The minute of meeting of this Committee of 28th February, 2011 was held as read.

I TENDERS RECEIVED

 

There was submitted Report No 180-2011 by the City Architectural Services Officer detailing tenders received and requesting a decision thereon:-

 

(i) BRAEVIEW ACADEMY - UPGRADE SCIENCE BLOCK TOILETS

 

The Committee agreed to accept a negotiated offer with Dundee Contract Services for 17,214.62, together with an allowance of 2,396 for professional services, making a total expenditure of 19,610.62.

 

(ii) LONGHAUGH PRIMARY SCHOOL - UPGRADE BOYS' TOILET

 

The Committee agreed to accept a negotiated offer with Dundee Contract Services for 37,317.33, together with an allowance of 5,054 for professional services, making a total expenditure of 42,371.33.

 

(iii) BRAEVIEW ACADEMY - EXTERNAL WORKS

 

The Committee agreed to accept a negotiated offer with Dundee Contract Services for 14,733.57, together with an allowance of 2,051 for professional services, making a total expenditure of 16,784.57.

 

(iv) CLEPINGTON PRIMARY SCHOOL - ROOF WORKS - NORTH ELEVATION

 

The Committee agreed to accept a negotiated offer with Dundee Contract Services for 13,030, together with an allowance of 1,856 for professional services, making a total expenditure of 14,886.

 

(v) CASTLEPARK CENTRE - WINDOW REPLACEMENT - NORTH ELEVATION

 

The Committee agreed to accept a negotiated offer with Dundee Contract Services for 17,283.67, together with an allowance of 2,463 for professional services, making a total expenditure of 19,746.67.

 

(vi) ST JOHN'S RC HIGH SCHOOL - WINDOW REPLACEMENT

 

The Committee agreed to accept a negotiated offer with Dundee Contract Services for 50,000, together with an allowance of 7,125 for professional services, making a total expenditure of 57,125.

 

(vii) NEW PRIMARY SCHOOL CAMPUS BALGARTHNO ROAD - REMOVAL OF TREES

 

The Committee agreed to accept a negotiated offer with Dundee Contract Services (Forestry Section) for 2,500, together with an allowance of 225 for professional services, making a total expenditure of 2,725.

 

II EXTENSION AND REFURBISHMENT OF BARNHILL PRIMARY SCHOOL

 

This item had been placed on the agenda at the request of Councillor Bidwell.

 

Councillor Bidwell, seconded by Bailie Regan, moved that the Education Committee instructs the Director of Education to prepare a feasibility study for the extension and refurbishment of Barnhill Primary School reporting back to the Education Committee by the end of November 2011. In the process of completing this, he should consult the Head Teacher of Barnhill Primary School and the Chair of the Parent Council.

 

As an amendment, the Convener, seconded by Councillor Will Dawson, moved that in line with the Education Department's continual assessment of the School Estate, the Director of Education be instructed to carry out an extensive review of the whole School and Nursery Estate in Dundee. This would include all schools and nurseries in the West End of the City, Central and Eastern areas, schools North and South of the Kingsway and all of Broughty Ferry, in order to achieve a complete picture of how we can provide the best possible educational facilities for the children of Dundee.

 

The Director would report back to the Education Committee as soon as it is practicably possible to do so.

 

On a division, there voted for the motion - Bailies Regan, Wright, Wallace and Scott and Councillors Asif, Bidwell, Ferguson, Gordon, McCready and Hay (10); and for the amendment - the Convener, Lord Provost Letford, Depute Lord Provost Borthwick, Bailie Sawers, Councillors Guild, Barrie, Black, Bowes, Andy Dawson, Will Dawson, Duncan, Hunter, Lynn, Melville, Roberts, Ross and Macpherson and Rev Wilson and Mr Forrest (19) - whereupon the amendment was declared carried.
