At a MEETING of the DUNDEE CITY LICENSING BOARD held at Dundee on 19th April, 2012.

The minute of meeting of this Board of 8th March, 2012 was held as read.

I LICENSING (SCOTLAND) ACT 2005

(a) VARIATIONS (MAJOR)

The Board, having heard from the applicant on their own behalf and from an objector, agreed to a variation to allow bar meals during and outwith core hours, receptions, club and other group meetings, recorded music and dance facilities outwith core hours, allow gaming to take place on the premises during and outwith core hours, allow televised sport during and outwith core hours and vary access and timings for children and young persons.

The Board, having heard from the applicant on their own behalf and from an objector, agreed to allow background music during and outwith core hours, DJ and karaoke during core hours, allow bar meals during and outwith core hours, allow receptions, allow club/group meetings and recorded music outwith core hours, remove gaming, indoor/outdoor sports and televised sport, and allow children and young persons entry to the premises with an adult and only for a meal.

The Board, having heard from the applicant on their behalf, agreed to an amendment to allow children from 0 to 17 on the premises when accompanied by an adult attending a function when the hours are extended to the closure of the function.

The Board, having heard from an agent on behalf of the applicant, agreed to a variation for consent for musical entertainment extending to the beer garden for fund raising festivals during May to October inclusive, and non-amplified acoustic music from April to October inclusive, consumption of alcohol in the beer garden will cease at 9pm September to April and at 10pm May to August.

Fund raising festivals may be held in the beer garden in May to October inclusive each year, and live performances and recorded music to tie in with local conditions which currently permit musical entertainment.

Variation for seasonal variations adding any other activities, removal of the cafe area on the ground floor and re-opening the bar area on the first floor.

The Board noted that the above application had been withdrawn.

(b) VARIATION (MAJOR) ON TRANSFER

The Board, having heard from the applicant on their own behalf, agreed to a variation to remove local condition 3 referring to the club operating in line with the club constitution, add DJ/disco and karaoke during core hours, add bar meals during core hours, vary receptions to allow this activity outwith core hours, vary club/group meetings to allow this activity outwith core hours, to vary recorded music to allow this activity outwith core hours, vary live performances and remove the activity from outwith core hours, vary televised sport to allow this activity outwith core hours, remove adult entertainment from the operating plan, amend the terms for access for children and young persons, amend the timings for access to children and young persons, amend the areas that children and young persons are permitted, and add the Premises Manager to the operating plan.

II GAMBLING ACT 2005

(a) BINGO - FULL GRANT

The Board, having heard from a representative of the applicant, agreed to grant the above application.

III AMENDMENTS TO CLUB RULES

(i) Dundee Bridge Club Ltd

The Board agreed to the amendment applied for.

IV PREMISES LICENCE

(a) REVIEW HEARING - UPDATE REPORT

(i) Tally's, 11-13 Old Hawkhill

The Board agreed to defer the above hearing.

V PERSONAL LICENCES

(a) REVIEW HEARING

(i) Krystyna Widz

The Board, having heard from the Chief Constable's representative and the licence holder on their own behalf, agreed to endorse the licence.

(ii) Waqas Carim

The Board agreed to defer the above hearing.
