The minute of meeting of this Committee of 10th March, 2008 was held as read.

Prior to the commencement of business, the Committee expressed their condolences to the family of Paul Meek, a pupil at Sidlawview Primary School, who passed away recently.

 

I FOLLOW THROUGH INSPECTION REPORT - ST MARYS RC PRIMARY SCHOOL

 

There was submitted and noted report relative to the above.

 

II HM INSPECTORATE OF EDUCATION - ST VINCENTS RC PRIMARY SCHOOL AND NURSERY CLASS

 

There was submitted and noted report relative to the above.

 

III BREAKFAST CLUBS

 

There was submitted Report No 209-2008 by the Assistant Chief Executive (Management) and Director of Education setting out proposals to further extend the provision of Breakfast Clubs to an additional ten primary schools within Dundee.

 

The Committee:-

 

(i) noted the contents of the report;

 

(ii) approved the establishment of Breakfast Clubs within Claypotts Castle, Dens Road, Fintry, Glebelands, Lochee, Longhaugh/St Luke's and St Matthew's, Mill O'Mains, Newfields, Our Lady's/Rosebank and Rowantree Primary Schools; and

 

(iii) noted that the Assistant Chief Executive (Management) and the Director of Education would progress the necessary establishment changes as outlined in the report.

 

IV WHITFIELD DESIGN FRAMEWORK - PRIMARY AND EARLY YEARS EDUCATION PROVISION

 

There was submitted Report No 212-2008 by the Director of Education advising the Committee of a proposal to improve the school estate in the context of the Whitfield Design Framework.

 

The Committee:-

 

(i) noted the contents of the report; and

 

(ii) instructed the Director of Education to formally consult on the proposal to build a new three stream primary school to replace Whitfield and Newfields Primary Schools and Whitfield Community Early Years Centre on the site shown in Appendix 1 to the report in terms of the Education (Publication and Consultation etc) (Scotland) Regulations 1981 and to report back to Committee on the outcome of the consultation.

 

V PROVISION OF CHILDCARE STRATEGY FUNDING TO SUPPORT THE ONGOING DEVELOPMENT OF OUT OFSCHOOL CARE IN DUNDEE

 

Councillor McCready declared a non-financial interest by virtue of his daughter attending BJ's Out of School Club.

 

There was submitted for information Report No 221-2008 which, owing to the timescales involved, had been approved by the Director of Education in conjunction with the Convener and Group spokespersons approving grants to 20 Out of School Care Clubs across Dundee.

 

The Committee noted accordingly.

 

VI TENDERS RECEIVED

 

There was submitted Report No 231-2008 by the City Architectural Services Officer listing tenders received for PPP Schools Furniture and Equipment and requesting a decision thereon.

 

(i) SPEAKERS AND SOUND EQUIPMENT

 

The Committee agreed to accept the lowest quotation by Vision Sound and Light, Dundee for 17,633.92, together with an allowance of 100 for professional services, making a total expenditure of 17,733.92.

 

(ii) CATERING EQUIPMENT - TROLLEYS

 

The Committee agreed to accept the quotation from James Scott and Sons (Kitchen Equipment) Ltd, Forfar for 9,431, together with an allowance of 100 for professional services, making a total expenditure of 9,531.

 

(iii) COOKING EQUIPMENT

 

The Committee agreed to accept the quotation from Stirling Catering Equipment, Stirling for 4,524.34, together with an allowance of 100 for professional services, making a total expenditure of 4,624.34.

 

(iv) FITNESS EQUIPMENT

 

The Committee agreed to accept the quotation from Powerhouse Fitness Equipment Co, Glasgow for 45,625.36, together with an allowance of 100 for professional services, making a total expenditure of 45,725.36.

 

(v) FURNITURE MAINTENANCE SYSTEM

 

The Committee agreed to accept the lowest quotation by Weyfringe, Redcar for 8,331.33, together with an allowance of 100 for professional services, making a total expenditure of 8,431.33.

 

(vi) RE-LOCATION OF EXISTING INTERACTIVE BOARDS

 

The Committee agreed to accept the quotation from Izatec Ltd, Bellshill for 47,547.25, together with an allowance of 100 for professional services, making a total expenditure of 47,647.25.

 

(vii) CATERING/MENUS SIGNS

 

The Committee agreed to accept the quotation from Barconwood Ltd, Suffolk for 3,852, together with an allowance of 100 for professional services, making a total expenditure of 3,952.

 

(viii) LIGHTING BARS AND EQUIPMENT

 

The Committee agreed to accept the quotation from Audio Visual Solutions, Dundee for 2,370, together with an allowance of 100 for professional services, making a total expenditure of 2,470.

 

VII MANAGING DISRUPTIVE BEHAVIOUR

 

There was submitted Report No 245-2008 by the Director of Education informing the Committee on the progress of implementing the Managing Disruptive Behaviour report published in January 2006.

 

The Committee agreed to:-

 

(i) note the contents of the report;

 

(ii) support the continuation of the Standing Group on Managing Disruptive Behaviour; and

 

(iii) refer the report to the Best Value Working Group for consideration.

 

VIII ATTENDANCE HEARINGS

 

There was submitted Report No 246-2008 by the Director of Education reviewing the strategy and arrangements for working with cases of sustained absence from school.

 

The Committee agreed to:-

 

(i) note the review;

 

(ii) delegate to the Director of Education or her nominee, the functions of the Education Authority under Sections 35-43 of the Education (Scotland) Act 1980 (except the appointment of a person to institute proceedings in terms of Section 43(2)), being consideration of cases of School Attendance Default including the power to impose an Attendance Order or to decide that the parent/carer be prosecuted; and

 

(iii) approve the permanent cessation of the work of the School Attendance Sub-Committee.
