I DECLARATION OF INTEREST
No declarations of interest were made.
II DUNDEE CITY COUNCIL (ALEXANDER STREET FOOTPATH, DUNDEE) (STOPPING-UP) ORDER 2016
There was submitted Agenda Note AN73-2016 reporting for the information of the Committee that, in view of the timescales involved, the Executive Director of City Development, in consultation with the Convener, Labour Group Spokesperson, Bailie Borthwick, Bailie Scott and Councillor Macpherson had authorised the preparation of an Order to stop-up lengths of footpath situated at Alexander Street, Dundee to facilitate a new housing development.
The Order was duly prepared and advertised in the Evening Telegraph and The Edinburgh Gazette, and the relevant statutory undertakers were consulted. No objections were received.
The Committee authorised and confirmed the Stopping-Up Order, and authorised formal publication of the confirmation, after which the Order would become operative.
III WINTER MAINTENANCE POLICY AND LEVELS OF SERVICE 2016/2017
There was submitted Agenda Note AN74-2016 making reference to Article VII of the minute of meeting of this Committee of 24th September, 2012 wherein, following the severe winter of 2010/2011 and detailed reviews of all stakeholders, improvements to the policy and level of service for winter 2012/2013 were approved. This improved policy and level of service was adopted for 2013/2014, 2014/2015 and 2015/2016 and it was recommended that it be adopted again for 2016/2017 with an update in relation to the amendment of maximum salt stock holding at the commencement of winter.
If the winter required salt usage above the previous five years average, alternate resilience provisions were in place, including mid-season re-stocking from Scotland Excel suppliers, access to Tayside Contracts and Transport Scotland salt resilience stock.
The Committee approved the proposed level of service for 2016/2017.
IV CIVIC GOVERNMENT (SCOTLAND) ACT 1982 - STREET NAMES - SITE AT BLACKWOOD COURT, DUNDEE
There was submitted Agenda Note AN75-2016 advising the Committee of the result of a consultation for a new street name at the above site.
The Committee approved Blackwood Terrace as the new street name.
V NEW ROADS - ROAD CONSTRUCTION CONSENTS
There was submitted Agenda Note AN76-2016 making reference to Article VI of the minute of meeting of the Policy and Resources Committee of 27th April, 2009, wherein the Committee delegated the grant of road construction consent to the Executive Director of City Development with the proviso that any consents granted be reported to the City Development Committee as soon as practicable thereafter.
It was reported that the undernoted applications had been submitted and the Executive Director of City Development had approved the applications subject to conditions which had been agreed with the applicants:-

VI DRAFT CONSERVATION AREA APPRAISALS - TROTTICK, BAXTER PARK AND THE UNIVERSITY CONSERVATION AREAS
There was submitted Report No 271-2016 by the Executive Director of City Development seeking approval to consult on the Trottick, Baxter Park and University Draft Conservation Area Appraisals.
The Committee remitted the Executive Director of City Development to consult with the local community and interested parties on Draft Conservation Area Appraisals and to report back with the results of the consultation process.
VII TENDERS RECEIVED
There was submitted Report No 274-2016 by the Head of Design and Property detailing tenders received and requesting decisions thereon.
(a) STRUCTURAL UPGRADE OF HARRIS ACADEMY PLAYING FIELD PAVILION
The Committee agreed to accept the lowest offer from Anderson Specialist Contracting in the sum of 4,826, to which required to be added allowances amounting to 3,050, giving a total expenditure of 7,876.
(b) DENS ROAD PRIMARY SCHOOL FIRE DOORS
The Committee agreed to a negotiated contract with Construction Services in the sum of 17,859.81, to which required to be added allowances amounting to 2,732.55, giving a total expenditure of 20,592.36.
(c) CHRISTMAS LIGHTS 2016
The Committee agreed to a negotiated contract with Construction Services in the sum of 179,418.87, to which required to be added allowances amounting to 4,000, giving a total expenditure of 183,418.87.
(d) LOCHEE LIBRARY - ALTERATIONS
The Committee agreed to a negotiated contract with Construction Services in the sum of 62,337.30, to which required to be added allowances amounting to 16,802.81, giving a total expenditure of 79,140.11.
(e) CAIRD HALL - AUDITORIUM LIGHTING
The Committee agreed to accept an offer from Black Light in the sum of 68,999.48.
The Committee resolved under Section 50(A) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted items of business on the grounds that they involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Schedule 7A of the Act.
