I WORK-RELATED DEATHS: A PROTOCOL FOR LIAISON
There was submitted Report No 715-2006 by the Head of Environmental Health and Trading Standards informing that the Health and Safety Executive, the Crown Office and Procurator Fiscal Service, the Association of Chief Police Officers in Scotland (ACPOS) and the British Transport Police had published a joint working protocol on work-related deaths in October 2006.
The Committee agreed:-
(i) to adopt the Protocol, which emphasised the need for a collaborative approach to the investigation of work-related deaths in Scotland; and
(ii) to note that the Environmental Health and Trading Standards Department would aim to work in accordance with the Protocol's recommendations when investigating any work-related deaths in premises for which Dundee City Council had health and safety enforcement responsibility.
II TENDERS RECEIVED - MARCHBANKS SLAB EXTENSION AND DEVELOPMENT OF TRAFFIC MANAGEMENT FACILITIES
There was submitted Report No 683-2006 by the City Engineer giving details of the tenders received for Marchbanks Slab Extension and Development of Traffic Management Facilities.
The Committee agreed to accept the lowest offer from Dundee Plant Co Ltd amounting to 98,448 with allowances for contingencies amounting to 16,002 and professional fees amounting to 14,800 and allowances for Planning Supervisor amounting to 750 giving a total expenditure of 130,000.
The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted items of business on the grounds that they involved the likely disclosure of exempt information as defined in paragraphs 3, 6 and 9 of the Part I of Schedule 7A of the Act.
III CONTAMINATED LAND STRATEGY - IDENTIFICATION OF CONTAMINATED LAND
There was submitted Report No 699-2006 by the Head of Environmental Health and Trading Standards requesting determination as to the status of a site based on the information gathered and summarised in the report.
The Committee agreed:-
(i) to formally identify the site delineated within the report as contaminated land by virtue of the information summarised within the report; and
(ii) that the aforementioned site required to be designated as a special site by virtue of the information summarised within the report.
IV CIVIC GOVERNMENT (SCOTLAND) ACT 1982 - DEFECTIVE STAIR LIGHTING
Councillor Elizabeth F Fordyce declared a non-financial interest in this item of business by virtue of a person known to her in a personal capacity being resident at one of the properties subject to notification.
There was submitted Agenda Note AN427-2006 detailing Notices which had been served on the owners of properties requiring works to be carried out.
The Committee noted that the Head of Environmental Health and Trading Standards would carry out the works should the owners not comply within the timescales.
