I DYKES OF GRAY ROAD AND LINLATHEN ROAD - 40MPH SPEED LIMITS
There was submitted Report No 370-2007 by the Director of Planning and Transportation regarding the necessity to introduce 40mph speed limits in Dykes of Gray Road.
The Committee agreed to approve the preparation of a Traffic Regulation Order to introduce 40mph speed limits on Dykes of Gray Road and Linlathen Road as part of new housing developments.
II DUNDEE TAXICARD SCHEME - VARIATION TO ANNUAL TRIP ALLOWANCE
There was submitted Report No 373-2007 by the Director of Planning and Transportation seeking approval of a variation of the annual trip limit of the Dundee Taxicard Scheme in order to prevent budget overspend in future years.
The Committee approved a variation of the annual trip limit of the Dundee Taxicard Scheme to a maximum of 104 trips per annum effective from 1st April, 2008.
III BROOK STREET, BROUGHTY FERRY - STOPPING UP
There was submitted Report No 374-2007 by the Director of Planning and Transportation regarding an application from the Royal Bank of Scotland to stop-up a small section of the south footway of Brook Street, Broughty Ferry in order to facilitate the installation of an access ramp for the disabled to the bank.
The Committee rejected the request to prepare a Stopping-Up Order utilising the powers of the Town and Country Planning (Scotland) Act 2007 to stop-up part of the footway adjacent to 288 Brook Street.
IV ROAD MAINTENANCE AND MINOR WORKS PARTNERSHIP
There was submitted Report No 294-2007 by the Director of Planning and Transportation reviewing the trial partnership arrangement between Dundee City Council and Tayside Contracts for the delivery of Road Maintenance and Minor Works Services and making recommendations for the further development of the partnership.
The Committee agreed to:-
(a) note the content of the report;
(b) extend the trial period for the provision of Road Maintenance and Minor Works Services for a further two years until 31st March, 2009;
(c) note the intention to develop the partnership agreement following the model successfully being used for the management of Street Lighting Services; and
(d) note the intention to establish appropriate Key Performance Indicators to monitor the performance of the partnership.
V DUNDEE STATION FOOTBRIDGE - ASSET PROTECTION AGREEMENT
There was submitted Agenda Note AN197-2007 making reference to Article V of the minute of meeting of this Committee of 17th January, 2005, wherein works for the realignment of the western road and removal of the footbridge link to the railway station were approved. Due to difficulties in obtaining Network Rail approval, the final part of the footbridge was not removed at that time.
It was reported that approval was now sought to enter into a Basic Asset Protection Agreement with Network Rail to enable the demolition of the final section to be carried out in proximity to the operational railway.
The Committee agreed that such an agreement be entered into having noted that the works would be carried out at a time which would minimise inconvenience to the travelling public and that tenders for the works to remove the footbridge would be reported to a future meeting of this Committee.
VI STANNERGATE TO DOUGLAS TERRACE WALKWAY IMPROVEMENTS
There was submitted Agenda Note AN198-2007, making reference to Article XV of the minute of meeting of this Committee of 8th January, 2007, whereby approval was given to appoint Torith Ltd to carry out sections of work to coastal structures in the above area to a value of 289,526.
It was reported that recent funding bids for further works to these coastal structures to SUSTRANS and the Scottish Executive Vacant and Derelict Land Fund (VDLF) had been successful to the value of 100,000 and 400,000 respectively.
The SUSTRANS funding required to be spent by 31st August, 2007, whilst the VDLF funding required to be spent by 31st March, 2008. Given the tight timescales involved, the fact that the original contract was won in competitive tender and as the works had been carried out to a high quality standard, the Chief Executive authorised the extension of the contract with Torith Ltd to carry out additional works to the value of 500,000 based on the original contract rates.
The Committee noted the above.
