The minute of meeting of this Committee of 12th November, 2012 was held as read.

I DECLARATION OF INTEREST

 

Councillor Macpherson declared a non-financial interest by virtue of his brother being a Chief Superintendent within Tayside Police.

 

II POLICE AND FIRE REFORM: LOCAL SCRUTINY AND ENGAGEMENT: DEVELOPMENT OF A DUNDEE PATHFINDER

 

There was submitted Report No 429-2012 by Chief Superintendent Macpherson of Tayside Police advising the Committee of the proposed work ongoing to develop the Police Pathfinder within Dundee Local Policing Area, the formation of the Local Policing Plan and the proposed reporting to the Policy and Resources Committee.

 

The Committee agreed to:-

 

(i) note the background and legislative framework leading to the proposed changes in Police and Fire governance;

 

(ii) note the proposed structure and format of the Dundee Local Policing Plan; and

 

(iii) note the proposed reporting to the new arrangements.

 

III UPDATE ON THE CURRENT POLICING PLAN

 

There was submitted Report No 430-2012 by Chief Superintendent Macpherson of Tayside Police providing the Committee with an update of the work undertaken by the Dundee Local Policing Area in response to the current Policing Plan set by the Tayside Joint Police Board.

 

The Committee agreed to note the update with regards to the Dundee Local Policing Area's delivery against the current Policing Plan.

 

IV POLICE AND FIRE REFORM: LOCAL SCRUTINY AND ENGAGEMENT: CITY OF DUNDEE LOCAL POLICING AREA, MID YEAR PERFORMANCERESULTS APRIL TO SEPTEMBER, 2012

 

There was submitted Report No 431-2012 by Chief Superintendent Macpherson of Tayside Police providing the Committee with an update on Local Policing Area performance results, with key performance results for the period 1st April to 30th September, 2012; customer satisfaction ratings in relation to the service provided by the Police; and public perception of Dundee Local Policing Area as a safe place to live.

 

The Committee agreed to:-

 

(i) note that the remit of the Policy and Resources Committee includes scrutiny of Police performance via reports provided by the Local Policing Area Commander. This is consistent with the governance arrangements for the Pathfinder Project;

 

(ii) discuss performance results and the full performance report attached at Appendix A;

 

(iii) identify areas of good practice for wider dissemination; and

 

(iv) challenge areas of poor performance and issues arising from this report, and discuss actions for improvement where appropriate.

 

V POLICE AND FIRE REFORM: LOCAL SCRUTINY AND ENGAGEMENT: OPERATIONAL REPORT (PART 1)

 

There was submitted Report No 432-2012 by Chief Superintendent Macpherson of Tayside Police providing the Committee with background operational information to the performance information submitted separately to provide context.

 

The Committee agreed to note the content of the operational report.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraph 14 of Part I of Schedule 7A of the Act.

 

VI POLICE AND FIRE REFORM: LOCAL SCRUTINY AND ENGAGEMENT: OPERATIONAL REPORT (PART 2)

 

There was submitted Report No 450-2012 by Superintendent Weir of Tayside Police providing members with background operational information to the performance information submitted separately to provide context.

 

Members noted the background operational information accordingly.
