The minute of meeting of this Committee of 24th October, 2011 was held as read.

I WHITFIELD LIFE SERVICES ENABLING WORKS

 

There was submitted Agenda Note AN185-2011 making reference to Article VI of the minute of meeting of this Committee of 26th September, 2011. As part of the proposals to develop the Whitfield Life Services Centre it had been considered beneficial to undertake an enabling works contract prior to the main contract starting on site.

 

Given the limited timescales available, the City Architectural Services Officer had requested Committee approval for:-

 

(a) the City Engineer to obtain tenders for the proposed enabling works;

 

(b) the most appropriate tender to be accepted by the Depute Chief Executive (Support Services) provided that the amount was within the budget allowance of 600,000; and

 

(c) the accepted tender to be reported to Committee at a later date.

 

Subsequently, the lowest offer of 369,681.57 was received from Dundee Plant Company Ltd as part of a competitive tender process to carry out these works. In addition to the tendered costs, the sum of 120,318.42 required to be added to cover professional services costs, non-contract allowances and contingencies, giving a total sum of 490,000. Given the need to progress with the works in advance of the main contract, the Depute Chief Executive (Support Services) authorised the appointment of Dundee Plant Company Ltd and works had now commenced.

 

The Committee noted the above.

 

II RENAMING OF A LENGTH OF SOUTH WARD ROAD TO ARGYLLGAIT

 

There was submitted Agenda Note AN186-2011 seeking approval to change a length of the existing street name of South Ward Road to Argyllgait.

 

The Committee agreed to rename the length of South Ward Road, extending from West Port roundabout in a north-easterly direction for a length of 67 metres or thereby, to Argyllgait.

 

III CENTRAL WATERFRONT - RIVERSIDE DRIVE LAY-BY/SOUTH UNION STREET - VARIATION OF WAITINGRESTRICTIONS

 

There was submitted Report No 490-2011 by the Director of City Development relative to the requirement to promote various Traffic Regulation Orders to facilitate a phase of the Central Waterfront Development with the lay-by on Riverside Drive at Dundee Railway Station.

 

The Committee approved the preparation of:-

 

(a) the necessary Traffic Regulation Order to affect the changes of the traffic regulations on Riverside Drive lay-by to vary the Dundee City Council (Western Area, Dundee) (Waiting and Loading Restrictions) Order 201X;

 

(b) the necessary Traffic Regulation Order to affect the changes to the traffic regulations on South Union Street to vary the Dundee City Council (Central Area, Dundee) (Controlled Parking Zone) Order 2010;

 

(c) the necessary Traffic Regulation Order to remove the South Union Street car park from the Dundee City Council (Off-Street Car Parks) Order 1996;

 

(d) the necessary Traffic Regulation Order to remove the section of one-way traffic on South Union Street from The Tayside Regional (Dundee) (One-Way Traffic) (Consolidation) Order 1987;

 

(e) the necessary Traffic Regulation Order to affect the changes of the traffic regulations on South Union Street which would remove two sections of Taxi Rank Clearway to the Dundee City Council (Taxi Rank Clearways) Order 2007; and

 

(f) the necessary Traffic Regulation Order to affect the changes of the traffic regulations on Riverside Drive lay-by which would add a section of Taxi Rank Clearway to the Dundee City Council (Taxi Rank Clearways) Order 2007.

 

IV ABERCRAIG CAR PARK - NAME AND TARIFF CHANGE

 

There was submitted Report No 497-2011 by the Director of City Development seeking approval for the preparation of the necessary Traffic Regulation Order to change the name of Abercraig Car Park to Discovery Car Park and change the tariff from Long Stay to Variable Stay Car Park.

 

The Committee approved the necessary changes to the Dundee City Council (Off-Street Car Parks) Order, together with the following charges:-

V LOCAL SPEED LIMIT REVIEW

 

This item was withdrawn.

 

VI CHURCH STREET AND SEAFIELD ROAD - VARIATION TO WAITING RESTRICTIONS

 

There was submitted Report No 510-2011 by the Director of City Development relative to a request for alterations to waiting restrictions in Church Street and Seafield Road due to Eastern Primary School relocating to the old Grove Academy building.

