The minute of meeting of this Committee of 28th June, 2010 was held as read.

I NATIONAL HOUSING TRUST INITIATIVE

 

On a reference to Article IV of the minute of meeting of this Committee of 22nd March, 2010, wherein the Council's participation in the new National Housing Trust (NHT) was approved, there was submitted Joint Report No 414-2010 by the Director of Housing and Director of Finance setting out the next steps in delivering homes for mid market rent under the NHT within Dundee.

 

The Committee:-

 

(i) approved the Council's participation in the NHT scheme; and

 

(ii) agreed the inclusion of Dundee City Council in the notice to be issued by the NHT in the Official Journal of the European Union (OJEU) which would lead to the award of a framework agreement to developers interested in developing properties within Dundee which met Council requirements.

 

II TENDERS RECEIVED BY CITY ENGINEER - HOUSING CONCRETE REPAIRS

 

There was submitted Report No 417-2010 by the City Engineer detailing offers received for the undernoted contract:-

 

(a) HOUSING CONCRETE REPAIRS

 

The Committee agreed to accept the lowest offer from Castle Group Scotland Ltd, amounting to 57,430, together with the undernoted allowances:-

III TENDERS RECEIVED

 

There was submitted Report No 434-2010 by the City Architectural Services Officer detailing offers received for the undernoted contracts:-

 

(a) CITY-WIDE ROOF SURVEYS 2010/2011 - ACCESS AND ATTENDANCE WORKS

 

The Committee agreed to accept the lowest offer from Dundee Contract Services, amounting to 17,300, together with allowances of 2,079 for professional services, giving a total expenditure of 19,379.

 

(b) DOUGLAS AND ANGUS 12TH DEVELOPMENT FLATS - HEATING, KITCHENS, BATHROOMS AND SHOWERS

 

The Committee agreed to a partnering project with Dundee Contract Services, amounting to 397,000, together with the undernoted allowances:-

IV REGISTERED TENANT ORGANISATIONS - RTO REGISTRATION

 

There was submitted Agenda Note AN101-2010 reporting that a request for registration as a tenant organisation had been received from Fairplay Tenants' and Residents' Association.

 

The Committee agreed that the application be approved.

 

V REGISTERED TENANT ORGANISATIONS - ADMINISTRATION GRANTS

 

There was submitted Agenda Note AN102-2010 requesting grant assistance towards administration costs for 2010/2011 from the undernoted Associations at the levels outlined:-

The Committee agreed to grant assistance, as requested.

 

VI ENVIRONMENTAL HEALTH AND TRADING STANDARDS SERVICE PLAN 2010/2012

 

There was submitted Report No 396-2010 by the Head of Environmental Health and Trading Standards, seeking approval of the Environmental Health and Trading Standards Service Plan 2010/2012.

 

The Committee approved the Service Plan.

 

VII ENFORCEMENT POLICY AND FOOD STANDARDS AGENCY FOCUSSED AUDIT FINDINGS

 

There was submitted Report No 395-2010 by the Head of Environmental Health and Trading Standards, seeking approval of the revised and updated Enforcement Policy, and informing the Committee of the findings of an audit of Dundee City Council's Food Service, which took place on 11th‑13th May, 2010.

 

The Committee:-

 

(i) approved the revised Enforcement Policy appended to the report, (Appendix 1); and

 

(ii) noted the contents of the Food Standards Agency in Scotland (FSAS) report on the Audit of Dundee City Council's arrangements for the management of food premises inspections, enforcement activities and internal monitoring appended to the report (Appendix 2).

 

VIII SCOTTISH HOUSING QUALITY STANDARD ROOT AND BRANCH REVIEW

 

There was submitted Report No 426-2010 by the Director of Housing reporting on the results of the Root and Branch Review on the delivery of the Scottish Quality Standard by 2015.

 

The Committee:-

 

(i) agreed the first phase of the Root and Branch Review;

 

(ii) noted that agreement had been given by Policy and Resources Committee of 28th June, 2010 to the Five Year Housing Capital Budget from 2010/2011 to 2014/2015 - Revision which would allow the Scottish Housing Quality Standards to be achieved by 2015;

 

(iii) agreed to the cessation of installation of showers from 2011/2012 not approved by Social Work on medical grounds, and remitted the Director of Housing to investigate alternative methods of providing showers, where required; and

 

(iv) agreed that applications be made for exemptions to meeting the SHQS on the grounds of non-agreement or disproportionate cost in line with the forthcoming Scottish Government guidance.
