I PLANNING APPLICATION
(a) 10-00406-FULL - FORMER HARRIS ACADEMY ANNEX, BLACKNESS ROAD - CONSTRUCTION OF A NEW TWO STREAM PRIMARY SCHOOL AND NURSERY SCHOOL - FOR THE DIRECTOR OF EDUCATION, DUNDEE CITY COUNCIL
Bailie Wright declared a financial interest in this item by virtue of her membership on the Board of the Al Maktoum Institute, Councillor McCready declared a non-financial interest by virtue of having a child attending one of the schools involved, and both left the Chambers during its consideration.
Councillors Fordyce, Hay and Macpherson declared a non-financial interest in the item by virtue of their membership of the Project Board, New Primary School (West End).
The Committee acceded to a request which had been received for a deputation to address the Committee in relation to objections to the application.
After the deputation had stated its case and answered questions from members of the Committee, it was thanked for its attendance and withdrew.
Thereafter, having considered objections received, the Committee approved the application subject to the conditions recommended by the Director of City Development.
(b) 10-00368-FULL - LAY-BY SOUTH OF ARBROATH ROAD - REMOVAL OF EXISTING MONOPOLES, ANTENNA AND CABINETS AND REPLACEMENT WITH DUAL USER MONOPOLE AND CABINET AND ANCILLARY DEVELOPMENT - FOR VODAFONE LTD/02 (UK) LTD/TYCO ELECTRONICS LTD
The Committee approved the application subject to the condition recommended by the Director of City Development.
(c) 10-00399-FULL - LAND TO SOUTH OF BERWICK DRIVE - INSTALLATION OF REPLACEMENT 15 METRE MONOPOLE SUPPORTING THREE 02 ANTENNA, THREE VODAFONE ANTENNA AND ONE STREET CABINET AND ASSOCIATED EQUIPMENT - FOR VODAFONE LTD/02 (UK) LTD/TYCO ELECTRONICS LTD
The Committee approved the application subject to the condition recommended by the Director of City Development.
(d) 10-00511-FULL - LAND TO THE NORTH OF DAWSON ROAD, BROUGHTY FERRY - REMOVAL OF EXISTING MONOPOLE, ANTENNA AND REPLACEMENT WITH A DUAL USER MONOPOLE SUPPORTING THREE VODAFONE/02 ANTENNA AND ONE VODAFONE STREET CABINET WITH ANCILLARY DEVELOPMENT - FOR VODAFONE LTD/02 (UK) LTD/TYCO ELECTRONICS LTD
Bailie Scott, seconded by Councillor Hay, moved refusal of this application on the grounds that the proposed telecommunications installation would involve the siting of an additional equipment cabinet within the Dawson Road streetscape, and the addition of a third equipment cabinet would clutter the appearance of the telecommunications installation to the detriment of the surrounding Dawson Road streetscape. The proposals are therefore contrary to the requirements of Policy 78 (Location of Telecommunications Equipment) of the Dundee Local Plan Review 2005 and Policy 2 of the Council's Non-Statutory Policies on Telecommunication Development and there are no material considerations that would justify laying aside the provisions of the Development Plan to withhold planning permission.
As an amendment, the Convener, seconded by Councillor Guild, moved approval of the application subject to the condition recommended by the Director of City Development.
On a division there voted for the motion - Lord Provost Letford, Depute Lord Provost Borthwick, Bailies Wright and Scott, and Councillors Andy Dawson, Hunter, Roberts, Keenan, Asif, Bidwell, Ferguson, McCready, Hay and Macpherson (14); and for the amendment - the Convener, Bailie Sawers and Councillors Guild, Black, Bowes, Will Dawson, Duncan, Fordyce, Lynn, Melville, Ross and Gordon (12) - whereupon the motion was declared carried.
(e) 10-00503-FULL - 60-62 CRAIGOWAN ROAD - CHANGE OF USE FROM COMMUNITY CENTRE TO TWO SEMI-DETACHED DWELLINGS - FOR DIRECTOR OF HOUSING, DUNDEE CITY COUNCIL
The Committee approved this application.
II DELEGATED ITEMS
There was submitted Agenda Note AN109-2010 advising that from 22nd July, 2010, 69 applications were decided under delegated powers, of which eight had attracted objections and all of these were approved.
The Committee noted accordingly.