 

The Committee approved the preparation of a Traffic Regulation Variation Order to affect the changes to the waiting restrictions in the Dundee City Council (Eastern Area, Dundee) (Waiting and Loading Restrictions) Order 2010, as detailed in the report, but with an amendment to the time band of the proposed Monday to Friday restriction so that it operated to 5pm rather than 6pm.

 

VII NORTH LINDSAY STREET - VARIATION TO WAITING RESTRICTIONS

 

There was submitted Report No 511-2011 by the Director of City Development relative to proposed alterations to waiting restrictions in North Lindsay Street due to servicing and access requirements for Dundee House.

 

The Committee approved the preparation of a Traffic Regulation Variation Order to affect changes to the waiting restrictions in the Dundee City Council (Central Area, Dundee) (Controlled Parking Zone) Order 2010, as detailed in the report.

 

VIII HILLTOWN GATEWAY - ROSEBANK STREET/CONSTITUTION STREET ENVIRONMENTAL IMPROVEMENTS

 

There was submitted Agenda Note AN187-2011 making reference to Article VIII of the minute of meeting of this Committee of the 6th December, 2010, when the City Engineer was authorised to appoint Dundee Contract Services to carry out environmental improvement works for the Hilltown Gateway.

 

It was reported that the main works were nearing completion and additional environmental works had been identified that required to be carried out. The City Engineer had obtained a quotation of 16,398.03 from the contractor which demonstrated favourable rates for carrying out these works under the above contract and recommended that this be accepted.

 

The overall costs amounted to 18,482, including 2,083.97 for professional fees.

 

The Committee authorised the City Engineer to instruct these works.

 

IX BALGARTHNO ROAD - NEW PRIMARY SCHOOL CONTRACT

 

Councillor Hunter declared a non-financial interest by virtue of having a child who attended one of the merging primary schools.

 

There was submitted Report No 531-2011 by the City Architectural Services Officer detailing tenders received for the above project.

 

The Committee approved the acceptance of the lowest tender submitted by Mansell Construction Services Ltd, Perth in the amount of 7,240,558.60 and allowances amounting to 2,375,850, giving a total cost of 9,616,408.60.

 

The Committee also noted the total construction tender submission included for the addendum tender of 34,761.64 to reflect the internal reorganisation of the classroom block as detailed in Appendix 2 to the report.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted items of business on the grounds that they involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7A of the Act.

 

X 1A COLONSAY TERRACE

 

There was submitted Agenda Note AN188-2011 making reference to Article II of the Housing, Dundee Contract Services and Environment Services Committee held on 1st July, 2009, wherein it was agreed that a number of residential properties could be demolished. The Director of City Development was therein remitted to enter into repurchasing negotiations with the respective owners of these properties.

 

It was reported that, after advice from the District Valuer, agreement was reached to purchase the heritable interest of 1A Colonsay Terrace, Dundee on the terms and conditions detailed in the note.

 

The Committee noted that this had been approved as an urgent matter after consultation with the Convener and spokespersons for the other Groups.

 

XI PROPOSED SALE OF LAND AT 32 SOUTHAMPTON PLACE

 

There was submitted Report No 517-2011 by the Director of City Development seeking approval for the sale of land at 32 Southampton Place, Dundee for use as garden ground.

 

The Committee approved the sale on the terms and conditions detailed in the report.

 

XII PROPOSED SALE OF LAND AT 71 HALDANE TERRACE, DUNDEE

 

There was submitted Report No 494-2011 by the Director of City Development seeking approval for the sale of land south of 71 Haldane Terrace, Dundee, for use as garden ground.

 

The Committee approved the sale on the terms and conditions detailed in the report.

 

XII COMMERCIAL LEASES

 

There was submitted Report No 508-2011 by the Director of City Development advising of commercial leases agreed in respect of the undernoted:-

 

Site at Old Glamis Road/Gillburn Road, Dundee

Office D, Market Mews, Dundee

 

The Committee noted accordingly.

 

XV RENT REVIEWS

 

There was submitted Report No 509-2011 by the Director of City Development advising of proposed rent reviews in respect of the undernoted:-
