I ADJOURNMENT
Depute Lord Provost Borthwick, seconded by Bailie Wallace, moved that this meeting be adjourned for forty-eight hours.
As an amendment, Councillor Guild, seconded by Councillor Duncan, moved that the meeting be not adjourned.
On a division, there voted for the motion - Councillors Keenan, Asif, Bidwell, Ferguson, Gordon, McCready, Macpherson, Dick, Hay, Bailies Regan, Wright, Wallace, Scott and Depute Lord Provost Borthwick (14); and for the amendment - Lord Provost Letford, Councillors Guild, Barrie, Black, Bowes, Andy Dawson, Will Dawson, Duncan, Fordyce, Hunter, Lynn, Melville, Roberts, Ross and Bailie Sawers (15) - whereupon the amendment was declared carried.
II AMENDMENTS TO STANDING ORDERS OF THE COUNCIL
The Council unanimously approved amendments to the Standing Orders of the Council, a copy of which is appended hereto (Appendix I).
At this point of the meeting, the Lord Provost vacated the Chair and the remainder of the meeting was chaired by the Chief Executive.
III REMOVAL OF ALL CONVENERS AND DEPUTE CONVENERS
The Council unanimously agreed that the Lord Provost, Depute Lord Provost, all Conveners and Depute Conveners be removed from office.
IV APPOINTMENTS
(a) PLANNING AND TRANSPORT AND ECONOMIC DEVELOPMENT COMMITTEES
Reference was made to Article II of the minute of meeting of the Policy and Resources Committee of 12th February, 2009, wherein inter alia it was agreed that the current structure of the Planning and Transport Department and the Economic Development Department be brought together under a new Department to be named City Development Department.
It was reported that the Chief Executive at the meeting of the City Council to be held on 27th April, 2009, intended to propose the merger of the Planning and Transport and Economic Development Committees.
In the circumstances, it was proposed that the appointment of a Convener and Depute Convener for these Committees be deleted from this meeting and that nominations be made for the Convener and Depute Convener of the proposed City Development Committee instead.
In addition, it was also proposed that an elected member be appointed to assist Business Leaders with Economic Development matters.
The Council approved accordingly.

On a division, there voted for the motion - Councillors Letford, Guild, Barrie, Black, Bowes, Andy Dawson, Will Dawson, Duncan, Fordyce, Hunter, Lynn, Melville, Roberts, Ross and Bailie Sawers (15); and for the amendment - Councillors Keenan, Asif, Bidwell, Ferguson, Gordon, McCready, Macpherson, Dick, Bailies Regan and Wright (10) - Bailies Borthwick, Wallace, Scott and Councillor Hay declining to vote - whereupon the motion was declared carried.
Councillors Keenan, Asif, Bidwell, Ferguson, Gordon, McCready, Bailies Regan and Wright asked that their dissent be recorded in respect of Councillor Letford continuing as Lord Provost.
V SUB-COMMITTEES
The Council agreed that the Conveners of the undernoted Sub-Committees be as indicated.

VI REMOVAL OF REPRESENTATIVES TO OUTSIDE BODIES
The Council unanimously agreed that representatives on all outside bodies be removed.
VII APPOINTMENT OF REPRESENTATIVES TO OUTSIDE BODIES
The Council appointed representatives to serve on outside bodies. A list is appended hereto. (Appendices II and III).

APPENDIX I
AMENDMENTS TO STANDING ORDERS
It is proposed that the Council approve the undernoted.
EXISTING STANDING ORDER 8(2) |
The meeting of the Council to be held in pursuance of Paragraph 1(1) of Schedule 7 to the 1973 Act (first meeting after election day) shall be held on a day following the date of the election and to be selected by the Council and at that meeting the Council shall as their first business, appoint the Convener, and thereafter the Depute Convener and the Conveners and Depute Conveners of the Standing Committees so far as appropriate.

ADDITION TO STANDING ORDER 8(2) |
For the avoidance of doubt the appointment of Conveners and Depute Conveners of the Standing Committees shall be dealt with as a single item of business, ie a block. Any vacancies arising thereafter will be considered on a similar basis except in the case of an individual casual vacancy occurring in which event the vacancy shall be filled in accordance with Standing Order No 33.

Removal of Depute Lord Provost
A simple majority of Councillors present and voting at any meeting of the Council called for that purpose may remove the Depute Lord Provost from office with immediate effect.

The Depute Lord Provost shall not preside over any meetings called for the purpose of removing him/her from office. The Lord Provost shall preside at such meetings. In his/her absence, the Leader of the Administration shall preside, whom failing, another member of the Council chosen by Members shall preside.

Removal of Conveners and Depute Conveners
A simple majority of Councillors present and voting at any meeting of the Council called for that purpose may remove all Conveners and Depute Conveners including, for the avoidance of doubt, the Convener and Depute Convener of the Council, from office with immediate effect.

In the case of appointments being made in terms of Standing Order 8(2) members shall vote for a single block nomination. If as a result of voting there is an absolute majority of those present and voting in favour of one single block such candidates as are named in the block shall be declared duly appointed.
|
|
If no such absolute majority is obtained the block receiving the lowest number of votes shall be struck out and a further vote shall be taken providing however that:-
|
|
(i) if two or more blocks tie as receiving the lowest number of votes, a vote (with each member exercising only one vote) shall be taken between such blocks, and the block which receives the lower or lowest number of votes shall be dropped; and
|
|
(ii) after any vote the members may by unanimous agreement exclude from a further vote blocks which they consider have no prospect of succeeding. |
|
In subsequent votes, the same procedure shall be followed until there is an absolute majority in favour of one single block, such candidates as are named in the block shall then be declared duly appointed.
|
In addition, it is recommended that it be remitted to the Depute Chief Executive (Support Services) to make any consequential amendments as a result of the above changes. |
