I MINUTE - AUDIT AND RISK MANAGEMENT SUB-COMMITTEE - 25TH JANUARY, 2010
The minute of meeting of the Audit and Risk Management Sub-Committee of 25th January, 2010, a copy of which is appended hereto, was submitted for information and record purposes.
II REVENUE MONITORING
There was submitted Report No 69-2010 by the Director of Finance providing the Committee with an analysis of the 2009/2010 Projected Revenue Outturn as at 31st December, 2009 monitored against the adjusted 2009/2010 Revenue Budget.
The Committee:-
(i) noted that the overall General Fund 2009/2010 Projected Revenue Outturn as at 31st December, 2009 showed an overspend of 512,000 against the adjusted 2009/2010 Revenue Budget;
(ii) noted that the Housing Revenue Account as at 31st December, 2009 was projecting an underspend of 91,000 against the adjusted HRA 2009/2010 Revenue Budget;
(iii) instructed the Director of Finance to take every reasonable action to ensure that the 2009/2010 revenue expenditure was below or in line with the adjusted Revenue Budget; and
(iv) instructed the Director of Finance, in conjunction with all Chief Officers of the Council, to continue to monitor the Council's 2009/2010 Projected Revenue Outturn.
III CAPITAL EXPENDITURE MONITORING 2009/2010
There was submitted Report No 64-2010 by the Director of Finance appraising members of the latest position regarding the Council's Capital Expenditure Programme for 2009/2010.
The Committee noted the contents of the report.
IV REVISED VOLUNTEERING POLICY AND GUIDANCE
There was submitted Report No 86-2010 by the Director of Leisure and Communities summarising developments in volunteering at local and national levels and seeking approval for Dundee City Council's revised Volunteer Policy and Practice Guidance.
The Committee approved the revised Volunteer Policy and Practice Guidance and remitted to the Director of Leisure and Communities to report back to Committee in twelve months' time on volunteering developments within Dundee City Council.
V HOUSING BENEFIT OVERPAYMENT RECOVERY POLICY
There was submitted Report No 65-2010 by the Director of Finance updating the previously approved Dundee City Council Housing Benefit Overpayment Recovery Policy.
The Committee approved accordingly.
VI ENERGY EFFICIENCY DISCOUNT SCHEME - COUNCIL TAX
There was submitted Report No 80-2010 by the Director of Finance informing elected members on the Energy Efficiency Discount Scheme being introduced under the terms of Climate Change (Scotland) Act 2009.
The Committee noted that under this scheme, an eligible Council Tax payer would receive a one-off discount on their Council Tax where energy efficiency improvements were made to the dwelling by the Council's chosen provider.
VII FAIRER SCOTLAND FUND COMMUNITY REGENERATION FORUM ALLOCATION 2008/2010
There was submitted Report No 81-2010 by the Assistant Chief Executive relative to the above.
The Committee noted the process for allocating grants through the Local Community Regeneration Forums as agreed by the Dundee Partnership and endorsed the funding proposals detailed below.

VIII CONSULTATION ON THE COUNCILLORS CODE
There was submitted Report No 40-2010 by the Depute Chief Executive (Support Services) relative to the above.
The Committee approved the response detailed in the report and agreed that it be forwarded to the Scottish Government.
The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7A of the Act.
IX RELIEF OF NON-DOMESTIC RATES ON THE GROUNDS OF HARDSHIP (HARDSHIP RELIEF)
There was submitted Report No 66-2010 by the Director of Finance relative to the above.
The Committee approved the recommendation detailed therein.
