The minute of meeting of this Board of 22nd August, 2013 was held as read.
I CONSULTATION ON LATE OPENING LIQUOR AND CATERING PREMISES
The Board agreed to hear deputations in support of and against the above and after the deputations had put forward their case and answered questions from members of the Board, they were thanked for their attendance and withdrew.
There was submitted Report No 489-2013 by the Clerk, reporting on the consultations carried out on behalf of the Board and Licensing Committee regarding opening hours for liquor licensed and late hours catering premises respectively.
The Board agreed to amend its existing policy and apply the following:-
(i) Public house/bar type premises to be allowed to open until 01:00 Friday and Saturday only;
(ii) Premises with substantial entertainment (which shall not be constituted merely by the provision of karaoke and/or recorded music) to be allowed to open until 02:00 Friday and Saturday only (with the minimum entry charge from 00:00); and
(iii) Nightclubs and similar dedicated or purpose-built entertainment premises to be allowed to open until 03:00 Friday and Saturday only (with the minimum entry charge from 00:00).
The Board further agreed to review the amended policy in June, 2014 and have reports submitted monthly detailing the number of applications received for extensions under the new policy.

The Board, having heard from a Licensing Standards Officer, the licence holder on their own behalf and the Clerk, agreed to defer the above hearing to the December meeting of this Board.
(b) PERSONAL LICENCE
(i) George Angus
The Board, having heard from the licence holder on their own behalf and the Board's Legal Adviser, agreed to issue a written warning.
IV PERSONAL LICENCE - UPDATE
Councillor Guild declared a non-financial interest by virtue of being a member of the Board of Dundee Rep, left the Chamber, took no part in the debate and did not return to the Chamber.
(i) Ian Alexander
Reference was made to Article I(iii)(ii) of the minute of meeting of this Board of 20th September, 2012, wherein it was agreed to grant the application but to recall it in 12 months for an update.
The Board, having heard from the Clerk, agreed to take no further action.
V REQUEST FOR REVIEW HEARINGS
(i) PREMISES LICENCE
The Board agreed to review hearings in respect of Princes Street Convenience Store, 169/171 Princes Street and Seven Day News, 275 Brook Street, Broughty Ferry.
(ii) PERSONAL LICENCE
The Board agreed to a review hearing in respect of Muhammed Hamed.
