I VALEDICTORY
Prior to the commencement of business, the Committee paid tribute to Frank Christie who had served for many years on the City Council and had recently passed away, and expressed their condolences to his family.
II DECLARATION OF INTEREST
There were no declarations of interest.
III NATIONAL PLANNING, FRAMEWORK 3 AND SCOTTISH PLANNING POLICY - CONSULTATIONS BY THE SCOTTISH GOVERNMENT
There was submitted Report No 248-2013 by the Director of City Development seeking approval for the Councils proposed response to the above Scottish Government consultation exercise.
The Committee approved the proposed Council response as detailed in the report.
IV ROAD SAFETY PROGRESS REPORT 2013
There was submitted Report No 239-2013 by the Director of City Development advising the Committee of the progress made in reducing road accident casualties in Dundee.
The Committee noted the progress made in reducing road accident casualties, on the local road network, towards the Scottish Government road safety targets for 2015 and 2020.
V ROAD SAFETY SCHEMES - IMPLEMENTATION 2013/2014
There was submitted Report No 240-2013 by the Director of City Development seeking approval for a programme of road safety measures to be implemented at various locations in the City.
The Committee approved the implementation of the Road Safety Schemes as set out in Appendix B to the report.
VI DISABLED PERSONS' PARKING PLACES ANNUAL REPORT 2012/2013
There was submitted Report No 233-2013 by the Director of City Development advising the Committee of changes to the provision of Disabled Persons Parking Places within Dundee.
The Committee noted the information contained within the report which would also be sent to Transport Scotland for data analysis and processing.
VII COMMENTS ON PROPOSED RESIDENTIAL DEVELOPMENT AT FORMER STRATHMARTINE HOSPITAL SITE, ANGUS
There was submitted Report No 522-2013 by the Director of City Development, advising the Committee of two planning applications that had been submitted to Angus Council for the proposed development of the former Strathmartine Hospital site and the proposed response from Dundee City Council.
The Committee approved the report as Dundee City Councils objection to the Planning Permission in Principle application submitted to Angus Council for redevelopment of the former Strathmartine Hospital site.
VIII VARIATION TO WEIGHT LIMITS ON BRIDGES ORDER 2013
There was submitted Report No 214-2013 by the Director of City Development relative to the requirement to promote a Traffic Regulation Order to vary the weight limit exemptions to include road maintenance vehicles on various bridges in Dundee to allow for statutory winter maintenance duties, and to promote a Traffic Regulation Order to delete two items which would become unrestricted, as a result of ongoing improvements.
The Committee approved:-
(a) the preparation of a Traffic Regulation Order to affect changes to the weight restriction exemptions on various bridges in the Dundee City Council (Weight Limits on Bridges) Order, 1999 as detailed in the report; and
(b) the preparation of a Traffic Regulation Order to remove the weight restrictions on Stannergate Bridge and Taybridge Station Bridge, deleting them from the Dundee City Council (Weight Limits on Bridges) Order 1999.
IX VARIATION TO BUS STOP CLEARWAY ORDER 2013
There was submitted Report No 213-2013 by the Director of City Development considering the requirement to promote a Traffic Regulation Order to include various alterations to bus routes in Dundee that had arisen over recent years.
The Committee approved the preparation of a Traffic Regulation Order to affect the changes to the bus stop clearway restrictions in the Dundee City Council (Bus Stops) (Clearways) Order 1999, as detailed in the report.
X AIMER SQUARE AND DOYLE PLACE AREA, LOCHEE - VARIOUS ORDERS
There was submitted Report No 210-2013 considering the requirement to promote a Traffic Regulation Order to facilitate the movement of traffic and provide a servicing area on a new section of carriageway which would join Aimer Square with Doyle Place, to stop-up and remove from the list of public roads lengths of road, footpath, footway and grass verge in the Aimer Square and Doyle Place areas and to convert a short section of carriageway into footway in the Aimer Square area.
The Committee approved:-
(a) the preparation of the necessary Traffic Regulation Order to effect the changes of the traffic regulations on a new section of road joining Aimer Square to Doyle Place with the proposed name of St Ann Lane which would be added to the Dundee City Council (North Western Area, Dundee) (Waiting and Loading Restrictions) Order 2010;
(b) the removal of the Stopping-Up of lengths of road, footway, footpath and grass verge detailed in the report from the List of Public Roads; and
(c) the conversion of a short length of road from carriageway to footway, as detailed in the report.
XI ST MARY'S LANE, LOCHEE AND FINTRY PLACE, BROUGHTY FERRY, DUNDEE - PART TIME PROHIBITION OF DRIVING ORDER2013
There was submitted Agenda Note AN74-2013, advising that following petitions to improve pupil safety around St Marys and Forthill Primary Schools, the School Parking and Pupil Safety Working Group had considered the issues and in addressing the issues raised at both schools, proposed that an Order be created prohibiting vehicular access around the school entrances during school start and finish times for morning and afternoon only.
The Committee noted that following the conclusion of the consultation process, no objections were received for either St Marys Lane or Fintry Place. The proposed Orders were thereafter advertised in the local press and attracted no objections. The Order therefore came into operation on 10th June, 2013.
The Committee noted the above, and that the Order would be implemented with regulatory signage during July, 2013 to be effective from the start of the 2013/2014 academic year.
XII CIVIC GOVERNMENT (SCOTLAND) ACT 1982 - PROPOSED STREET NAMES
There was submitted Agenda Note AN75-2013, advising that consultation to rename a section of Sidlaw Avenue to Sidlaw Drive had concluded and no objections received.
The proposed renaming was advertised in the local press inviting comments on the proposal and again no objections were received.
The Committee therefore approved the renaming of a section of Sidlaw Avenue to Sidlaw Drive as detailed below:-

