The minute of meeting of this Committee of 19th November, 2012 was held as read.

I DECLARATIONS OF INTEREST

 

Bailie Borthwick and Councillor Dawson declared non-financial interest by virtue of family members being serving police officers.

 

Councillor Macpherson declared a non-financial interest in item II by virtue his brother being a Chief Superintendent within Tayside Police.

 

II DESIGNATED POLICE COMMANDER

 

There was submitted Agenda Note AN3-2013 advising the Committee that the Police and Fire Reform (Scotland) Act requires that a designated Police Commander be appointed for each Local Authority area in Scotland. Chief Superintendent Hamish Macpherson was the current Divisional Commander covering the Dundee City Council area, and a nomination for the continuation of this position had been made by Chief Constable Stephen House of Police Scotland.

 

The Committee confirmed its agreement to this nomination.

 

III DEVELOPMENT OF LOCAL FIRE AND RESCUE PLAN

 

There was submitted Report No 33-2013 by Area Manager Stapely, Tayside Fire and Rescue providing members with an update on Fire Reform and the development of a Local Fire and Rescue Plan to be approved by Dundee City Council as required within the recently enacted Police and Fire Reform (Scotland) Act 2012.

 

The Committee agreed to:-

 

(i) note the overview of the Police and Fire Reform (Scotland) Act 2012;

 

(ii) note the work which was currently on-going to develop a suitable Fire and Rescue Plan for Dundee City Councils area;

 

(iii) provide comment on the suitability of the sample plan and its contribution to community safety; and

 

(iv) consider suitable arrangements for public performance reporting.

 

IV CONSULTATION ARRANGEMENTS FOR THE INTERIM DUNDEE CITY LOCAL POLICING PLAN

 

There was submitted Report No 34-2013 by Chief Inspector Mertes of Tayside Police outlining the consultation arrangements for the one year interim Dundee City Local Policing Plan and explaining how the Plan was developed and its relationship to local and national plans, objectives and aims.

 

The Committee noted the content of the report.

 

V POLICE PERFORMANCE REPORT FROM 1ST APRIL, 2012 TO 30TH NOVEMBER, 2012

 

There was submitted Report No 35-2013 by Chief Superintendent Macpherson updating the Committee on:-

 

(i) most recent key performance results for the period 1st April to 30th November, 2012;

 

(ii) customer satisfaction ratings in relation to the service provided by the Police; and

 

(iii) public perception of Dundee as a safe place to live.

 

The Committee noted the content of the report.

 

VI POLICE OPERATIONAL REPORT PART 1 FROM 1ST APRIL, 2012 TO 30TH NOVEMBER, 2012

 

There was submitted Report No 36-2013 by Superintendent Weir providing members with background operational information to the performance information submitted separately to provide context of Tayside Police for the period 1st April, 2012 to 30th November, 2012.

 

The Committee noted the content of the operational report.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted items of business on the grounds that they involved the likely disclosure of exempt information as defined in paragraph 14 of Part I of Schedule 7A of the Act.

 

VII POLICE OPERATIONAL ISSUES

 

Superintendent Weir provided the Committee with an update on confidential Police Operational issues.

 

VIII POLICE STRATEGIC ASSESSMENT AND CONSULTATION ARRANGEMENTS

 

Detective Superintendent Naughton, Tayside Police gave a presentation to the Committee on the Strategic Assessment and Chief Inspector Mertes outlined in detail Consultative Arrangements.
