I DECLARATIONS OF INTEREST
Councillor Macpherson declared a non-financial interest by virtue of his brother being Chief Superintendent in Tayside Police.
Bailie Borthwick and Councillor Dawson declared non-financial interests by virtue of family members being serving Police Officers.
Councillor McDonald declared a non-financial interest in Article IX by virtue of her employment.
II DUNDEE COMMUNITY SAFETY PARTNERSHIP COMMISSIONING BUDGET 2013/2014
There was submitted Report No 211-2013 by the Director of Leisure and Communities seeking approval for the Dundee Community Safety Partnership Commissioning Budget 2013/2014.
The Committee agreed to approve the proposed allocations which would allow partners to provide a strategic response to the Community Safety priority areas of work as identified within the current Strategic Assessment and Local Community Planning Partnership local plans.
III PUBLIC PERFORMANCE REPORT - TAYSIDE FIRE AND RESCUE - 2012/2013
There was submitted Report No 218-2013 by Area Manager Stapley, Scottish Fire and Rescue Service providing members with background information in relation to the Tayside Fire and Rescue Board, Draft Towards a Safer Tayside Public Performance Report 2012/2013, relating to the activities and performance of Tayside Fire and Rescue for the period 1st April, 2012 to 31st March, 2013, and would be the final report under the auspices of Tayside Fire and Rescue Board following the commencement of the new Scottish Fire and Rescue Service on 1st April, 2013.
The Committee agreed to note the performance of the former Tayside Fire and Rescue, during the reporting year 2012/2013, as contained within the Draft Towards a Safer Tayside Public Performance Report.
IV SERVICE LEVEL AGREEMENT BETWEEN DUNDEE CITY COUNCIL AND POLICE SCOTLAND
There was submitted Report No 212-2013 by Director of Leisure and Communities to providing the annual monitoring report for the period 2012/2013 seeking approval for transferring the Service Level Agreement to Police Scotland and to continue funding for the final year of the agreement.
The Committee agreed to:-
(i) note the content of the monitoring report;
(ii) approve the transfer of the Service Level Agreement from Tayside Police to its successor body, Police Scotland - Dundee Local Policing Area; and
(iii) approve continued funding of 215,000 for the year 2013/2014.
V PERFORMANCE REPORTING ARRANGEMENTS
There was submitted Report No 217-2013 by Chief Superintendent Macpherson, Police Scotland, providing the Committee with an update on proposed key performance indicators and targets for D Division, Police Scotland and Dundee Local Policing Area.
The Committee scrutinised the report and agreed to note its content including the identified Scottish Performance Indicators and the targets for D Division (Tayside).
VI OPERATIONAL REPORT PART 1 - APRIL, 2013
There was submitted Report No 215-2013 by Chief Inspector McKillop, Police Scotland, providing the Committee with information in relation to performance and elaborating on some of the work which had taken place within the Dundee Local Policing Area.
The Committee agreed to note the content of the report.
VII CITY OF DUNDEE LOCAL POLICING AREA YEAR END PERFORMANCE RESULTS - APRIL, 2012 TO MARCH, 2013
There was submitted Report No 216-2013 by Chief Superintendent Macpherson, Police Scotland, detailing the City of Dundee Local Police Area year and performance results for April, 2012 to March, 2013.
The Committee agreed to note the content of the report.
VIIl POLICE SCOTLAND ANNUAL POLICE PLAN 2013/2014
There was submitted Report No 223-2013 by Chief Superintendent Macpherson detailing the purpose, focus and values of Police Scotland as well as detailing the objectives for the various business areas.
The Committee agreed to note the content of the report.
The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraph 14 of Part I of Schedule 7A of the Act.
IX POLICE OPERATIONAL ISSUES (PART 2)
A verbal update was given by Chief Inspector McKillop.