XIII TENDERS RECEIVED BY CITY ARCHITECT
There was submitted Report No 238-2013 by the City Architect detailing tenders received in respect of the undernoted projects:-
(a) DENS ROAD PRIMARY SCHOOL - ROOF RENEWAL - PHASE 1
The Committee agreed to accept the lowest offer from B & D Roofing & Building Ltd, Dalkeith, in the sum of 58,444.74, to which required to be added allowances amounting to 8,766, giving a total of 67,210.74.
(b) ST PETER AND PAUL PRIMARY SCHOOL - REMEDIAL WORK TO FIRE DOORS
The Committee agreed to accept an offer from the Environment Department (Construction Services) in the sum of 6,334.65, to which required to be added allowances amounting to 950, giving a total of 7,284.65.
(c) ST FERGUS PRIMARY SCHOOL - FELT ROOF AND REPLACEMENT TO THE INFANTS BLOCK
The Committee agreed to accept an offer from the Environment Department (Construction Services) in the sum of 120,696.40, to which required to be added allowances amounting to 18,104, giving a total of 138,800.40.
XIV TENDERS RECEIVED BY CITY ENGINEER
There was submitted Report No 245-2013 by the City Engineer detailing an offer received from Tayside Contracts for the Dundee Central Waterfront Riverside Layby Extension in the sum of 141,602.21, to which required to be added allowances amounting to 75,651, giving a total of 217,253.21.
The Committee agreed to accept the offer.
The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted items of business on the grounds that they involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7A of the Act.
XV COMMERCIAL LEASES
There was submitted Report No 250-2013 by the Director of City Development detailing commercial leases in respect of the undernoted:-

There was submitted Report No 249-2013 by the Director of City Development detailing the undernoted rent reviews:-

XVII UNIT 2A HIGHGATE
There was submitted Agenda Note AN77-2013, advising that agreement had been reached with the tenant of the above-mentioned premises for the early surrender of their lease, as at 28th June, 2013 in return for the payment by the Council of a surrender premium to the tenant on the terms detailed in the note.
It was reported that the foregoing was approved by the Director of City Development in view of the timescales involved, in consultation with the Convener, Labour Group spokesperson, Bailie Borthwick, Bailie Scott and Councillor Macpherson.
The Committee noted accordingly.
XVIII AREA OF GROUND AT MILL O'MAINS
There was submitted Agenda Note AN78-2013, advising of an application for a licence to occupy an area of ground, extending to 0.23 hectares or thereby, for the purpose of constructing a sustainable urban drainage system (SUDS) to serve new dwellings which had recently been constructed within Mill OMains, and a request for temporary rights to use and maintain the SUDS, following its construction, until the SUDS is adopted and a permanent right to use the SUDS thereafter.
It is reported that the foregoing was approved on the terms and conditions detailed in the note by the Director of City Development in view of the timescales involved, in consultation with the Convener, Labour Group spokesperson, Bailie Borthwick, Bailie Scott and Councillor Macpherson.
The Committee noted accordingly.
