The minute of meeting of this Committee of 14th June, 2010 was held as read.

I DRAFT SITE PLANNING BRIEF - FORMER MCLEISHS BUILDINGS, SEAGATE, DUNDEE

 

There was submitted Report No 321-2010 by the Director of City Development seeking approval of a draft Site Planning Brief in respect of the former McLeish's Buildings, Seagate.

 

The Committee agreed to:-

 

(a) approve the attached draft Site Planning Brief for the purposes of consultation;

 

(b) remit the Director of City Development to consult with the communities of the City Centre and interested parties on the content of the draft Site Planning Brief; and

 

(c) remit the Director of City Development to report back upon the consultation findings by the end of the calendar year.

 

II MENZIESHILL, DUNDEE - STOPPING-UP

 

There was submitted Report No 262-2010 by the Director of City Development relative to the necessity to stop-up various lengths of footpaths and roads and to delete them from the list of roads within Menzieshill utilising the powers of the Roads (Scotland) Act 1984.

 

The Committee approved the preparation of a Stopping-Up Order under the powers of the Roads (Scotland) Act 1984 to stop-up various lengths of footpaths and roads in the Menzieshill area of Dundee as they would no longer be necessary following the planned demolition of multi-storey residential blocks.

 

III DUNDEE CITY COUNCIL (MILL O MAINS AREA, DUNDEE) (STOPPING-UP OF ROADS, FOOTPATHS AND FOOTWAYS) ORDER 2010

 

There was submitted Agenda Note AN84-2010, making reference to Article VI of the minute of meeting of this Committee of 8th March, 2010, wherein the Committee authorised the preparation of an Order to stop-up lengths of roads, footpaths and footways situated in the Mill O'Mains area to facilitate development following planning consent.

 

It was reported that the Order was duly prepared and advertised in the Evening Telegraph and Post and The Edinburgh Gazette, and the relevant statutory undertakers were consulted. No objections were received.

 

The Committee therefore authorised and confirmed the Stopping-Up Order, and authorised formal publication of the confirmation, after which the Order would become operative.

 

IV DUNDEE CITY COUNCIL (ST LEONARD PLACE - ST LEONARD TERRACE FOOTPATH, DUNDEE (STOPPING-UP) ORDER 2010

 

There was submitted Agenda Note AN85-2010, making reference to Article I of the minute of meeting of this Committee of 24th May, 2010, wherein the Committee authorised the preparation of an Order to stop-up lengths of footpath situated at St Leonard Place and St Leonard Terrace, Dundee to facilitate the development of the site bounded by St Leonard Road, St Leonard Place and St Leonard Terrace following planning consent for a housing development.

 

It was reported that the Order was duly prepared and advertised in the Evening Telegraph and Post and The Edinburgh Gazette on 1st June, 2010, and the relevant statutory undertakers were notified. No objections were received.

 

The Committee therefore authorised and confirmed the Stopping-Up Order and authorised formal publication of the confirmation, after which the Order would become operative.

 

V LAND AT AND ADJACENT TO ROWANBANK, DRUMGEITH ROAD, DUNDEE

 

There was submitted Agenda Note AN86-2010 advising that on 28th January, 2010, the Council made a provisional Tree Preservation Order on the above mentioned site in order to protect the trees from future development of the site and to protect the arboreal amenity of the area.

 

There was one objection to the Tree Preservation Order from the owner of the site.

 

The Committee noted the terms of the objection and the response of the Council's Forestry Officer thereto.

 

The Committee thereafter authorised the Depute Chief Executive (Support Services) and the Director of City Development to undertake the necessary procedures to confirm the above Tree Preservation Orders.

 

VI TENDERS RECEIVED BY CITY ENGINEER

 

There was submitted Report No 338-2010 by the Director of City Development detailing tenders received in respect of the creation of a nature park at Riverside.

 

The Committee approved acceptance of the offer from Dundee Contract Services in the sum of 929,445, to which required to be added allowances amounting to 255,555, giving a total of 1,185,000.

 

VII NATIONAL TRANSPORT AWARDS 2010

 

There was submitted Agenda Note AN87-2010 advising that the Dundee Travel Active Project on Personalised Travel Planning had been shortlisted in the finals of the National Transport Awards for 2010.

 

The Committee authorised the attendance of the Convener or his nominee, at the Awards Ceremony in Manchester on 15th July, 2010.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted items of business on the grounds that they involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7A of the Act.

 

VIII COMMERCIAL LEASES

 

There was submitted Report No 327-2010 by the Director of City Development detailing leases agreed in respect of the undernoted properties:-

Unit 5, Old Glamis Road

181-183 Perth Road

Unit 12B Mid Wynd

Unit 5, Mid Wynd

 

IX PROPOSED SALE OF LAND AT 27 SPARLETON PLACE, DUNDEE

 

There was submitted Report No 331-2010 by the Director of City Development seeking approval for the sale of land to the south of 27 Sparleton Place, Dundee.

 

The Committee approved the sale on the terms and conditions detailed in the report.

 

X 1G LISMORE TERRACE AND 16J MULL TERRACE, DUNDEE

 

There was submitted Report No 328-2010 by the Director of City Development seeking authority to promote a Compulsory Purchase Order in respect of two properties in the Mill O'Mains estate in order to progress implementation of the approved Regeneration Masterplan.

 

The Committee agreed to remit the Depute Chief Executive (Support Services) to promote a Compulsory Purchase Order in respect of 1G Lismore Terrace and 16J Mull Terrace.

 

XI CARNIVALS - RIVERSIDE PARK AND CAIRD PARK, DUNDEE

 

There was submitted Agenda Note AN88-2010 advising that following consultation with the Convener and spokespersons for the other groups, consent to operate carnivals at Riverside Park and Caird Park had been approved on the terms and conditions detailed in the note.

 

The Committee noted accordingly.

 

XII CIRCUS - RIVERSIDE PARK

 

There was submitted Agenda Note AN89-2010 advising that following consultation with the Convener and spokespersons for the other groups, consent to operate a circus at Riverside Park had been approved on the terms and conditions detailed in the note.
