I DECLARATIONS OF INTEREST

 

Councillor Campbell declared a non-financial interest in Article IV by virtue of his membership of TAYplan. Councillors Campbell, Ferguson and Gordon declared a non-financial interest in Article V by virtue of their membership of TACTRAN.

 

II CIVIC GOVERNMENT (SCOTLAND) ACT 1982 - STREET NAMES - CENTRAL WATERFRONT, DUNDEE

 

There was submitted Agenda Note AN26-2015, advising of the results of a consultation for street naming within the Central Waterfront.

 

The Committee approved the undernoted new street names:-

To commemorate James Thomson, former City Architect and City Engineer.

 

South Union Street

To continue the link with Union Street and the City Centre and to reintroduce the name to this locality.

 

Earl Grey Place West

To reintroduce the name to this locality.

To continue the link with Crichton Street and the City Centre.

 

South Castle Street

To continue the link with Castle Street and the City Centre.

 

Earl Grey Place East

To reintroduce the name to this locality.

 

South Commercial Street

To continue the link with Commercial Street and the City Centre.

 

Riverside Esplanade

To continue the Riverside naming theme.

 

South Castle Street

To continue the link with Castle Street and the City Centre.

 

Patent Slip Way

To link with the site of the former patent slip within the docks. The patent slip was a railway track and cradle used to transfer a ship/boat from the river to the dock for repairs.

 

The Committee also noted the results of a consultation on the naming of public spaces and footpaths within the Central Waterfront which proposed the undernoted names:-

III PROPOSED WAYLEAVE - THE LAW, DUNDEE

 

There was submitted Agenda Note AN27-2015, advising that the Highways Agency Historical Railways Estate which is responsible for non-operational railway structures associated with closed railway lines had requested permission, by way of a wayleave, to install a covered air vent, of 300mm diameter, on Dundee City Councils land on The Law to facilitate maintenance of The Law Tunnel.

 

The Committee noted that the foregoing was approved by the Director of City Development, in view of the timescales involved, in consultation with the Convener, Labour Group spokesperson, Bailie Borthwick, Bailie Scott and Councillor Macpherson.

 

IV PROPOSED TAYPLAN STRATEGIC DEVELOPMENT PLAN 2016-2036 AND RELATED DOCUMENTS

 

There was submitted Report No 80-2015 by the Director of City Development seeking ratification of the decisions of the TAYplan Joint Committee in respect of approving the Proposed Strategic Development Plan for the TAYplan area.

 

The Committee:-

 

(a) agreed to ratify the Joint Committee's decision to approve the Proposed TAYplan Strategic Development Plan, the Equalities Impact Assessment and the Proposed Action Programme;

 

(b) agreed to ratify the Joint Committee's decision to adopt the Schedule of TAYplan's responses to representations made at the Main Issues Report stage and Background Topic Papers; and

 

(c) approved the TAYplan Habitats Regulations Appraisal.

 

V PROPOSALS TO ESTABLISH A TRANSPORT PUBLIC SOCIAL PARTNERSHIP (PSP)

 

There was submitted Report No 117-2015 by the Director of City Development setting out proposals to establish a Transport Public Social Partnership (PSP) with the purpose of delivering transport services within Dundee.

 

The Committee:-

 

(a) agreed the Council's participation in a Transport PSP;

 

(b) agreed that the Transport PSP would be given responsibility for the development and delivery of a revised Friendly Bus service from July, 2015; and

 

(c) agreed that the Transport PSP would be expected to develop a range of community based transport initiatives and services between July, 2015 and June, 2017.

 

VI COUPAR ANGUS ROAD - SHARED USE CYCLE PATHS

 

There was submitted Report No 70-2015 by the Director of City Development relative to a proposals to promote a Traffic Regulation Order which would designate several lengths of footpath and footway to be used jointly as footway/cycle track joining Dryburgh to Birkhill via Coupar Angus Road.

 

The Committee agreed to approve the preparation of the necessary Traffic Regulation Order to effect the changes of the traffic regulations on various lengths of footpath and footway in the Dundee City Council (Dundee Area Cycle Routes) Order 2007, having noted that several footpaths and footways required to be added to the Dundee City Council (Dundee Area Cycle Routes) Order 2007 which would designate them as shared use.

 

VII PROCUREMENT OF MENTAL HEALTH EMPLOYABILITY SUPPORT SERVICES

 

There was submitted Report No 130-2015 by the Director of City Development outlining a proposal to procure a service to support employability clients with mental health issues address their issues and move into work.

 

The Committee agreed to the re-procurement of an employability mental health service as described in the report and remitted officers to take development of this service forward through the Council's procurement arrangements.

 

VIII TENDERS RECEIVED BY CITY ARCHITECT

 

There was submitted Report No 35-2015 by the Director of City Development detailing negotiated offers received in respect of the undernoted projects:-

 

(a) FORTHILL PRIMARY SCHOOL - CURTAIN WALLING REPLACEMENT - SINGLE STOREY BUILDING

 

The Committee agreed to accept an offer from the Environment Department (Construction Services) in the sum of 173,455.79, to which required to be added allowances amounting to 26,539, giving a total of 199,994.79.

 

(b) CLEPINGTON PRIMARY SCHOOL - WINDOW REFURBISHMENT - PHASE 1

 

The Committee agreed to accept an offer from the Environment Department (Construction Services) in the sum of 166,455.87, to which required to be added allowances amounting to 26,468, giving a total of 192,923.87.

 

(c) BARNHILL PRIMARY SCHOOL - REPLACEMENT WINDOWS AND UPGRADING OF INTERNAL FIRE DOORS

 

The Committee agreed to accept an offer from the Environment Department (Construction Services) in the sum of 97,235.42, to which required to be added allowances amounting to 14,877, giving a total of 112,112.42.

 

(d) GLEBELANDS PRIMARY SCHOOL - WINDOW REFURBISHMENT - PHASE 2

 

The Committee agreed to accept an offer from the Environment Department (Construction Services) in the sum of 74,985.71, to which required to be added allowances amounting to 12,473, giving a total of 87,458.71.

 

(e) ST JOHN'S HIGH SCHOOL - KELSO BLOCK AIR CONDITIONING

 

The Committee agreed to accept an offer from the Environment Department (Construction Services) in the sum of 46,000, to which required to be added allowances amounting to 7,038, giving a total of 53,038.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted items of business on the grounds that they involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7A of the Act.

 

IX COMMERCIAL LEASES

 

There was submitted Report No 122-2015 by the Director of City Development detailing commercial leases in respect of the undernoted properties:-

60 Craigmount Road, Dundee

2 Marshall Street, Dundee

79 Meadowside, Dundee

Steading A, Barns of Claverhouse, Dundee

6.27 hectares at Barns of Claverhouse, Dundee

 

The Committee noted and approved accordingly.

 

X PROPOSED EXCAMBION OF PROPERTIES

 

There was submitted Report No 69-2015 by the Director of City Development seeking approval for the excambion of areas of land at Park Place, Hawkhill and Perth Road.

 

The Committee approved the excambion on the terms and conditions detailed in the report.

 

XI SALE OF LAND, FOGGYLEY GARDENS, LOCHEE

 

There was submitted Report No 110-2015 by the Director of City Development seeking approval for the disposal of land at Foggyley Gardens, Lochee.

 

The Committee approved the disposal on the terms and conditions detailed in the note.
