II PROPOSED CHANGES TO COMMITTEE STRUCTURE, STANDING ORDERS AND SCHEMES OF ADMINISTRATION

On a reference to Article II of the minute of meeting of the Policy and Resources Committee of 28th March, 2011, there was submitted Report No 261-2011 by the Depute Chief Executive (Support Services) making proposals to amend the Council's Structure, Standing Orders and Schemes of Administration.

The Council:-

(a) approved the changes to the Committee Structure, Standing Orders and the Scheme of Administration - Financial Regulations from 1st July, 2011; and

(b) remitted to the Depute Chief Executive (Support Services) to make further consequential amendments, including changes to the Scheme of Delegation to Officers, to reflect recent changes to departmental structures and the designation of posts.

III APPOINTMENTS

The Council agreed that the undernoted appointments be made:-

(a) Convener of Housing Committee - Councillor Black

(b) Depute Convener of Housing Committee - Councillor Melville

(c) Convener of Environment Committee - Councillor Duncan

(d) Depute Convener of Environment Committee - Councillor Ross

IV SECOND STATUTORY REVIEW OF POLLING DISTRICTS AND POLLING PLACES

There was submitted Agenda Note AN91-2011 indicating that Second Statutory Review of Polling Districts and Polling Places must be carried out by 1st December, 2011 and to facilitate this the undernoted timetable would be followed.

Publication of Draft Proposals and Returning Officer's comments - 29th August, 2011

Closing Date for Responses to the Draft Proposals - 30th September, 2011

Proposals put to City Council - 31st October, 2011

Publication of Final Proposals - 1st December, 2011

Organisations representing people with disabilities would be consulted and any persons or body making representations should, if possible, give alternative places that may be used as polling places. The general public could also make representations.

It was noted that the current arrangements could be viewed on the City Council website and the draft proposals would be published on the website and would also be available for public viewing in the Electoral Registration Office, 18 City Square, Broughty Ferry Library and Lochee Library. Members would be given a copy of the draft proposals for their particular ward.
