The minute of meeting of this Committee of 18th September 2006 was held as read.

I REVIEW OF THE FOOD SERVICE PLAN 2004-2005 AND THE FOOD ELEMENTS OF THE ENVIRONMENTAL HEALTH AND TRADINGSTANDARDS DEPARTMENT PLAN 2004-2007

 

There was submitted Report No 589-2006 by the Head of Environmental Health and Trading Standards seeking approval for the recommendations contained in the Review of the Food Service Plan 2004-2007 and the Food Service Elements contained in the Environmental Health and Trading Standards Service Plan 2003-2007.

 

The Committee agreed to remit the Head of Environmental Health and Trading Standards to:-

 

(i) improve the internal monitoring of the food law enforcement function by:-

 

(a) implementing predictive measures for monitoring statutory performance indicators (food hygiene inspections);

 

(b) implementing a schedule for the monitoring and verification of food law enforcement in line with the framework agreement and the Department's documented procedures;

 

(c) reviewing the current scoring of premises for confidence in management and enforcement action taken in these premises;

 

(ii) review the sampling programme with a view to incorporating any changes in the sampling plan for 2007 to 2008;

 

(iii) liaise with Dundee College, the Food Standards Agency (Scotland) and the Royal Environmental Health Institute of Scotland with a view to the continuation of the Cook Safe Courses, or their equivalent, locally;

 

(iv) liaise with the Head of Communities on the Food Safety needs in the Community/Voluntary Sector; and

(v) examine the benefits of implementing an alternative enforcement strategy for lower risk premises, the outcome of which would be reported to a future Committee.

 

II MULTI OCCUPANCY PROPERTY RECYCLING SCHEME

 

There was submitted Report No 531-2006 by the Head of Waste Management detailing the proposed City wide recycling scheme plan for multi occupancy properties.

 

The Committee agreed that the project detailed within the report be approved.

 

III PURCHASE OF VEHICLES

 

There was submitted Report No 583-2006 by the Head of Waste Management seeking authority to purchase two additional vehicles which would be required to continue the expansion of the collection of recycling materials.

 

The Committee agreed to accept the offers as follows:-

 

1 (one) - 26 tonne mixed-waste collection vehicle (Dennis Eagle)

1 (one) - 23 tonne recycling vehicle chassis (Terberg)

(56,500)

1 (one) - top loading recycling body (Terberg)

(56,445)

 

The Committee noted that the vehicles would be procured via the ABC Heavy Municipal Vehicle Framework.
