by the Executive Director of City Development seeking approval for the transfer, as a Community Asset Transfer, of the former Bothy, Balunie Drive, Dundee.
The Committee approved the transfer to East Dundee Environment Network (EDEN), Scottish Charity Number SC0029884, on the terms and conditions detailed in the report.
VII TENDERS RECEIVED BY HEAD OF DESIGN AND PROPERTY
There was submitted Report No 312-2016 by the Head of Design and Property detailing tenders received and requesting decisions thereon:-
(a) UNITS 1-4 SHORE TERRACE - CONVERSION TO FORM COMMERCIAL UNITS
The Committee agreed to a negotiated contract with Construction Services in the sum of 556,320.53, to which required to be added allowances amounting to 165,117.04, giving a total expenditure of 721,437.57.
(b) DEMOLITION OF MENZIESHILL HIGH SCHOOL
The Committee agreed to accept the lowest tender from Dem-Master Demolition in the sum of 547,431, to which required to be added allowances amounting to 236,811, giving a total expenditure of 784,242.
The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted items of business on the grounds that they involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Schedule 7A of the Act.
VIII AREA OF GROUND EXTENDING TO 0.0774 HECTARES OR THEREBY, RIVERSIDE DRIVE, DUNDEE
There was submitted Agenda Note AN85-2016 relative to a request to extend the existing lease of the above subjects,
The Committee approved the lease extension as detailed in the note.
IX SALE OF LAND, COTTON ROAD, DUNDEE
The Committee agreed to suspend Standing Order 39(1) to enable consideration to be given to this item of business.
Reference was made to Article XII of the minute of meeting of this Committee of 22nd August, 2016, wherein the Committee approved the sale of land at the above address. There was submitted Report No 321-2016 seeking approval to revise the sale price for the land.
The Committee approved the sale on the terms and conditions detailed in the report.
X SALE OF VACANT INDUSTRIAL UNIT AT CLAVERHOUSE WEST INDUSTRIAL ESTATE, DUNDEE
There was submitted Report No 314-2016 by the Executive Director of City Development seeking approval for the sale of a vacant industrial unit at Claverhouse West Industrial Estate, Dundee.
The Committee approved the sale on the terms and conditions details in the report.
