I PLANNING APPLICATIONS
(a) 13-00765-FULL - LAND TO WEST OF ST MARTIN CRESCENT, DUNDEE - ERECTION OF 25 DWELLINGS FOR BETT HOMES LTD
The Committee acceded to a request which had been received for a deputation to address the Committee relative to objections to the application.
After the deputation had stated its case and answered questions from members of the Committee, it was thanked for its attendance and withdrew.
Thereafter, having considered objections received, the Convener, seconded by the Lord Provost, moved approval of the application, subject to the conditions recommended by the Director of City Development. As an amendment, Bailie Borthwick, seconded by Councillor Keenan, moved refusal on the grounds that:-
(i) inadequate information had been submitted to demonstrate that the development would not exacerbate existing flooding problems in the area contrary to the requirements of Policies 41 and 42 for the Dundee Local Development Plan 2014. There were no material considerations that would justify the approval of the application contrary to the Development Plan;
(ii) the proposed development would generate additional vehicular traffic on Strathmartine Road which already experiences high levels of congestion and it would increase these levels of congestion and have a detrimental impact on safety; and
(iii) there was no capacity within the local primary school to accommodate the additional pupils generated by the proposed development.
On a division, there voted for the motion - the Convener, Lord Provost Duncan, Bailie Sawers and Councillors Guild, Alexander, Black, Campbell, Hunter, Melville and Murray (10); and for the amendment - Depute Lord Provost Roberts, Bailies Wright, Borthwick and Scott, and Councillors McDonald, Ross, Keenan, Asif, Bidwell, Brennan, Ferguson and McCready (12) - Councillor Lynn declining to vote as he had been absent during part of the deliberations - whereon the amendment was declared carried.
(b) 13-00678-FULL - LAND TO SOUTH AND WEST OF SINCLAIR STREET, DUNDEE - ERECTION OF 32 FLATS FOR MUIRFIELD CONTRACTS/HILLCREST HOUSING ASSOCIATION, STRATHNAVER
The Committee approved the application, subject to the conditions recommended by the Director of City Development.
(c) 13-00753-FULL - DISUSED BOWLING GREEN, BAXTER PARK, BINGHAM TERRACE, DUNDEE - CREATION OF MULTI-USE GAMES AREA, ERECTION OF YOUTH SHELTER AND INSTALLATION OF ASSOCIATED FLOODLIGHTING - FOR THE ENVIRONMENT DEPARTMENT, DUNDEE CITY COUNCIL
After considering representations received, the Committee approved the application, subject to the conditions recommended by the Director of City Development.
(d) 13-00761-FULL - EAST-END FOOTBALL PARK, OLD CRAIGIE ROAD, DUNDEE - CHANGE OF USE TO FORM CEMETERY BURIAL GROUND FOR CITY ENGINEER, DUNDEE CITY COUNCIL
Councillor Asif declared a non-financial interest in this application by virtue of being involved in setting up the Trust for the Community Project and took no part in the discussion thereof.
The Committee approved the application, subject to the conditions recommended by the Director of City Development.
II DELEGATED APPLICATIONS
There was submitted Agenda Note AN4-2014, advising that from 22nd November to 21st December, 2013, 45 applications were decided under delegated powers. Seven of these applications attracted objections and, of these, five were approved and two were refused.
The Committee noted accordingly.
